R OLL, - CALL: Councilmen present: Ingerson, McFadden, 14iller, Riewerts, Schlzckebier, Van Bebber and Mayor Farrell R_EA_DING OF THE JOURNAL: The minute a of the last regular meeting of December 15th were read and approved as recorded. REPORTS OF OFFICERS: The mon ly reports of the Audifor'and Treasurer, Poundman., Wha.rfinger,and Police Judge were read and filed. REPORTS OF - STANDING COMMITTEES: The'Financ­e­ submitted its report, whereupon Resolution #3'978 C.S, introduced by Councilman Mi]_ler, seconded by Councilman Schluckebier, directing the Auditor to draw warrants against .the various City Funds in payment of claims allowed and approved by the Finance Committee, adopted by 7 affirmative votes.. Overflow - Stanley St. ; Councilman-Riewerts brought up the complaint of property owners that storm.water is overflowing private property in the vicinity of Stanley and Western Avenue., Referred to the street committee for investigation. PETITIONS AND COLnUNI:CATIONS: Resignation of R8bert E: Peters as Police Officer read and filed, whereupon Resolution, #,3979 C.S. introduced by Councilman McFadden, seconded: by Councilman Riewerts acceptin. said resignation, effective December 31st, 1950, adopted - by 7 affirmative votes. NEWT BUSINESS : Western Ave. electroliers: The City Engineer filed notice of comphetion of the installation of electroliers -on Western Avenue, between Main and Keller Streets, accord- ing�to plans and specifications, whereupon Res olution #3980 C.S. introduced by Councilman. Miller, seconded by- Councilman Schluckebier, accepting said installation_ and thanking the owners of property on Western Avenue for their generosity and public spirit in installing said electroli.er system, adopted by 7 affirmative votes. Music Fund appropriation: Resolution #3981 C;'S. introduced by Councilman Miller, seconded by Councilman McFadden, directing the Auditor and Treasurer to transfer the sum of ,b"2,000. from the General Fund to the Music Fund, adopted by 7 affirmative votes... Tra nsfer -of $5,000 to River introduced by Councilman Mi directing the Treasurer and River and Water Fund to the affirmative votes. & Water Savings Fund: Resolution #3982 C.S. Ller, seconded by Councilman Schluckebior, Auditor to transfer the sum of 'J 'p5,000. ' from the River and Water Savings. Fund, adopted by 7 Appointment of R.V.Thompson- policeman. Resolution #3983 C.S. introduced by Councilman Riewerts, seconded by Councilman Van Bebber, appointing R. V. Thompson, as regular police officer, beginning January 1, 1931, adopted by 7 affirmative votes. Ordering removal of comfort stations at Hill Plaza: Resolution #3984 C.S:. introduced by Councilman Van Bebber, seconded by Gouncilman Miller, declaring it the unanimous opinion of the Council that the convenience stations now erected in the Hill Plaza should be removed and directing the Clerk to forward a copy of this resolution to the Park. Commission,,, adopted by 7 affirmative votes. Councilman,- McFadden.called the attention of the Mayor and Council to the fact "that because of the resignation of Mr. VVm,. H. Thomas from the Planning Commi`asion that- it 1's difficult to secure a quor= for the regular meetings. The matter was taken under advise- meet. Councilman Ingerson stated that he believed the Fire Depr., when making the, regular Hydrant tests, should test 'the standpipe of J. A. Kenney on 3rd Street. It was recommended.that Mr.. Kenney make this request to the Board of Fire °Commissioners:, Removal -of D St. bridge In compliance. with the. Governinen.tt s .request Resolution - #3985 C.S,.. introduced'by Councilman Van Bebber, seconded by Councilman Milkier', signifying the intention of the City Council, on behalf of the City of Petaluma, to remove the bridge across• the river :at. "D" :Street,. without: .expense to the United States 'Government anid.at such time as the same may be 'required by the United - Sta.tez 'Government adopted by 7' affirmative votes. Right's 'of Way along River In this connection the securing of rights of way along the River was discussed and the Mayor appointed a committee 'consist'ng.. of McFadden, Riewerts and Schluckebierl, to confer with the committee from the Chamber of Commerce and . ascertain _ the atatus of the agreements. for necessary rights of 'way.. Councilman. Miller reported that Fire Truck No. 3 had been put in condition to .answer first calls, thus making the 'fire department more efficient. The Mayor commended the Fi:re.. Commitzi on for :its progress. Chief of° Police Peters was welcomed by the Mayor and City Council and a discussion was had relative to rules and .regulations for the police department; the enforcement of traffic ordinances and the possible .grading of officers according to length of ,s:ervi.ce, etc. ADJOURNMENT: On motion regularly made and carried the meeting adjourned.
