Regular meeting of the Council of'the City of Petaluma called to order by Acting Mayor Van Bebber, ROLt CALL: resent: Councilmen Deiss, McFadden, Riewerts, Schluckebier, Van Bebber, and Woodson. Absent: Mayor Farrell. .413 READING OF THE JOURNAL: The m nu es of the last regular meeting of August 7th and the special meetings of August 16th and.18th were read and approved as recorded.. REPOR TS.OF STANDING COMM The Yinan.ce Committee submitted its report,, whereupon Resolution #4212 C.S. introduced by Councilman Schluckebier, seconded by Councilman Riewerts, directing the Auditor to draw warrants against the various City Funds in payment of clai -ms allowed and approved by the Finance Committee, adopted by '6 affirmative votes, l absentee. Councilman Riewerts reported regarding the matter of placing a sewer down the gutter on S.tanley.Street to take care of storm water Stanley and Baker Streets'. The Committee was granted further time on thi's matter. PETITIONS .AND COMMUNICATIONS_ : pp 'ca i.on from H. . Ascherman for permission to sell soft drinks read and filed, and Resolution #4213 C.S. introduced by Councilman Riewerts -, seconded by Councilman Woodson, granting 'said application, adopted by 6 affirmative votes, 1 absentee. Stopsign - Fair & Western Ave. Petition signed by twenty residents and property owners in the neighborhood of Fair Street and Western Avenue, asking that a stop sign be placed on Fair 'Stre.et where it enters Western Avenue,. and further'that some kind. of signal or button be placed in the middle of Western Avenue at'Fair•,Street requiring drivers to go around said center placement malcing'the' turn, read 'and filed. The matter was discussed and referred ` to the Attorney who was directed to prepare an amendment to the traffic ordinance. to provide__for a stop sign at this location. Request from the American Trust Company for permission`to install a bumper on their building at the corner of Western Avenue and American Alley and filed. The matter was discussed and'on motion by Councilman Woodson, seconded by Councilman Riewerts, said permission­- was granted. So ordered. Communication from Dr. H. L. Lorentzen, stating that he will not• be - responsible for any damage to pedestrians oacuring from the unsafe condition of'the sidewalk, read and filed, and referred to the Superintenden of Streets with instructions to notify_ said property owner .to repair the sidewalk. INTRODUCTTON OF ORDINANCES: Ordinance N3. T59 7.7.introduced by'Counc lman Schluckebl er, seconded by Councilman Woodson, amending,Section 40 of Ordinance No. 239 C.S. by requiring each solicitor for orders for 'books, magazines, periodicals, maps, pictures, picture frames, or for the enlargement of pictures to pay a license fee of $25400 per day, was read, approved by the City Attorney, and ordered published.. r Ordinance No. 407 C.S. introduced by Councilman McFadden, seconded by Councilman Dess, amending Ordinance No. 239 C.S. by imposing a license upon "Closing Out Sales ", was'read, approved by the City Attorney, and ordered „published•. Ordinance No. 408 C.S. introduced by Councilman Riewerts, seconded by Councilman,Woods amending Ordinance No, 239 C.S. by imposing a license fee of $250.00 on itinerant merchants, was read, approved by the City Attorney, and ordered published. 4�4 '. NEW BUSINESS: A committee from the Chamber of Commerce, headed by Ernest H. Nielsen, addressed the Council in support of the above ordinances, stating that the committee had given the matter serious consideration - and felt that the ordinances should be adopted for the protection of the local merchants. Mr. Russell Bjorn of the Municipal Affairs Committee of the Chamber of Commerce, addressed the Couhcil regarding the complaint which,had been received through the Chamber of Commerce from Mr. Tom .Madsen because the Petaluma Fire Department had not responded when his home in Chileno Valley was destroyed by fire•. Mr. Bjorn made it clear that the Chamber of Commerce was not criticizing the action of the Fire Department but only suggesting that the department have some definite ruling or policy regarding the answering of alarms for fires outside the city limits. Acting Mayor Van Bebber; Council - man Schluckebier, Presiddnt of the Fire Board; and Fire Commissioner Newburgh answered Mr. Bjorn, explaining why the department had not gone to the fire and expressing their regret that due to the lack, of.water; the progress of the fire at the time the alarm was sent in; the 's'd6rcitysoffinen in the-station, it, had been deemed unwise to send out the . equipment. Resolution #4214'C.S. introduced by Councilman McFadden, seconded by Councilman Van Bebber, the'City Attorney was instructed to prepare a petition -to the Superior Court for an order directing the County Treasurer to turn over to thi Cit the balance in the Count Treasur to the credi t of the 1 s y y y , former Petaluma Municipal Water District, adopted by 6 affirmative votes, 1 absentee. On motion by Councilman McFadden, seconded by Councilman Deiss, .Chief of Police Peters was delegated to represent the City at the annual Peace Officers Convention at Tahoe, his expenses to be paid by the City of Petaluma. So ordered. City Attorney Cromwell reported that there had been received and filed with the Clerk the certificate from L. H. Nishkian, Engineer, certifying to the completion of the new D Street Bridge, and the approval of the final payment. No action taken. Acting Mayor•Van Bebber reported having conferred with Mr. Isaccs of the Petaluma & Santa Rosa Railroad Company in an attempt to secure aid in the building of a wall on Water Street, and stated that Mr. Isaccs expressed his willingness to co- operate in every possible way with the City of Petaluma and would go over the plans with the City Engineer.
