Absent: Couricilmdn McNear. READING OF THE JOURNAL;� The 'minutes of the last regular meeting of September 4th were read and approved as recorded. REPORTS OF STANDING COMMITTEES,: Th F nance bmmitte — submitted its report, whereupon Resolution #4325 C.S. introduced by Councilman Woodson, seconded by lGounci-iman Gervasoni, di the Auditor to draw warrants (Nos. 640 to 734 inclusive) against the various City,Funds in payment of claims allowed and approved by the Finance Committee adopted by 6 affirmative votes 1 absentee. PETITIONS AND COMMUNICATIONS: Appi-Ication of .George: R., Winn for - the position of bridge tender, read and filed. Report from the Building Inspector suggesting the reinforcement of 'certain trusses and braces of the grandstand and bleachers at McNear Park., read and filed and referred to the Board of Park Commission. Petiti,on containing 583 signatures,, submitting to the Council of the City of Petaluma., a propose_ d ordinance entitled: "An , ordinance detlermiriing that pub intere,st or necessity demands the 6cquIsIti construction and completion of a sewage disposal system in the City of Petaluma, appointing' an engineer in charge of said project, and fixing the compensation of 'said engineer was read and filed, and Petition containing 606 signatures, submitting to the Counci of the City of Petaluma a proposed ordinance entitled: "An ordinance detl9ring it necessary for the City of Petaluma to incur a bonded indebtednes and calling and providing f or a special election to be held iii .the City of Petaluma for :the ,purpose of submitting the proposition of. issuing such bonds to the. electors" was read and filed.. The above mentioned were discussed:, Councilman Woodson strong -9 objecting to them, stating that the petit ioners Were as that system be con ' structed which had not been pr-oven; that I there is no chemical treatment plant in operatioh at the present time in the State of California to the knowledge of the Board of Public Works; that the cost of treatment for this particular system, namely the chemical treatment,, was greater than that of other treatments; that the charge of 7% for engineering services is excessive in comparison with h fees charged by other engineers; and that the amount which the petitioners are asking to be raised by bond issue he c excessive for the reason that the Board of Public Works in with the, engineers up the preliminary report I stated that if a chemical treatment plant was to be used that it would only be necessary to issue bonds in the amount of '$175,000. or not to exceed $180,,000. Coun cilman Penry also expre,s'sed his disapproval of the petitions. Mr. Vogmasen, Mr. Jes:sen and Mr. Warmouth spoke in support of the proposed propositions. The petitions were referred to the City . Attorney and to the City Clerk for verifications of signatures. ADQPTION OF ORDINANCES: Ordinance No. 423 introduced by Councilman Dei.ss, seconded by Councilman Jones, determining that the public welfare requires , that this city be represented by the Mayor City Clerk, City Attorney and members of the , Council a:t the convention of the ,League. of California Municipalities at Pasadena,,, California, September, 490 24 to September 27',' 193'4; providing for the4ppointment of such officials as del6g4te..s of this City at said.ConVentior, and providing that 'their traveling expenses and expenses of attending said Convention be paid out of the City 'Treasur Y,, came up regularly, and was adopted 6 affirmati,ve votes., I absentee. 'NEW "BUSINESS - :96but Executive Wm. Lihdsay and Professor. `Hewitt addressed the Council giving a very Interesting talk on the;manner of 'handling' traffic by the school patrol.. `UN Town - Cl'0ck,'f City Attorney Broo ks read, the draft of an agreement which had been approved by'the Masonic Hall Ass regarding the removal of the town clock, which agreement was discussed at length by the members of the Council., the 'City Attorney, and Mr. Arthur Owen,. representative of the Masonic Hall Asz. Inasmuch as certain sections in. the agreement did not meet with the unanimous approval of the Council the matter was re-rof6rred 'to, the ,C.ity. Attorney and Masonic Hall Ass Councilman Jon made a brief report on the National Housing Act,, stating that, the subject, should 'be given every support by 'the City buts that "Ile felt the -matter of executing it was one for the Chamber of Commerce rather, than.the City Council. Progress was reported in 'the matter of the 6th Street Extension.
