'Regular meeting of the Council of the City of .Petaluma
called to, orde=r by Mayor Farrell,.-
ROLL CALL:
Present: Councilmen Ingerson-, McFadden., Miller, Riewerts,
Schluckebier, Van'Bebber and Mayor Farrell.
READING OF THE - JOURNAL:
The minutes of the last regular meeting of October 5th
!,vere read and approved as recorded.
REPORTS OF SELECT COMMITTEES:
The --Street Committee'reported having inspected the new
street above 10th Street and found it satisfactory. Mayor
Farrell asked that the committee again inspect the street after
the first rains to see if the water is properly carried away.
Councilman McFadden reported progress in -the matter
of rules+and regulations for the .Police Department and stated
that he would have a report at the next regular meeting of the
Council.
REPORTS OF STANDING COMMITTEES:
The Finance Committee submitted its report, whereupon
Resolution #4052 C.:S. -
introduced by Councilman McFadden, s,ec'onded by..Councilman Miller,
directing the Auditor to draw warrants against the various City
Funds in -payment of claims allowed and approved by the Finance
Committee, adopted by 7 affirmative votes.
PETITIONS AND COMMUNICATIONS: '
Card from the Farrell family expressing their appreciation
to the City Council for recent tribute of sympathy, read and filed-.

Invit'ation from Petaluma Post No.' 28, American Legion,.
asking the City Council t.o participate in the observation of
Armistice Day, read, filed and on motion regularly made and
carried,,the invitation was accepted.
Invitation to the Mayor and Council' to attend the San
-Mateo County Fall Flower Festival, read and. filed.
Bessie' C. .Herrmann application for re -zoning denied,:
Report from -the City Planning'Commission,, recommending
to the City Council that the application of Bessie C. Herrmann
for the re -zoning of her property on .Bassett Street be denied,
read and filed, and
Resolution #4053 C-. S.
introduced by Councilman McFadden, secon.ded by Councilman Riewerts,
aaaeptin.g the recommendation of the City Planning Commission'
and denying the application .of Bessie . C. Herrmann, adopted by 7
affirmative votes.

INTRODUgTION_''OF ORDINANCES:
Ordinance No. -387 C.S._ in-tro'duced by Councilman Van 'Bebber,
seconded by Councilman Uchluckebier, amending Sec.. 22 -of Ordinance
No. 239 C -:S., by requiring each employee of a traveling -merchant,
peddler, hawker, or vendor to pay,a license fee, and requiring
such persons not subject to payment of license fe.e to secure a
permit,'and repealing Ordinance No. 262 C.S. was read, approved -
by the City Attorney and ordered published.
ADOPTION OF .ORDINANCES:
Ordinance No. 38:5 C.S'. introduc.ed by Councilman McFadden,
seconded;,by-Councilman Miller, re -zoning certain property on the
nor"thwesIt' sid*6 of Madison Street, between Bremen and Edith Streets,
from residence district or. zone into business or commercial zone
and amending the official zoning map of the City of Petaluma to
conform thereto, came up regularly and was adopted by 7 affirmative
votese

Ordinance No. 386 C.S. introduced by Councilman Miller,
seconded by Councilman Van Bebber., creating the office of garbage
insp.e:ctor, came up regularly, and was adopted by 7 affirmative votes.,.

NEW BUSINESS:
Appointment of Special Police Officer - Howard Chambers:
Resolution ,x#4054 C.S.
introduced by Councilman Miller, seconded by Councilman Riewerts,
resolving that • the public safety and welfare of the City of -Petaluma,
require the -employment of a special police officer, adopted by 7
affirmative votes, and
Resolution'#4055 C.S.
introduced by Councilman-Riewerts, seconded'by Councilman•Schluckebier,
appointing Howard Chambers as such special police officer at a salary
of $140.00 per month,*adopted by'7 affirmative votes.
Linda Vista Street Improvement:,
Resolution J#4056 C.,S. ;
introduced by Councilman Riewerts; seconded by Councilman McFadden,
determining the nature, location and extent of the proposed improvement;
the boundary of the distri,c.t or lands to be specially assessed to pay
the cost of said improvement, and instructing the City Engineer to
prepare and present to this Council a written report containing all
of the information required. by Section 3 of the Special Assessment
Investigation, Limitation and Majority Protest Act of 1931, adopted
by 7 affirmative votes.
Councilman McFadden reported the offer -of 'the State Chamber
of Commerce; with the co-operation of the state highway engineers, etc.
to -make a study of and recommendations for the re-routing of the
Redwood Highway thru or around the city, the formal proposition.
,having come to the Planning Commission: It was.the consensus of
opinion that this work should be undertaken.
Eagles plea for unemployment relief:
Mr. M,. Baptista, 9 as spokesman for the Petaluma Aerie No., 333,
F.O.E. brought to the attention of the -Mayor and Council their willingness
to co-operate'in some organized effort to relieve the unemployment
situation and suggested that the Mayor and City Council take some
steps toward the organization of a combined group of lodges, service
clubs, etc. The suggestion of Mr. Baptista was commended by Mayor
Farrell and the matter taken under consideration.
Resolution x#4057 C.S:
introduces'. by Councilman Schluckebier, seconded by Councilman Miller,
expressing the deep sympathy of the Council to the Mayor and his
sisters and brother; in their recent bereavement, unanimously adopted.
