Regular meeting of the Council of the City of Petaluma called to order by
Mayor McFadden.
ROIL CALL:
Pbesent Councilmen Deiss, Gervasoni, Jones, McNear,'Penry, Woodson, and
Mayor 'McFadden.
READING OF THE JOURNAL:
The minutes of the last regular meeting of May 7th were read and approved as
recorded.
REPORTS OF STANDING COMNIIT,TEES,:
The Finance Committee submitted its report „whereupon
Resolution #4289 C,S,
introduced by Councilman Woodson, seconded by'C'ouncilman Mc ear, directing the Auditor
to draw warrants (Mos. 2 -393 to 2515 inclusive) against the various City Funds in.payment
of claims allowed and approved - the Finance Committee, adopted by 7 affirmative votes„
Corid'itfon of Hopper St. above Washington Street.
The'City Attorney reported on behalf of the S treet Committee .regarding the
condition of -Hopper Street, above Washington Street., stating that he had personally
viewed the street and found that t_he rails of the Northwestern Pacific R. R. Co, are
above the ground to a.cons'iderable height; that he had thereupon written to Mr.
Maggar-d asking-that the condition be remedied as quickly as possible, and that Mr.
Maggard had the.matter to the Superintendent of this Division.,
f.Mr. Badger also addressed the Council on the subject, pointing out that the:
present .cohditi.on 'is very. dangerous. The matter was left to the Street Committee and
-City Attorney.

Power bills m D St. Bridge:
Councilman McNear submitted a written report regarding the power bills for the
operatioii of the D Street Bridge recommending that the present poorer contract be
changed °fr6m: Schedule 'P -1 to .Schedule P -2 with the-benefit of Ciause P -1 -c, estimating
that this change would result in a decrease of cost for heating and power of more that
$100.00 per year, whereupon

intro by Councilman Jones, seconded by Councilman Woodson, accepting said report
and directing the City Clerk to follow recommendations contained in said report,
adopted by affirmative votes.
PETITIONS AND COMMD N:ICATion:
Application from Nick Buzolich for permission to sell soft drinks at 134
Kentucky Street, read and filed, and
Resolution #4290 C.S.
introduced by Councilman Gervasoni, seconded by Councilman Deiss, granting said
appli:cati6n,--ad'opted-by•7 aff rma:tive'votes.
Communication from the War- Department postponing the public hearing on the
Petaluma Creek project until May 29th, read and filed.
Town Gluck Tower:
Communication from the Masonic Ha11 Association regarding, the town clock
tower, read and filed and the entire matter re- referred to the City Attorney.
NEW BUSINESS2
Proposed ordinance for licensing radio dealers
Mr. Jack Flottman addressed the Council, asking consideration in the matter
of adopting an ordinance for -the purpose of 'licensing radio dealers, explaining
that the revenue from said Lli cense would be used for the employment of an expert
to'locate and eliminate radio interferance. He presented a copy of an ordinance
containing the desired provisions which was referred to the City Attorney and the
Board of Public Works for investigation and report back.
Itinerate Merchants:
Mayor McFadden reported the recent establishment of two new businesses
in Petaluma whose proprietors had not complied with the Itinerate Merchant's Ordinance,
claiming exemptions from, it. Councilmen. Woodson was requestAd to. discuss the matter-
with the Directors of the Chamber of Commerce with a view toward revising the ordinance
to cover all cases.
Engaging Special Services of League of California Municipalitiess
Resolution #4292 C.S.
introduced by Councilman Woodson, seconded by Councilman Jones, authorizing
e
the payment of '$60:'00 to th League of California Municipalities as compensation
for its services in . special municipal problems, adopted. by 7 affirmative votes.
The City Attorney submitted a written report of a meeting `of City
Attorneys. regarding the inventory and appraisement of the gas 'properties
Of the Pacific Gas & Electric Company, which report was filed and in
deta °il?.by the City Attorney. No action taken..
UNFINISHED BUSINESS
Resolution 4294 C
introduced by Councilman Deiss,, seconded by Councilman Jones requiring that the
Superintendent of Streets' supervise the maintenance and'op.eration of the bridges•
in this City, and to,supe•rvise =all employees now or hereafter to be employed in
the maintenance or operation of -said bridges.
Shell Bin on Levee Streets .
The request of E. Paulson for permission to erect a shell bin an
Levee Street.was discussed and referred to the City Attorney;
Linda Vista. Sidewalk grade:
The City Engineer reported having prepared tentative grades•. for
sidewalks in Linda Vista Faark. The :City Attorney was requested to prepare the
necessary ordinances establishing said grades if, after investigation, he
decided that said step was proper..
Licensing outside trucks:
The City Attorney was 'given further time for preparation of an
ordinance licensing trucks.
Grouti'g,machine for ra sing`D St. Bridge approach:
`The Clerk was directed to write to Colonel Skeggs to ask for the use
of the grouting machine owned by the Division of Highways of the State.

Mayor McFadden appointed a committee consisting of Councilmen Deis -
Penry, and Gervasor_i, to investigate the. necessity of an ordinance prohibiting
dancing after' one o1clock in business hou_ses._
City Attorney Brooks reported" that he had had no reply from his offer
of settlement in the Grace Studdert claim.
A .complaint of the dusty condition of Cherry . Street was r.epo:rted.
No action taken.
The possibility of constructing a, concrete wall along the r3:ver at the
foot of Western Avenue was discussed without action.
Canvass of Election Returns:
This bung time set by law for canvassing the election returns
for the Spec:aT Municipal 'Election, held'on May 15th, 1934, the Council
proceeded to canvass the same,. with the following.. results-.

WHEREAS,, the Council of said'City of Petaluma met in. the Council Chambers in the
City Hall of said city on Monday, the twenty -first day of May., - 1934 said date
being not later than seven (7) days after the date of said election, and said place
being the usual place of meeting, and proceeded to canvass the returns of said
election,and to find the, number of votes cast., the 'names of the persons voted for ,
the number of votes cast for each person, and other matters required bylaw, to be
as hereinafter stated;
NOVff, THEREFORE, BE IT RESOLVED AS FOLLOWS: That said Special Municipal. Election
was held in the City of Petaluma onrTuesday, the 15th day of May 1934; in time,,
form and manner as, required by law;
That consolidated voting precincts were established for the purpose of holding
said election in the manner provided by law;
That the whole number of votes cast in said election.wai 1526.
That the names of, the persons voted: for, the offices for which they were ,vot6rd',
together with the whole number of votes which, they received in said election are
as follows:

BE IT FURTHER RESOLVED, and the Council hdr.eby finds upon the canvass of'the
returns of said election that STUART Z PEOPLES, NELSON B. INGERSON;, CHRISTOPHER
B. JESSE N, HERMAN JOHN PETERS, CLAIR CARPENTER, CHARLES A. PENDLETON, LEVI JOSEPH
SNOW,. CHARLES L. MINETTI, JESS E. DABNER, ERIC A. NISSON, MORITZ H., PRIEDRICHS!,.HENRY
ALLAN WAR120TH, .VMRICO F. TOMASINI, FRANK E. MARDIS, and MAGNUS VONSEN' were elected
members of the Board of Freeholders to frame anew city charter for the City of
Petaluma, 'according to the provisions of Article II,; 'Section 8 of the Constitution
of the State • of California..
This resolution has been adopted and, this canvass of the returns of said election
made under the power and authority conferred upon this Council by the laws,of the
State of California and the charter of said city.
ADJOURNMENT:
There being nor further business on motion regularly made and' carried the 'meeting
adjourned .
