' of the City of Petaluma, California RESOLUTION GRANTING ONE OUTSIDE WATER SERVICE FOR FIRE a SPRINKLER SYSTEM FOR THE SCIENCE OF THE SOUL FACILITY AT 2415 EAST WASHINGTON STREET 8 W[]EREAS, the City of Petaluma adopted a policy regarding water service outside the 9 City limits and adopted Sphere of Influence; and l0 WHEREAS; said policy does not specifically address water connection options for public i i safety facilities beyond the Sphere of Influence; and 12 Wl-IEREAS, said policy provides fa' consideration for certain requests by the City Council; and 14 WHEREAS, the Science of the Soul has requested a standby connection for fire I5 protection for a new facility at 2415 East Washington Street; and 16 WHEREAS; the Director of Engineering and Planning Director have reviewed the 17 request and offered recommendations to the City Council regarding the request for fire sprinkler I8 service at 2415 East Washington Street; and 19 WHEREAS, on September 8. 1998, the City Cowrcil considered the request and heard all 20 written and oral testimony regarding same. 2~ NOW THEREFORE, BE IT RESOLVED that one standby connection for the fire 22 sprinkler system (no hydrant) shall be permitted at said address (2415 East Washington Street) 23 for the Science of the Soul facility, based on the following findings and subject to conditions set 2d forth below: ~g 26 Findings: 27 28 1. That circumstances of assisting the provision of adequate fire suppression services 29 for public assembly uses justify the granting of a standby connection for tire 3o spci~ikling systems. 3 i 2. That no growth inducing impacts will result from this connection as policy is 32 hereby determined to permit only standby fire sprinkler service for 33 emergency/public safety uses (e.g., fire). @esolu4on xo. 98-191 rr.cs. Page 1 of 2 t 3. That no adverse impact to existingbr anticipated future domestic and/or fire flows 2 needs will be experienced by this standby sprinkler system. 3 4. That potential future development rights have been relinquished to the Sonoma 4 County Agricultural Preservation and Open Space District and no additional 5 expansion beyond the current project is permitted. 6 7 Conditions: 8 9 1. The City shall have the opportunity, if deemed necessary by the City Eilgineei, IO prior to connection of standby fire sprinkler service, to verify the capacity I I associated with the requested service to insure that there is no detrimental impacts 12 upon the existing Cify water supply and piping. The cost of said capacity study 13 shall bepaid for by the applicant. subject to determination of the City Engineer. ~I4 2. nny expansio? or size increase of the existing City owned main line, and all 15 related construction, if deemed necessary by the City Engineer, shall be the 16 responsibility of the applicant, subject to review and approval of Citti~ staff. 17 3. n detector check valve and meter shall be installed at the connection to the City IS main line, to insure that no tap is made to provide water other than for standby 19 fu'e sprinkling purposes for the Science of the Soul building. 20 4. All Pees associated with connection and meter installation a~ld outside water 21 service/standby charges shall be paid by the applicant. 22 Under the.power and authority conferred upon this Council by the Charter of said City.
