of the City of Petaluma, California
RECOMMENDING APPOINTMENT OF A COUNCILMEMBER TO THE SONOMA
COUNTY HOMELESS SYSTEM OF CARE LEADERSHIP COUNCIL, WHICH IS
REPLACING THE SONOMA COUNTY CONTINUUM OF CARE BOARD
WHEREAS, the City of Petaluma is an entitlement community under the jurisdiction of
the Department of Housing and Urban Development (HUD) Community Development Block
Grant Program (CDBG); and
WHEREAS, the Sonoma County Community Development Commission (SCCDC), and
the cities of Santa Rosa and City of Petaluma ("CITIES") have participated in the U. S.
Department of Housing and Urban Development (HUD) continuum of Care program, as
authorized under the Homeless Emergency Assistance and Rapid Transition to Housing Act of
2009 (HEARTH Act) for the purpose of assisting in the coordinated reduction in the incidence of
homelessness within Sonoma County; and
WHEREAS, the CITIES and SCCDC joined together informally in 1997 to create the
Sonoma County Continuum of Care (CoC) and have operated informally as a single CoC
continuously for 20 years; and
WHEREAS, in May of 2017, the SCCDC contracted with HomeBase to conduct an
analysis of Sonoma County's homeless system of care; and
WHEREAS, Homebase found that the decision -malting process for funding and
implementing best practices for ending homelessness in Sonoma County was so fragmented that
a significant restructuring is required; and
WHEREAS, in October of 2017, several members from the Board of Supervisors and
Santa Rosa City Councilmembers formed an Ad -Hoc Committee to implement a new system of
care for Sonoma County's homeless population; and
WHEREAS, representation from all HUD jurisdictions in Sonoma County are being
asked to be represented on the Leadership Council of the new homeless system of care.

NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council does hereby
recommend the following appointment to the Sonoma County Homeless System of Care
Leadership Council:
