REPORTS OF 0 FFICERS: Th monthly reports of the Au ditor.and.Treasurer, Poundman, Police Judge and City Wharfinger were read and filed. PETITIONS AND CO NICATIONS.:' ommunica 'ion ' 'from , the Veterans of Foreign 'Wars, inviting the Mayor and Council to attend-the first public installation of officers,, February 7, 1931 was read, filed and accepted,. Application of Edwin 0, Roberts for permission to sell soft ,drinks at 220 Fair Street,,, read and filed, and Resolution #3990 C'. S, introduced by Councilman McFadden, seconded by Councilman Schluckebier, granting said application, adopted by 7 affirmative votes. A proposed ordinance enforcing preference for theemployment of - resident laborers performing Tabor upon public works in the City of ,Petaluma was read and discussed. The Clerk was directed to write to other cities "in the State and secure copies o .similiar ordinances used by them: NEW BUSINESS: Revamping fire ,o,rdnaric.es. ounci. man i -er, as ` resident of the Board of Fire Commission., reported the need of an, ordinance making it a misdemeanor not to report fires occuring in the City Limits. Councilman Miller also stated that many of the fire ordinances now on the books are in need of revision. Bebber and Riewerts to work' with the. The suggestion of Councilman Ingerson that a section be added making it necessary to obtain a permit before burning rubbish., etc. was referred to the above committee. The application of Mr. Bonnefoy to rent an unu's.ed oil tank belonging to the City was referred to the Street Superintendent Red Cr,os Aid,: ayor Farrell called the attention of the.Council to the city's quota for the Red Cross and suggested that the money,be raised by holding; a public civic function with the co- operation :of all the civic organization The suggestion met with. the hearty approval of all- members of the City C,ouncil'and on motion by Councilman Schluckeber, seconded by Councilman Van Bebber., Mayor Farrell,was appointed Chairman and Harry Benton Secretary of the General C.ommitte . 'Sewer System Mayor Farrell addressed the Council on.the great need of a new sewer system for.Petaluma. He stated. that he. had received a report- from the State Board. of Health in' which the condition of the river was described as unsanitary and recommenda- tions were made that the c.ondi,t on be bettered. Ellis Planning Commissioner: Arthur zs was appointed a member of the City Planning Commis,s_ion to fill the vacancy caused by the res:ignat.on of Iff. 'H. Thomas. _ The matter bf removing all signs, either permanent or temporary, from all marquis, was referred-to t'he .Chief of Police. The Mayor reported that all had been arranged for the beginning of work on the river .project and that steps must now be taken for the construction of a.,new,brdge across the river at D Street.
