5 APPROVING AN AMENDMENT TO THE GENERAL PLAN
6 TO REDESIGNATE A 3.06 ACRE PARCEL
7 FROM RETAIL CENTER TO MIXED USE TO ALLOW
8 THE RELOCATION OF THE PETALUMA SCHOOL DISTRICT
9 ADMINISTRATIVE OFFICES (204 DOUGLAS STREET, AP NO. 008-161-014)

12 WHEREAS, an application to amend the General Plan was filed on November 18, 1997
13 by John Silvestrini, on behalf of the Petaluma School District, requesting a General Plan
14 Amendment to redesignate a 3.06 acre parceLfrom Retail Center to Mixed Use; and
15
16 WHEREAS, the Planning Commission held a duly noticed public hearing for the proposed
17 General Plan Amendment on June 9, 1998, and considered all written and verbal reports
18 and testimony on the matter before recommending approval of the General Plan
19 Amendment to the City Council; and
20
21 WHEREAS, all reports and communications to the Planning Commission were forwarded
22 to the City Council; and

24 WHEREAS, the City Council held a duly noticed public hearing on the proposed
25 Amendment on July 27, 1998 before rendering its decision; and

27 WHEREAS, the potential environmental impacts of the proposed Amendment have been
28 considered, and proper action has been taken by the City council in compliance with the

1 California Environmental Quality Act and Vocal environmental guidelines in that a
2 Negative Declaration has been adopted regarding the requested General Plan Amendment.

4 NOW THEREFORE BE IT RESOLVED that the Petaluma City Council hereby approves
5 the Amendment to the General P?an land use designation from Retail Center to Mixed Use
6 (see Attached Exhibit) allowing the Petaluma School District to relocate its administrative
7 offices, based upon the findings specified below:

9 Findings for General Plan Amendment

11 1. The proposed Amendment is in conformance with the Petaluma General Plan and
12 will help to implement goals, objectives and programs of the General Plan relating
13 to the development of underutilized properties and encouraging development
14 within the Urban Limit Line.

16 2. The proposed Amendment is deemed to be in the public interest to provide for
17 orderly development of appropriate office uses.

19 3. The proposed Amendment is consistent and compatible with the rest of the
20 General Plan and any implementation programs that may be affected.

l 4. The potential impacts of the proposed Amendment have been assessed and have
2 been determined not to be detrimental to the public health, safety or welfare.

4 5. The proposed Amendment has been processed in accordance with the applicable
5 provisions of the California Government Code and the California Environmental
6 Quality Act (CEQA).
