ROLL CALL: Present: Councilman Dess, Gervasoni, Jones, McNear, Penry, Woodson, and Mayor McFadden. READ OF THE JOURNAL: The minutes of the last regular meeting of - Marsh 19th and the Special 'Meeting of March 26th were read and"a.pproved as recorded. REPORTS OF OFFICERS; The Clerk reported the filing of Affidavits of Publication of Notices to' Bidders re- Sprinkler System for Hill Plaza; automobile for Police Department; and materials for bulkhead. The monthly reports of the Auditor, Treasurer, Wharfinger, Police Judge, and Poundman,, were .read and filed. REPORTS OF STANDING COMMITTEES: _The"inance Committee submitted its report, whereupon Resolution #4273 C.S.. introduced by Councilman Woodson,, seconded by Councilman Gervasoni, directing the Clerk to draw warrants (Nos. 1925 to 2042 inc.) against the vari'ou's City Funds in ,payment of claims al'`lowed and app_ roved by the Finance Committee, adopted by '7 affirmative votes. PETITIONS,AND COMMUNICATIO Petitions for electionn of Treeho.lders: Petitions;askng. the Council to call an election for the selection of a Board of 15 Freeholders to. draft- a new charter for the City of Petaluma, said petitions containing 783 signatures, were presented by Mr. Leo Bourke, Chairman of a Citizens Committee of 17. Mr. Bourke reviewed the proceedings of the committee and the law governing_the number of si,na•:tures necessary to call such an election. The petitions' were fil=ed., together with a certificate from the County Clerk which stated that there were 3 votes cast at the last general election in the City of Pei; aluma. Application of Odd Willy for the position of Special Officer read and filed. Application of Iv2i Amelia Jimski and Mrs. Anna M. Popp for permission to sell soft drinks at 311 Oak Street, read and filed, and Res olut -:on -x.4274 C.S. introduced by Councilman Jones, seconded.. by Councilman Woodson, granting said application, adopted, by 7 affirmative votes. Communication fiom Pe Post No. 1929, Veterans of Foreign Wars, calling attention., to 'Youth Week; April 29Th to May 5th, was read and filed. Petition for decorative light brackets: Petition containing 90 signatures asking that.the street lighting on Third Street between Main Street and. the City Limits be improved by installing 400 C. P. Decorative Brackets similar to those now in •us.e- on the north end of Main Street, was read, filed, and referred to the Light Committee Letter from the Petaluma Garden_Club, complaining of numerous dogs . roaming the streets and destroying gardens, read and filed, e the matter to be taken up by the Poundman. Application by Mr. Frank H. Phillips for the position of Police Judge should a vacancy occur in said office, read and filed. Application from Frank E'. Mardis for the position of Police Judge in the event of a vacancy in said office, which .application was accompanied by petitions, c.orta:ining '525 signatures, read and filed. Nishkian and Charles G. Hyde to prepare and submit a:report upon • - sewage disposal system suitable.. to the needs _ of the city;' authorizing • contract between the City and said L. H. Nirshkian and Charles G. Hyde,, containing. the provisions of the agreement and understanding referred to in said Resolution 4211 C.S., and appropriating the. sum of One Thousand Dollars ($1000.00) to pay said L. H. Nishkian and Charles G. Hyde for services rendered in preparing said report and, for future services according to the provisions of said contract, was read, approved.by the City Attorne:y,.and ordered posted. Bids for sprinkler system: This being the time set for opening bids for the furnishing ,of materials for a sprinkler system for -Hil;l Plaza, the Clerk reported having received bids•from Funk J. Hoirup, Ray Kynoch, M. P. Crinella Co. Crane Co.,, Scott Machinery Company, Re Hardware Company, Hagner Hardware Co., Grinnell Company, Schluckebi.er Hardware Co., and Herman Lawson Co... which bids were also taken under advisement. Opinion re appropriations for the Music Commission: Written•opinon from the City Attorney regarding appropriations for the Music .Commission was read by the Attorney and faked,; Denying petitions, etc. for cancellation of Garbage Collecto'r's Contract: Resolution ##427`5 C.S. introduced, by Councilman McNear, seconded by Councilman Gervasoni; denying the petitions and affidavits filed with the City `Council by Fred S. Howell, Esq., on behalf of. Percy V. Fuller and Jack Bone and other gersons,requesting the City Council to cancel the contract between.the City of Petaluma and A. Figoni,as Garbage Collector., and: directing the Clerk to send copies. of said re,soluti n to Fred S. Howell, Esq., attorney for petitioners, and to Messrs. Lounibos,. Schwobeda. and McGoldrick, attorneys for A Collector, adopted by 7 affirmative votes. J. Grounds Committee was granted further time in which to. report on the Town Clock. City Property to be appraised: Resolution x#4276 0. S;. introduced by Councilman Mc Near, seconded by Councilman Gervasoni, authoriz- ing.tle Finance Committee to employ and engage a qualified appraiser to appraise the buildings of the City for insurance purposes, the.cost of such Appraisement: not to exceed the sum of $130.00, adopted by 1 affirmative votes. 51 Reducing salary of Traffic Officer Drake: Resolution #4277 C.S. introduced by Councilman Woodson,, seconded'by Councilman Penry, reducing_ the salary of Traffic Officer Floyd G. 'Drake to the sum of $160.00 per imon'th comimencing and effective on and after April 16th, 1934, adopted by 7 votes. The Public Works Committee was granted further time in which to report on the construction of the bulkhead just north of the Washington Street Bridge.
