directing the Auditor to draw wa-rrants (Nos. .371 to 451 inclusive)
against the various City " f Funds in payment o claims allowed and approved
by the Finance Committee, adopted by 6 affirmative votes, 1 absentee.

qnnual meeting, read and filed.
NEW BUSINESS:
_VThii Merchants Gommi of - the Chamber of Commerce., headed by
Mt. H. McAs,kill,, addressed thb Council;,, presenting an ordinance
pertaining to peddling, which they asked be adopted by the City Council,,.
The, matter was discuated and referred to the City Attorney: who was,
requested to bring in the proper ordinance at the next meeting.
A discussion Was had regarding the 36th Annual Convention of the
League of California Muni cipaliti es,,, five of the city officials expressing
their Intenti of attending and three exprds unaertainity as to
whether or -not they could go%.
Grandview Avenue: culvert :.-
Mr, 'Morris Fredricks addressed the Council asking that a culvert be
placed acros=s Grandview°Avenu6 near Mrt. View Avenue. The matter wa
:referred to the Street C Superintendent,, and City
Engineer for investigation.. - Thee suggestion that the work. b e done as an

that , although.- the War Department had ' found' that the modification
of the Petaluma River Prol,pet. was not noce#sary, that - $40.000 , .00
had been All.6t.ed to the Petaluma River under the existing project,

RO Z removal Clock:
City Attorney-Brooks read an. opinion concerning the bid filed
by Robert Smith on ' August 6th offering, to - -remove the Town *Clock and
,Tower-., pursuant to specifications. :approved by Ordinance. !To. 421 C.S.
Attorney, Brooks advised that because of Mr. Smith's. violaetIon of the
Contractors' License Law•, that the contract covering the 'removal of
the Town Clock and' Tower should be awarded
to the PPrson filing the
bid which was next lowest to that filed by Mr. Smith,, or that all
of the: bids should be rejected, and the matter again submitted for
bids.
The aforementioned, opinion of ,the City Attorney- was: f iled and,
the matter dlscussed.' Councilman Penr state.d..th in a convey-
sat-Ion. With the Secretary - of ';theI.'MasonIc Hall Ass the
S. ecretary mentioned the possibility of- the 'Masoni,c Hall As�so . ciatibn
taking, over the Town Clock and-that therefore it might, not be
necessary to proceed with. the removal Of' it. It was, the consensus
of opinign, that this possibility be investigated., whereupon

authorizing the committee to confer, consult and negotiate with the
officers of the Masonic Hall Association of this city for the purpose

Approval of Loan and Grant Agreement between the City,of
Petaluma and the United States of America:
The 'City Attorney read the Loan and Grant Agreement between the
City of Petaluma and the United. States of America, whereupon,

Penry, entitled "A resolution approving a loan and grant agreement
between the City of Petaluma,, County of Sonoima, State of California,
and the United: States of America, and authorizing,its execution,,!'
was adopted:
BE IT RESOLVED BY THE CITY COUNCIL:
Section 1., That the Loan and Grant Agreement between the City
of Petaluma, County of Sonoma,, State of - California,., and the United
States of America under and subject to the terms of'-which the United.
.States, will by loan and* grant not exceeding 'in the aggregate the
sumof $395, aid said 'City of Petaluma in acquiring, 'construct-
ing and c 4 sewer and sewage disposal system, including-
pipes,, disposal - plant; pumps-,- "pumping plant, machinery, equipment,
land., easements and other works property and applialicesi necessary
or convenient-to make - a complete sewer and sewage d1sposal system

reference to the designation, date, denominations, medium of payment,
places of payment, and registration or.conversion Privileges of the bonds
to be Issuedthereunder in order to comply with the requirements of law
and of the proceedings taken for the Asjsuance of Said bonds, and to
execute in the same manner as said Loan and Grant Agreement any further
instruments that may be found desirable - in.connection'with such modifica-
tions or changes;

and directed to forthwith send t said Federal Emergency Administratibn

time. -
Re - - appointment of Engineer:.
MayorMcFaad6n brought up the question of appointing an Engine'er'
to. prepare plans and specifications for the proposed sewage disp . osal
system,,, and asked that a :Motion be nade to appoint an engineer. A
discussion ;followed., Councilman Penry pro,ppsi.ng. that the. matter be laid
over until after the result of.the bond election Is 'known. Councilman
Deiss ' aereeing--wit Mayor that an appointment should be made at this
time, moved 'that" an engineer be appointed,. Which . motion was lost for want
of a second.
It was then moved by Councilman Penry seconded by Councilman
Gervas,oni..., that. the Goukoil. do not 'appoint an engineer, and the roll was
