' of the City of Petaluma, California 2 3 a REQUESTING THE BOARD OF SUPERVISORS 5 TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION ~ ON A MEASURE RELATING TO THE CREATION ~ OF AN URBAN GROWTH BOUNDARY AND s RELATED GENERAL PLAN AMENDMENTS 9 ON NOVEMBER 3, 1998, to WITH THE STATEWIDE GENERAL ELECTION tt t2 13 WHEREAS, the City Council of the City of Petaluma has called a Special Municipal 14 Election to be held on November 3, 1998, for the purpose of submitting a ballot measure 15 on the proposed creation of an Urban Growth Boundary and related General Plan 16 amendments; and 17 l8 WHEREAS, it is desirable that the Special Municipal Election be consolidated with the 19 Statewide General Election to be held on the same date and that within the City the 20 precincts, polling places and' election officers of the elections be the same, and that the 21 Election Department of the County of Sonoma canvass the returns of the Special 22 Municipal Election, and that the election be held in all respects as if there were only one 23 election: za 25 NOW, THEREFORE, BE IT RESOLVED, ORDERED, AND DECLARED AS 26 FOLLOWS: z7 28 I. Pursuant to the Petaluma City Charter and requirement Election Code Section 29 10403, the Board of Supervisors of the County of Sonoma is hereby requested to consent 3U and agree to the consolidation of a Special Municipal Election with the Statewide Primary 3t election on Tuesday, November 3, 1998, for the purpose submitting a measure on the 32 creation of an Urban Growth Boundary and related General Plan amendments. 33 Besomefon xo. 98-152 x.cs. The question shall read as follows: Shall a measure be adopted that amends the City of Petaluma General Plan to establish an Urban Growth Boundary that would limit urban development and the provision of City water ~S and sewer services beyond the Urban Growth Boundary and require voter approval for amendments to the Urban Growth NO Boundary until December 31, 1998? 2 3 3. That the text of the proposed measure to be submitted to the voters is attached 4 hereto as Exhibit A. 5 4. The County Election Department is authorized to canvass the returns of the 6 Special Municipal Election. The election shall be held in all respects as if there were only 7 one election, and only one form of ballot shallbe used. 8 5. The Board of Supervisors is requested to issue instructions to the County Election 9 Department to take any and all steps necessary for the holding of the consolidated l0 election. tl 6. The City of Petaluma recognizes that additional costs may be incurred by the 12 County by reason of this consolidation and agrees to reimburse the County for such costs. 13 7. The County Election Department is requested to determine the cost of processing 14 Absentee Ballots for this election and is further requested to report said cost to the City 15 Clerk of the City of Petaluma at the earliest possible time following the election. t6 8.
