Regular meeting of the Council of the City of- Petaluma
called to order by Mayor Farrell.
ROLL CALL:,
r F=resent: Councilmen Ingers.on, McFadden, Riewerts, Schlucke-
ber,.Van Bebb'er and Mayor Farrell.
Absent: Councilman Miller.
READING OF THE JOURNAL:
The minutes of, -the last regular meeting of October 19th
were read and approved as recorded.
REPORTS. OF OFFICERS:
The .monthly.,.r..eportsi, of the Auditor and Treasurer, Wharfinger,
Police Judge, Poundman and Garbage Inspector were read and filed.
The Clerk reported the filing of -Affidavit of Publication
of Ordinance No... 387 C.S.
REPORTS OF STANDING COMMITTEES,:
The Finance:committee-,submitted-its'report, whereupon
Resolution #4058 C.S.
introduced by Councilman McFadden, seconded by Councilman S'chluckebier,
directing the Auditor•and,'Treasurer to -draw warrants .against the
various City Funds 'in payment of claims allowed and approved by the
Finance Committee; -ad'ogted by -6• affirmative votes, :1 absentee
PETITTLONS AND COMMUNICATIONS:
Communication .from the : Jennison Machinery Company offering
for sale a re -conditioned street sweeper, was read, and referred to
the Street Committee.
Application of Bessie'C:,Herrmann for permission to.sell
soft_drtnks at 501 Bassett.,Street, read, filed and

introduced by Councilman. Riewerts, seconded by Councilman Ingerson,
granting said, application, adopted by 6 affirmative votes, 1 absentee.
Application of Evelyn Lockwood asking.the sanction of the
City Council on the use of a -,portion. of. the dwelling located at 670
"D" Street, for,the_ purpose of.establi;shing a -beauty parlor, .read
and filed, and

introduced by Councilman McFadden, seconded by Councilman Van B.ebber,
granting .said request, adopted by 6 affirmative votes., 1 absentee.
ADOPTION OF ORDINANCES:
Ordinance No. 387 C.S. introduced by_Coiincilman Van Bebber,
seconded'by Councilman Schluckebier, amending Ordinance No,. 239 C.S..
by requiring each employee,of a traveling merchant; peddler, hawker,
or vendor to pay a license fee., and requiring .such persons not subject
to payment of licensee fee 'to secure a permit", and repealing Ordinance
No. 262 C.S., came up regularly and was adopted. by 6 affirmative
votes, 1 absentee.
NEW BUSINESS:
Armistice Day donation -
A delegation- from the American Legion, headed by 111r. Acorne
and" Mr. Fey, appeared before the. City Council and. asked financial
assistance toward the obs°ervation of Armistice Day, whereupon
Resolution #4061 C.S.
introduced. by Councilman Schluckebier, seconded"by Councilman
Ingerson, directing the Auditor to draw a warrant on the General Fund
in favor of the American Legion Post No. 2,9 in the sum of $1,5.0..00
adopted by 6 affirmative votes,, 1 absentee.
Red Cross delegation re unemployment:
Mr.: J: Edgar .Allen addressed the Council on behalf of the
Red Cross, asking what steps had been taken toward the re.lief.of_.
the unemploynient_situatibn., The Mayor stated that he was sending.
out letters to all of.the organizations in Petaluma calling a'meeting
for November 12th., at which meeting definite p=lans "would be formulated_ .
Mrs. Melvin Miller also addressed the Council, "expresasing her willing-
ness to assist in any possible way..

Improvement of electrolier system.on Washington St.:
y
Coufiodilman McFadden suggested a plan and an .estimate of cost
on the re -vamping of the light sysaroundtearoundthe Hotel Petaluma and on
E. Washington Street. He stated-that_the probable cost would be about
$107-5.00 and that he would submit futther details at the next meeting
of the City Council.

Deputy Health Officer commended:r
Mayor Farrell 6oftmended Mr. Wm. Newburgh_ for his splendid
work.as Deputy Health * Officer and. -on motion by Coundilman_McFadden..,.
seconded. by Councilman Riewertsl-it was ordered .that. Mr. -Newburgh
be -furnished-gasoline for his automobile when used inconnectionwith
city work.
Septic -tanks on I Sto'.
It was reported that cohtrai�ytb.th�e city ordinances sceptic
tanks are being used on1 Street, and
Resolution #4062 C.S.
-introduced-by Councilman Riewerts,,s.ecohded by Councilman Ingerson,.
instructing the City Engineer to prepare plans and specifications'
for the_cohstruction of a sewer on I Street, extending,from the Olive
Street sewer to Su.nny, Slope Avenue, and .instructing' the City Clerk to
notify Property owners on I Street, now disposing of sewage from their
premises into septic tanks, that they-Mu;qt.discontinue such practice
And connect to the sever crossitg.I -Stye-et, at Olive Street' adopted by
6 affirmative'voteb, 1 absentee.
The matter of a..sep#c pool. on N. Vlebster Street -was referred
to the Street Committee for investigation.
BiltmorO Conservation Co.:.
City Attorney Cromwell reported that the 'garbage disposal plant
formerly owned 'by'- Edwin Carewe had been sold to theRoyal' Tallow Soap Co
The matter was discussed and laid.on'the-table until the .next .meeting
the Council -in -the meantime*to-coTisiderthe provisions of the present
contract,.
