ROLL CALL: Present: Councilmen Deiss, Gervasoni, Jones, MbUear, Penry, Woodson and Mayor McFadden. READING OF THE _JOURNAL: The minutes of the last regular meeting of October 15th were read and approved asrecorded. RE PORTS OF OFFICERS': The monthly reports of the Auditor, Treasurer, Police Judge, Wharfinger, Poundman, and Garbage Inspector, were read and filed. REPORTS OF STANDING COM MITTEES: The Finance Committee-submitted its report, whereupon Resolution #4333 C.S. introduced by Councilman Woodson, seconded by Councilman Gervasoni, direct- ing the Auditor to draw warrants (Nos. 941 to 1080 inclusive) against the Various city funds in pa -yment of claims and approved by the Finance Committee, adopted by 7 affirmative votes. PETITIONS AND COM MUNICA TIO NS: Letter from Herman Sons Lodge thanking the Council for the use of Kenilworth Park on September 30th, read and filed. Sixth Street Extension matter: Communication from the Petaluma Chamber of Commerce, suggesting the extension of Sixth Street as a project for the unemployed, read and file In this connection the Mayor reported that the City Attorney is investigat- ing the matter of bringing condemnation proceedings against Mrs. Goodman for the purpose of acquiring the strip of land for the extension of Sixth Street through to Mt. View Avenue, and that the City Attorney will report the - result of his investigation to the Council at an early date. Board of Freeholders - re new charter: Communication was received and filed from the Board of Freeholders reporting the filing by them of the new_ charter and suggesting that .after the acceptance of the charter at the election on the 15th of January.and the approval of the State Legislature, that at least 1000 copies be printed in pamphlet form. Letter from the City of Pasadena.regarding the forming of a new league be known as the California League of Park and Forestry Executives, read and filed. NEW BUSINE The City Clerk reported the filing on November 3rd, 1934 of the new charter by the of Freeholders, whereupon Resolution #4334 C.S,. introduced. by Counc'i;Iman Woodson, seconded by Councilman Penryli directing the City Clerk to cause said charter to be published once in the Petaluma. Ar, gus- Courier, the official newspaper of the City of Petaluma, which said publication shall be made not less than sixty days prior to Tuesday, the 15th day of January, 1935,,adopted by 7 affirmative votes. - Transfer of funds: - Resolution #4335 C.S. introduced by Councilman Woodson, seconded by Councilman McNear, directing the Auditor and.Treasurer to transfer the sum of $183.75 from the General I Fund to the Park Fund in-payment of 105 tier of wood, adopted by 7 affirm- ative votes. Salary increase H. Br.adberry:..f Resolution #4336 C.S. introduced by Councilman Woodson, seconded by Councilman Gervasoni, directing that the salary of H. Bradberry Special Officer of the City of Petaluma be increased from the sum of J140..00 per month to the sum of X150...00 per month, commencing November. lst, 1934, adopted by 7 affirmative votes. :" Installation'of culvert on Fair Street: The City Engineer gave, an estimate of about 090.00 for the purchase of a culvert which is needed to dispose of a storm water overflow at the intersection of Fair and Bassett .Streets,, whereupon Resolution x#4337 C.S. introduced by Councilman Jones, seconded by Councilman P`enry, auth- orizing the Street Department and City Engineer to pro.ceed.with the work,of installing a corrugated iron culvert at the intersection of Fair and Bassett Streets, adopted-by 7 affirmative votes. Sale of Traffic Dept.. motorcycle': Mayor McFadden - reported the adviseability of disposing. of the motorcycle formerly used by the Traffic Department, stating that it would be necessary to conduct an auction:rsale in order to sell c ity property. The City Attorney and City Clerk were directed to take the necessary steps to provide for such s -ale. Donation for American Legion: Clarence A.. Miller on behalf of the Petaluma Post No. 28, American Legion, addressed the Council. asking for an appropriation in excess of $50,.00 to the American Legion for -its tArmistice Day celebration, Inasmuch as the Celebration. and Entertainment Fund of $300.00 will not permit a larger. contribution than 9 $50..00, after appropriations are made to other organizations, the Mayor and members of the Council expressed their regret at not being able to comply with the request from the American Legion,, however Resolution x#4336 C.S. introduced by Councilman McNear, seconded by Councilman Deis .'s, direct- ing the Auditor to, draw .a warrant against the General. Fund in the sun of $ 60.00 in favor of Petaluma Post X28, American Legion, to help defray its expenses for the' Armistice Day Celebration,. adopted by 7 affirmative votes. Synopsis for new charter:. Mr. C. B. Jessen, Secretary of the Board of Freeholders, suggested.that it might be helpful to the public if a s,ynopsi.s be prepared 'for the new charter: Mr. J. A. Olmsted,, Publisher 'of the Argus Courier was present and stated that they would.pub'lish.such. a synopsis without charge. I`t was the consensus of opinion that Mr. Jessen's suggestion be followed out. Gravel for Linda Vista Subdiyisi.on: Mr. Duncan and Mr. - Green, residents of Linda Vista Subdivision spoke about the dangerous . condition of their streets. They said that this was the result of' the grading, of said streets under the C .W.A.work last year, the gravel dwh1ch. they had, provided for said .streets having been removed in the progress of grading and had never, been replaced. As a consequence the roadbeds are very dangerous in wet weather; They asked that the city replace 'the gravel which it:had removed. The matter was discussed and referred to the Street Committee and Superint.enden.t of Str for :an , immediate conference with the City Attorne,y:and if there is no legal objection to granting the request that the work be started Immadiatbly. The Superintendent of Streets estimated the cost of. the gravel to be .about 080.00. The request of -John Peters for b;ett;er ,street lighting on Keokuk Street was referred to the Light- Committee, Councilman Woodson brought up the matter of Petalumats share of the gasoline tax money and the need of decidin on a definite= project for the use of the money or f'or requesting the Highway Division to accumulate the funds, The City Engineer reported .having made a preliminary estimate; of. the cost of improving.Third Street, between C and 'D Streets, with 5" concrete, quoting a figure of $4090..00 for the improvement. The setting back of the curbs on Main Street, especially between the blocks of Washington and. Western Avenue. was also discussed. The City Engineer was directed to consult with the Highway Division for adviee. as to which of the above mentioned ,projects the Division would consider the more.desire- able. Delegates to the recent Convention of the League of California -- Municipalities gave reports on the Convention. Chief Peters also reported on the Convention of Peace Officers which he� recently attend- ad. Councilman Woodson, stated that he believed plan's and specifications should be prepared witty. the view to having a bond"Isaue voted on at the next general municipal election. ITayor McFadden reported on- the recent meeting of the North Bay League in Petaluma, thanking the CouncIl and officials for their assistance and especially complimenting4Coun6ilman Woodson for his work in arranging for the excellent repast.
