HomeMy WebLinkAboutResolution 98-110 06/01/1998 Resolution No. 9s-IIO N.C.S. of the City of Petaluma, California t APPROVING TOURS OF THE z LAFFER'I'I' RANCH PARK PROPERTY TO ALLOW 3 PUBLIC VISITS DURING TIIE FORTY-FIVE DAY, OR LONGER, a REVIEW PERIOD FOR THE DRAFT MANAGEMENT PLAN AND s DRAFT ENVIItONMENTAL IMPACT REPORT FOR THE s LAFFERTY RANCH PARK ~ WHEREAS, the City Council ofthe City of Petaluma is considering establishing the Lafferty Ranch s property as a publicpark site; and, v WHEREAS, the City Council has directed the preparation of a Draft Management Plan and to Environmental Impact Report to evaluate the proposed use of the Lafferty Ranch property; and u WHEREAS, the City Council has indicated its desire to allow the public access to the proposed park iz site during the forty-five (45) day, or longer, review period of said Draft Environmental Impact t3 Report, by scheduling a limited number of public tours, to occur on not more than three days (not is necessarily consecutive) to be conducted by trained docents; and, u WHEREAS, the City Council has reviewed the Declaration of Leonard Charles relating to the ~6 proposed access in order to allow members of the public to engage in limited visits to Lafferty Ranch i~ and thereby participate more meaningfully in the public comment portion of the environmental is planning process, attached as Exhibit " 2" to this Resolution. ~9 NOW, THEREFORE, BE IT RESOLVED that the City Council hereby finds that in accordance with 20 Sections 15262, 15300.2(a), and 15306 of the California Environmental Quality Act, the City Council zt has considered environmental factors relating to this activity (i.e., allowing public access to the zz proposed park site as described above) and has determined that the activity will not impact an z3 environmental resource of hazardous or critical concern. There are only limited, small areas of za Lafferty Ranch which contain environmentally sensitive resources: (1) two small pockets of wetlands; zs (2) certain portions of Adobe Creek on the property; (3) potential forage areas for golden eagles zb north of Point 16; and (4) a small pocket of coyote mint plant. These are marked on the site map z~ attached as Exhibit "I" to this Resolution. These potentially sensitive resources cover only small za percentages of the Lafferty Ranch property. Their size and location allow for large areas from which z9 persons may view the site without affecting whatsoever any of the identified resources. Resolution No. 98-11 N.C.S. 1 I 2 NOW, THEREFORE, BE IT FURTHER KESOLVED THA"f, pursua<tt to the above, the 3, City Council hereby agrees with the decision of the Planning Director as to the a preparation of a Notice of Exemption for the conducting of said tours, as indicated on the 5 attached Notice of Exemption, marked Exhibit " 3" to this Resolution. 6 7 NOW, THEREFORE.
