SUBJECT: Resolution Amending the Classification and Compensation Plan by Establishing
the Classification and,Pay Range of Airport and Marina Manager, Authorizing the
Position Allocation of Airport and Marina Manager, and Eliminating Airport
Division Manager.
It is recommended that the City Council adopt the attached Resolution Amending the
Classification and Compensation Plan by Establishing the Classification and Pay Range of
Airport and Marina Manager, Authorizing the Position Allocation of Airport and Marina
Manager, and Eliminating the Position Allocation for Airport Division Manager.
BACKGROUND
The Petaluma Municipal Airport is a 24-hour operation, offering users numerous benefits such as
a 24-hour self -fueling island, aircraft and pilot services, and rentable hangers and tie -downs. The
Marina and Turning Basin provide fuel services, a waste pump out station, and short and long-
term berthing options. Historically, the Petaluma Municipal Airport has been managed by one
full-time Airport Division Manager, whereas supervisory duties for the Marina and Turning
Basin have been contracted out.
Recent attempts have been made to internally manage the day-to-day operations of the Marina
and Turning Basin while looking for a long -tern solution. Additionally, the City's current
Airport Division Manager retired, effective September 7, 2018. Since the management duties of
the Airport and Marina/Turning Basin are similar and involve the management of operations and
property/contract oversight for the respective divisions, the hybrid Airport and Marina Manager
classification will help fill current and upcoming management needs in each area.
DISCUSSION
Airport staffing consists of two full-time benefited employees, the Airport Division Manager and
Airport Maintenance Worker, and two to three, part-time, non -benefited Ramp Attendants, who
support both the Airport and Marina/Turning.Basin. After the contract termination with the
former Marina contractor, the Marina and Turning Basin activities are managed by multiple City
staff including the Director of Public Works, Utilities Operations Manager, and a Secretary.
Management of the Airport and Marina/Turning Basin requires a similar skillset and includes
oversight of contracts, properties, and tenants. For instance, the Airport requires the manager to
oversee rental of hangers, while at the Marina they would handle the rental of slips. The size and
scope of the Airport and Marina/Turning Basin management allows for feasible oversight over
both divisions.
The current salary range for the Airport Division Manager classification is significantly under
market which poses a challenge for recruitment efforts. To attract a qualified applicant and to
acknowledge the additional scope of duties when including management of the Marina and
Turning Basin, the proposed salary range has been increased. The proposed salary range
provides internal equity to the Assistant Operations Manager salary range due to the similar
focus on operations, scope of control and decision-making authority.
The proposed Airport and Marina Manager classification has been evaluated by Bargaining Unit
9, of the Petaluma Professional & Mid -Managers Association ("PPMMA"). PPMMA has
reviewed the job description and salary recommendation and supports the establishment of this
new classification.
The attached position classification summarizes major responsibilities and sets minimum
qualifications. The attached resolution establishes a salary range for the position. In setting a
salary range, both the external market and the internal pay structure were considered. Regarding
the external market, a survey was conducted of comparator public agencies. With respect to
internal parity, comparable positions, such as Assistant Operations Manager, are paid between
$86,985.60 — $105,747.20 annually. Currently, the annual salary range for the Airport Division
Manager is $51,459.20 - $62,504.00. The annual salary range of $86,985.60 — $105,747.20 is
recommended for the Airport and Marina Manager.
FINANCIAL IMPACTS
The recommended salary range for the Airport and Marina Manager is $86,985.60 — $105,747.20
annually, an increase of $51,932.43 - $56,873.45. The total annual compensation for this
position, including salary and benefits, is approximately $138,918.03 — $162,620.65. The Public
Works and Utilities Department anticipates utilizing the current budget for the Airport Division
Manager and Marina contract, as well as annual revenue from the Airport and Marina Enterprise
Funds. Allocation of this position is all Non -General Fund.

PLAN BY ESTABLISHING THE CLASSIFICATION AND PAY RANGE OF
AIRPORT AND MARINA MANAGER, AUTHORIZING THE POSITION

WHEREAS, the City wishes to keep its Classification and Compensation Plan
current and amendments or revisions to the Classification and Compensation Plan are
effective upon approval by the City Council; and,
WHEREAS, the City Manager/ Personnel Officer has determined that certain
duties and responsibilities are appropriately allocated to the classification of Airport and
Marina Manager (as attached hereto and marked Exhibit A); and,
WHEREAS, the pay range for the classification of Airport and Marina Manager
as listed below is hereby recommended, effective with the adoption of this Resolution.

NOW, THEREFORE, BE IT RESOLVED that. the City Council of the City of
Petaluma:
1. Approves the amendment to the Classification and Compensation Plan as
written in this Resolution including the amendment in the Competitive
Service of the Personnel System.
2. Takes this action pursuant to Personnel Code 3.04.020 and Personnel
Rules and Regulations (Rule N- Classification and Rule V —
Compensation) and, that the notice of this action has been properly posted.
3. Authorizes the position allocation of Airport and Marina Manager
effective with the adoption of this Resolution.
4. Eliminates one (1.0) Airport Division Manager.

Summary
Plan, manage, and direct the operations and property management of the Petaluma Municipal
Airport, Marina, and Turning Basin properties, facilities, and services in accordance with
existing leases/licenses and federal, state, and local regulations.
Class Characteristics
General direction is provided by the Public Works &Utilities Director or Assistant Public.Works
& Utilities Director; responsibilities include the direct and indirect supervision of support staff.
This mid -management position is responsible for managing, planning, and coordinating the
City's airport and marina operations and overseeing leases and licenses.

Duties:
Assist in the planning, development, and implementation of policies, procedures, goals, and
priorities, including long and short-range planning for the airport and marina.
Schedule, assign, lead, review and participate in the work of staff, manage the organization,
staffing, and operational activities for the airport and marina; select, supervise, train, and
appraise employee performance; interpret City policies and procedures and State and Federal
rules and regulations to staff; establish standards and ensure safe worldrig practices; administer
discipline and other personnel actions.
Manage and coordinate operation, maintenance, safety, and security of the airport and marina;
plan and direct work in accordance with federal, state and local laws, codes, regulations,

property management of facilities and receive and process all applicable documents from tenants
and licensees.
Provide information to the public, airport, and marina/turning basin users,. establish, interpret and
enforce rules governing airport facilities, use, and service, including Federal Aviation
Administration (FAA) regulations, State Lands Commission requirements, and other federal,
state, and local statutes.; promote adherence to air traffic and safety rules and regulations
including compliance with aviation approach/departure requirements and airspace protection
regulations.
Enforce and implement aviation accident procedures; ensure the protection of aviation accident
scenes; coordinate emergency scene management with FAA, United States Coast Guard
(USCG), local law enforcement, and the National Transportation Safety Board.
Conduct inspections of the airport and marina equipment, grounds, facilities; manage repairs and
routine maintenance of buildings, landscaping, and facilities; perform incidental maintenance as
needed.
Maintain communication and cooperation with USCG, FAA, and local public safety agencies;
respond to and comply with requests for assistance and information, including providing water
access for emergency services.
Participate, assist, and communicate with the City's fire and police department and local public
safety agencies on a 24 hour/7 day -a -week basis to coordinate response to accidents, hazardous
material spills or other emergency activities at the airport and marina.
Maintain good public relations with airport and marina users and the public, including aviation
and yacht associations; promote the facilities and services available; resolve complaints and
problems from tenants/licensees and public; represent the airport and marina in internal
relationships as well as relations with the public, community groups, and other governmental
agencies; serve as liaison to Airport Commission on behalf of City.
Prepare and manage the preparation and administration of the Airport and Marina budgets;
forecast additional funds needed for operation; maintain budgetary control over expenditures;
analyze costs savings and implement adjustments as necessary; prepare budget for recommended
capital improvement projects with assistance from engineering.
Research and apply for potential grant funding programs; enforce federal and state compliance
requirements for existing grants.
Assure State storm water monitoring, sampling, and reporting requirements are met; supervise
the preparation of the annual Storm Water Monitoring reports.

Physical Demands and Work Environment
While performing the duties of this job, the employee is regularly required to use hands to finger,
handle, or feel; reach with hands and arms; and talk and hear. The employee is frequently
required to stand, walk and sit. The employee is occasionally required to climb or balance; stoop,
kneel, crouch, or crawl; and taste and smell. The employee must occasionally lift and/or move up
to 50 pounds. Specific vision abilities required for this job include close vision, distance vision,
peripheral vision, depth perception, and ability to focus. While performing the duties of this job,

Knowledge of:
Principles of general aviation and marina management, aviation and marina facility operations
and maintenance, including use of a formal work order system.

and fiscal controls.
Principles of supervision, training, and performance evaluations.
Applicable laws, codes and regulations, including FAA and USCG regulations relating to general
aviation and marina operations.

The proper and safe handling of hazardous materials and fuels, airport and marina maintenance
procedures, requirements, and equipment.

Education and Experience
Any combination equivalent to the education and experience likely to provide the required

A Bachelor's degree in public and business administration, Aviation Management, or a closely
related field.
Experience:
Three years of progressively responsible experience in the operation and maintenance of a
municipal airport, including extensive knowledge of FAA regulations; at least one year of
experience must include maintenance and operations, program administration, and supervisory
experience.
Certificates/Licenses:
Possession of a valid California Class C driver's license.
Possession of, or ability to obtain, CPR certification.
Possession of, or ability to obtain, boating safety certification.
Must be willing to work outside normal working hours when necessary.
