Present: Councilmen- Deiss., Gervasoni, Jones, McNear, Penry, Woodson and Mayor McFadden., READING OF THE JOURNAL: The minutes of t)je last regular meeting of June 4th and the Special Meeting of June 11th.. were read and approved as recorded. RE OF. STANDING COMMITTEES: -- The Finance Committee submitted report, whereupon Resolution #4928 C.S. int;roduc'ed by Councilman . 'Woodson, seconded 'by Co.unclman `T.icN.ear, directing the Auditor to draw warrants (Nos;. 2,63.8 to 272.8 inclusive) against the various City Funds in payment of claims allowed and approved by the Finance Committee, adopted by 1 affirmative votes. PETITIONS AND COMMUNICATIONS: e - removal of tom clock & tower: Received, from .Secretary W. T. Spridgen, of the Masonic Hall Association, attested copy of a'resolution requesting the City Council to remove the Town Clock and Tower from the Masbn c Building and to repair the damage caused to th,e building by the condition that the tower has been in for several years.past. The resolution also expressed regret• that the Masonic Hall Association is unable to assume. the burden of the repair and maintenance of the clock and tower. The City Engineer was directed to prepare and present plans and specifications . at -the next meeting., for the clock and tower removal and for restoration of the . bui-lding . Re -- members, for. 'Planning. Commission: Received communication from Secretary Young of the: Chamber of Commerce t*o the, effect that Nat Thompson, ,I. B., Raymond, and Dr. Mark L.. Lewis-, had agreed to serve as members of the ,City Planning Commission, filed for later action = Communication from Vermond Knauss, o ffering to donate; to the City a pi -pe organ valued at $25,000.. on the condition that the City engage him as organist fora short term ,of. years, •read ,and filed. Letter from Mrs. .Elizabeth Gallagher and family, expressing-. their.-thanks for the floral offering and. all kindness .shown to the late Judge John , P.. Gallagher, read and filed, City Attorney Karl Brooks reported at. l.ength relative to the use. of :funds for band ;concerts, advising that no further action be taken in the matter. v �. City Attorney Karl Brooks also reported regarding bills of 4 certain Petaluma firms, rejected owing to the connection of the members of. with the Board. of Education and presenting an argument to-the opinion as filed in the matter by the; District Attorney, advising, that no, further - acti,on be taken in the matter, read and filed. ADOPTION OF . Ordinance Nro. 419 C..S'. introduced by Councilman Gervasoni, seconded by Councilman McNear, establishing the grade of Hill Boulevard from the `westerly line of Hayes Avenue to the westerly line of Orchard Line; the grade of Belle Vie'ra. Avenue. -from the. weste -r,ly line of Orchard Lane to the .westerly line. of" Hayes Avenue; the grade, of Orchard. Lane., from the southerly 'line of Hill .Boulevard to the :northerly line of Belle`Vew Avenue; the- grade of Hayes Avenue from the southerly line of Belle View Avenue to the northerly lime o f Hill Boulevard," to provide fo the.. change. of grade of -Belle View Avenue from the westerly line of Hayes Avenue to the; westerly line of Orch:}ard Lane, came up regularly and was adopted by 7 affirmative votes, <„ NEW. BUSINESS:: Resolution No. 4299 C.S., introduced by Councilman Deiss, seconded by Counc 1manKMcNear, authoriz'in�g Phyllis Roberts', Deputy City Clerk and Auditor, to sign a 11 warrants and, transact all business of the City Clerk and. Auditor's office while the clerk , is on her vacation, adopted, by 7 affirmative votes. Bids for official advertising: Resolution #4300 G.S. introduced. by Councilman Gervasoni,, seconded by Councilman Deiss, directing the Clerk to advertise fo bids for the offi=cial ?`adver - icing -for the fiscal year 'beginning July lst, 1934., adopted by 7 affirmative votes. Resolution #4301 C.S. introduced by Councilman Deiss, seconded by Councilman Gervazoni, conrfi,rming, adopting, and ratifying the- acceptance by the Mayor,, on . behalf of the City, of the plan. submitted to certain cities by the Board of Supervisors whereby, such cities agree to b.ear•50% of 40% of the cost o.f labor used or to b'e used in projects •within the city. submitted, 'by the city and approved by the Couhty Emergency Relief Department., adopted by 7 affirmative votes. Bulkhead Western Avenue: The proposed bulkhead or retaining wall necessary along the River at'the' foot of Western. Avenue was discussed and it was reported that'the electric road will pay half the cost thereof. and'the S.E.'R.A. will probably defray its usual pro rata if thee. matter is made a, pro je.ct of th S.E'.•R.A. Referred to the 'Board of Public Works for investigation and report back. Referred to the City .Attorney and Engineer the matter of interg_;iewinng property owners to�s.ecure deeds for the 'extension of Sixth Street from its present terminal to Part. View ,Avenue, with the object of doing; the work under a SERA project. A com_mittee.-.c.o,nsisting of Councilmen Jones', Woods and Ge`rvaso:ni, was-•appointed to confer with the Chief of Police and devise plans , to •arrang,e. to have an officer constantly on duty at the city prison, in accordance with the State Law. The matter of the .'legality of the residence of the Police Jud,,go: was discussed at length, - no action taken: The matt of the daily hours of the :police judge at' his office was discussed and the matter referred to the Mayor for adjustment with the police judge. The Light Committee two new lights installed on Washington. Street . UNFI-NISHED BUS;I -NESS The ra io .li.cense, ordinance was laid on the table until the next meeting. Levee St. shell bin.: Attorney .Brooks reported that the necessary papers for the permit for the proposed shell bin to betlocated on Levee Street will be ready for the next , meeting. , The City Attorney stated that he wi,shed.to take no action at present in enforcing the itinerant mer�hantts.-ordinance, in order to determine its validt.y,, The 'Council" auftho.rized the City Attorney to study all of the ordinances in this connection withthe ob j:ect of revising all of such ordinances by the adoption of one ,ordinance, covering all phases of the present ordinances. The Merla claim for rebate under the Itinerant Morchart"s Ordinance was discussed but no action 'taken. The City Engineer; reported that Mr; E. S. Pinto, East Court Street:, had complied with the orders of the Board of Health and had properly' connected with the server,.
