October 1, 1934.
Regular meeting of the "Council of the City of .Petaluma called to
order by Mayor McFadden.
ROLL CALL:
Present: Councilman Deiss, Gervasoni, Jones, McNear, Penry,
Woodson, and Mayor McFadden.
READING OF THE JOURNAL:
The minutes of the last regular meeting of September 17th and
the special'meeting of September 21st were read and approved as
recorded.
REPORTS OF' OFFICERS:
The monthly reports of the Poundman, Wharfinger Police: Judge,
Auditor, and Treasurer, were read and filed.
The Clerk's. report of the examination of the signatures attached
to the initiative petitions filed on September 17th, was read and filed.
REPORT OF STANDING C OMM ITTE ES:
— The Finance Committee submitted its report., whereupon
Resolution #4326 C.S.
introduced!.by Councilman Woodson, seconded by Councilman McNear,
directing the Auditor. to draw warrants (Nos. 735 to 860 inclusive)
against the various city funds in payment of claims allowed and
approved by the Finance Committee, adopted by 7 affirmative - votes.
PETITIONS AND'COM MUNICATIONS:
Communication from Edw. K. Hussey Engineering Corporation
regarding the construction of a sewage disposal plant in Petaluma,
was read, filed, and referred to the Board of Public Works.
ADOPTION OF ORDINANCES:
Orainance o. C.S. introduced by Councilman Jones, seconded
by Councilman Penry; providing - for the payment by the City of a sum
not to exceed seven hundred dollars toward the cost of repairing and
remodeling the clock and tower situated on the top of the northeast
corner of the Masonic Hall Association Building in this city; approv-
ing of a written contract with the Masonic Hall Association concerning
the said work'of repairing the clock and tower; as ownership
of said clock and agreeing to operate and maintain said clock; and
repealing Ordinance No. 421 C.S. came up regularly and was adopted by
7 affirmative votes.
NEW BUSINESS:
Mayor McFadden reminded the Council of the community benefit
on October 10th for the Boy Scouts and Camp Fire Girls and urged the
co- operation of the entire official family toward making the benefit
a success.
Re: Need of new fire station:
Councilman Woodson, Chairman of the Board of Fire Commissioners,
addressed the Council on the subject of a new fire station, pointing
out the danger to the apparatus in the event of an earthquake as
said apparatus is now housed. The matter was referred to the Board
of Fire Commissioners and the City Attorney to devise ways and means
of constructing a new station.
Initiative petitions for sewage disposal plant:
The City Attorney submitted a written opinion regarding the
validity of the initiative petitions filed on September 17, which
opinion advised that the petitions should be disregarded insofar
as they purported to constitute initiative measures under Article
15 of our Charter. The opinion was read and filed and a discussion
of the matter between the City Attorney, members of the City Council,
and the proponents of the proposition, followed.
The proponents.pointed out that the Council had had an express-
ion of the will of the people both by reason of the large vote the
proposition received at the election of August 28th and by the
petitions filed on September 17th, and they asked that the Council
carry out the wiles of the people.
Members of the Council stated that they were willing to re-
submit the proposition of constructing a sewage disposal plant but
felt that they should have the authority of appointing the engineer,
fixing his compensation,'selectng the type of system, etc.

Chief Peters to represent the City of Petaluma at the Convention of Peace
Officers Association at Pasadena, October 3 , to 6, adopted by 7 affirmative
votes

introduced by Councilman Deiss, seconded: by Councilman Mc Near, adjourning
the present meeting' to the 5th day of October, 1.934, at the hour of 9:30
A.M. of said date at the Council Chambers in the City Hall, adopted by 7
affirmative votes.
Mr. C. B. Jensen of the Board of Freeholders formally notified the
Gouncil that the freeholders were then holding their final meeting to
complete the new charter and asked that the Council adjourn its meeting
until Friday in order to-receive the new charter, whereupon
