RECOMMENDATION
It is recommended that the City Council adopt a Resolution Approving a Non -Substantive
Amendment to the City of Petaluma General Plan 2025,
BACKGROUND
The Petaluma City Council, through Resolution 2008-084 N.C.S, adopted the City of Petaluma:
General Plan 2025 on May 19, 2008 and the General Plan took effect on June 18, 2008. General
Plan 2025 is a comprehensive and integrated statement of development policies and principles that
guide future growth and development within Petaluma. The General Plan defines the public
interest and reflects a community's vision and character by establishing goals, objectives and
policies for properties within the City. The General Plan includes several figure and table exhibits,
as well as policy and supportive text that illustrate policies or convey useful data to assist with
General Plan comprehension and implementation. Since its adoption in 2008, General Plan
policies have been implemented, resulting in the completion of various proposed improvements
and actions in the City. Furthermore, data upon which various General Plan figures were prepared
has been updated, thus figure exhibits must be updated for consistency. These changes also require
related updates to General Plan text for consistency and to correct non -substantive errata.
Anticipating the release of an updated Federal Emergency Man
agement Agency (FEMA) National
Flood Insurance Rate Map (FIRM), and recognizing the need to inventory the status of
implementation actions identified in General Plan 2025 (such as the completion of parks), the City
Council adopted as part of its Goals and Priorities for 2017 and 2018, Goal III, to Establish/Revise
Local Legislation, which sets as Priority #1: Review and Amend the Elements of the General Plan
2025 to Reflect Changes Since its Adoption in 2008. Specific tasks under this priority include
completing:
a. Updates to Reflect FEMA Mapping Update
c. Update Exhibits and Figures to Reflect Implementation
d. Incorporate and Update References to New/Updated Plans and Studies
This General Plan 2025 Amendment satisfies these Council objectives.

Figure exhibits in General Plan 2025 include Figure 1-1, Land use Map, which depicts the land
use designations assigned to all property within the City of Petaluma, the City's Urban Growth
Boundary, and the City's Sphere of Influence. Figure 14 also depicts the 100 -year floodplain as
an overlay. The floodplain is delineated by FEMA's National Flood Insurance Program (NFIP) in
the National Flood Insurance Rate Map (FIRM). FEMA periodically updates the FIRM to reflect
more precise and up to date information that affects flood projections. As' stated in General Plan
2025, updates to the FIRM also affect the Floodway land use designation. General Plan 2025 states
that the Floodway boundaries are determined by the FEMA FIRM and that amendments to the
FIRMswill be subsequently reflected on the City's General Plan Land Use Map.' Figure 14
currently depicts the September 1989 FIRM; however the FIRM was comprehensively updated in
2014, creating inconsistency with existing Figure 14 in the General Plan 2025. The proposed
amendment updates Figure 14 to depict the 2014 FIRM.
New/(Ipdated Plans and Studies
General Plan 2025 cited various documents and provided direction on preparing new or updating
existing plans and studies that facilitate implementation and comprehension of the Plan. Since the
adoption of General Plan 2025, the following plans and studies—which are referenced or alluded
to in the Plan—have been prepared or updated2:
• City of Petaluma Water Conservation Plan, 2008. General Plan 2025 anticipated the
completion of a Water Conservation Plan (WCP) by the City of Petaluma following a
process that began in October 2005.3 The WCP was adopted by City Council Resolution
2008-021 N.C.S. on January 28, 2008. As this plan was adopted during the adoption
process for General Plan 2025, references to the final WCP were not fully integrated into
the General Plan. Referenced on pages 8-6, and 840.
• Dissolution of the Petaluma Redevelopment Agency, 2012. On January 9, 2012 the City
Council adopted Resolution 2012-007 N.C.S. to become the Successor Agency to the
Petaluma Community Development Commission (PCDC), Petaluma's Redevelopment
Agency, to facilitate the dissolution of the Redevelopment Agency in accordance with
Assembly Bill 1X 26 (the "Dissolution Act"). References to the Redevelopment Agency
should be removed from the General Plan. References appear on pages i43, 942, 944,
and 915. -
• Adoption of the Petaluma SMART Rail Station Areas: TOD Master Plan, 2013. On
June 17, 2013 the Petaluma City Council passed Resolution 2013-096 N.C.S. adopting the
Petaluma SMART Rail Station Areas: TOD Master Plan, and associated amendments to
the SmartCode, to provide a framework that will guide future development and
redevelopment within the Sonoma -Marin Area Rail Transit (SMART) Station Areas

toward uses that will support transit ridership, and to develop and implement urban design
standards that promote walkable and livable environments near the stations. Discussions
of the SMART corridor where reference to the 2013 plan are relevant appear on pages 5-
3, and 10-5.
• Petaluma Public Art Master Plan, 2013. On June 17, 2013 the City Council passed
Resolution 2013-064 N.C.S. adopting the Petaluma Public All Master Plan to enhance the
City's public art program. Creation of the Master Plan, called the "Arts and Culture Master
Plan," is directed as part of Policy 6-P-27 on page 6-20 of the General Plan.
• Floodplain Management Plan, 2015. On September 21, 2015 the Petaluma City Council
approved an update to its October 2010 Floodplain Management Plan to manage
development in the floodplain (Resolution 2015-153 N.C.S.). References to the
Management Plan occur as part of Policy 8-P-29 on page 847.
DISCUSSION
Pursuant to California Government Code Section 65358, the City of Petaluma can only amend a
mandatory Element of the General Plan up to four times per calendar year. Subject to that
limitation, an amendment may be made at any time, as determined by the local legislative body.
Separate amendments may be combined and evaluated together as one Amendment action.
However, the effectiveness of the General Plan as a policy guide lies in its consistency and integrity
in maintaining the public interest over the long term. Therefore, the General Plan should not be
changed without careful consideration. On September 10, 2018, Petaluma City Council adopted
Resolution 2018442 N.C.S. amending the General Plan 2025 Housing Element to incorporate
updated Inclusionary Housing policies. No other General Plan Amendments have been processed
in 2018, therefore this Amendment request is consistent with the General Plan amendment quota.
On October 23, 2018 after considering the staff report, staff presentation, comments received at
the public hearing, and the evidence in the record, the Planning Commission voted unanimously
to approve Resolution 2018-31 recommending that the City Council approve the proposed non -
substantive amendments to the General Plan 2025. Minor clarifications were requested to the
Amendments reviewed by the.Planning Commission; all minor revisions have been incorporated
into the proposed City Council resolution outlined in Attachment 1.
Project Description
The City of Petaluma intends to amend the General Plan 2025 to update figure exhibits illustrated
in the Plan to reflect status updates and current conditions, to update related General Plan 2025
text for consistency with the revised exhibits, and to correct various non -substantive errata in the
General Plan document as outlined below. The non -substantive amendment to General Plan 2025
includes updates that fall within three broad categories:

A summary of edits to each of the identified figure exhibits is provided in Attachment 2. The
attachment includes an overview of "basemap" changes, which represent consistent updates to all
figures and are largely aesthetic in nature to improve the clarity and consistency. The "basemap"
changes do not introduce substantive amendments.
As mentioried, Figure 1-1, Land Use Map, includes an updated delineation for the Floodway land
use designation to match FEMA's 2014 FIRM. The Floodway changes affect properties as
illustrated in the proposed Figure 1-1 shown in Attachment 1, Exhibit C. The floodplain, derived
from the 2014 FIRM, is also reflected in Figures 84 and 8-2. To aid in readability, Figure 84 has
been presented as four panels to allow for a more functional zoom level.
Category 2 —Changes to General Plan 2025 Text for Consistency with Updated Figures
General Plan text that relates to content amended in the proposed figure updates will be amended
for consistency with the figures. For example, inventory tables (Table 6.1-1 through 6.1-9, not
inclusive of all tables therein) for proposed and existing parks and open space in the city will be
updated to tally the accurate acreage allocation with each category to reflect parks that were
completed since General Plan adoption. A redline version of the General Plan 2025 text to show
these changes is provided in Attachment 1, Exhibit N.
Category 3 - Changes to General Plan Text to Update Referenced Plans or Studies
References to updated or newly adopted plans and studies that were called for, anticipated, or
otherwise referenced in General Plan 2025 will be amended for consistency with the proper
citations for those documents. The redline version of General Plan 2025 provided in Attachment
1, Exhibit N illustrates the revisions to this effect. The amendments are also summarized in Table
1 below:

California Government Code Sections 65350 through 65362 outline the procedures and
requirements associated with preparing, adopting, and amending General Plans. However, the
proposed General Plan Amendment does not include substantive changes and therefore the
corrections and/or non -substantive amendments do not constitute an update of a General Plan
within the meaning of Gov. Code Sections 65350 through 65362. These changes may be processed
administratively once approved by the City Council by resolution.
General Plan Consistency
To adopt a resolution approving a General Plan Amendment, the City Council must make the four
fmdings outlined below.
1. The Amendment is in the public interest.
The General Plan 2025 figures represent a snapshot of conditions in Petaluma at the time
that the General Plan 2025 document was adopted. Through implementation of the Plan,
conditions have changed and have thereby created various errata or non -substantive
inconsistencies in the figure exhibits in the General Plan. The proposed General Plan
Amendment updates the figure exhibits, related text, and reference citations in the General
Plan to reflect the current status of conditions and implementation actions undertaken by
the community. The Amendment is in the public interest in that it more accurately reflects
the current state of conditions in the community, and more accurately depicts the intent and
policy directives outlined in the General Plan.
2. The Amendment is consistent and compatible with the General Plan (pursuant to
(Gov. Code, §65300.5) and any implementation programs that maybe affected.
The proposed Amendment encompasses non -substantive corrections and updates that were
anticipated by the General Plan. The Amendment is wholly consistent with existing
policies and programs, and furthermore, corrects inconsistencies within the General Plan
to create a more accurate and internally consistent document.
3. The potential impacts of the proposed Amendment must be assessed, and the
proposed changes found not to be detrimental to public health, safety, or welfare.
.The proposed General Plan Amendment does not represent a material change in current
policy, development potential, or other physical matter which may be detrimental to public
health, safety, or welfare, and is therefore consistent with this finding.
4. The proposed amendment must be .processed in accordance with applicable
provisions of the California Code and the California Environmental Quality Act.
The proposed Amendment is Categorically Exempt from the CEQA. The proposed General
Plan 2025 Amendment has been reviewed under the provisions of the California
Environmental Quality Act (CEQA) Guidelines. Pursuant to Section 15061(b)(3) (Review
for Exemption, General Rule) of the CEQA Guidelines, there is no possibility that the
Amendment may have a significant effect on the environment. The application is therefore
categorically exempt from the CEQA Guidelines.
FINANCIAL IMPACTS
There are no financial impacts from the proposed action.

ATTACHMENT 1
RESOLUTION OF THE CITY COUNCIL APPROVING NON -SUBSTANTIVE
AMENDMENTS TO THE CITY OF PETALUMA GENERAL PLAN 2025
WHEREAS, the Petaluma City Council passed Resolution 2008-084 N.C.S on May 19,
2008 adopting the General Plan 2025, a comprehensive and integrated statement of development
policies and principles that guide future growth and _development within Petaluma; and
WHEREAS, General Plan 2025 established written policies as well as supporting figure
and table exhibits to assist with policy comprehension and establish technical background context
for written policies; and
WHEREAS, through its implementation since 2008, the City and private property owners
have successfully implemented or completed various improvements that were identified in General
Plan 2025, leaving the static maps that were incorporated into General Plan 2025 inconsistent with
the current status of conditions in the community; and
WHEREAS, the written text of General Plan 2025 included references to plans and studies
that have, since the plan was adopted, been substantially revised, while other plans and studies that
were anticipated have been published. These changes have created inconsistent references within
General Plan 2025; and
WHEREAS, General Plan 2025 established that the City is governed by a Floodway land
use designation. The Floodway designation delineates the channel of the Petaluma River or other
watercourse and the adjacent land areas that must be reserved to discharge the "base flood" without
cumulatively increasing the water surface elevation more than one foot. No new development is
allowed within the Floodway; and
WHEREAS., General Plan 2025 establishes that the Floodway designation is determined
by K; Emergency Management Agency's (FEMA) Flood Insurance Rate Map (FIRM)
and amendments to the FIRM would subsequently will be reflected on the City's General Plan
.and Use Map and other figure exhibits; and
WHEREAS, on February 19, 2014 FEMA published an updated FIRM and amendments
that have not yet been incorporated and reflected in General Plan 2025, making the plan
inconsistent with stated policy in General Plan 2025; and
WHEREAS, the Petaluma City Council adopted as its Goals and Priorities for 2017 an

2018: Goal III, Priority 1, directing staff to review and amend the Elements of the General Plan
2,025 to reflect changes since its adoption in 2008. This direction includes updates to figures to
reflect the latest FEMA FIRM data, updating figures and text to reflect implementation, and to
incorporate or update references to new and updated plans and studies; and

WHEREAS, the General Plan 2025 Amendment to update figures to reflect the latest
FEMA FIRM data, update figures and text to reflect implementation, and incorporate or update
references to new and updated plans and studies constitute non -substantive amendments to the
City's General Plan that do not affect the use of property within the City beyond what is policy
today; and
WHEREAS, pursuant to California Government Code Section 65358, the City of
Petaluma can only amend a mandatory Element of the General Plan up to four times per calendar
year. Subject to that limitation, an amendment may be made at any time, as determined by the
local legislative body, and separate amendments may be combined and evaluated together as one
Amendment action; and
WHEREAS, City staff has conducted a thorough review of General Plan 2025 text, the
implementation status of improvements identified in the Plan, General Plan references, and figure
and table exhibits to document a comprehensive list of required edits to the General Plan 2025 to
correct non -substantive errata, mapping errors, omissions, inaccurate references, and other
insignificant discrepancies; and
.WHEREAS, the proposed amendments are exempt from further environmental review
under California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3) ("General
Rule"), as it can be seen with certainty that there is no possibility that the proposed amendments
may have a significant effect on the environment; and
WHEREAS, on October 11, 2018, public notice was published in the Argus Courier as an
eighth page ad in compliance with state and local law; and
WHEREAS, on October 23, 2018, after notice thereof having been duly, regularly and
lawfully given, a public hearing was held by the Planning Commission to review the General Plan
2025 Amendment. The Planning Commission considered the staff report dated October 23, 2018,
analyzing the General Plan Amendment, including the CEQA determination included therein; and
WHEREAS, on October 23, 2018, the Planning Commission adopted Resolution 2018-31
recommending the City Council approve a General Plan Amendment to incorporate substantive changes changes to General Plan 2025 figure exhibits, table exhibits, and written text; and
WHEREAS, on November 8, 2018, public notice was published in the Argus Courier as
an eighth page ad in compliance with state and local law; and
WHEREAS, on November 19, 2018, after notice thereof having been duly, regularly and
lawfully given, a public hearing was held by the City Council to review the General Plan 2025
Amendment. The City Council considered the staff report dated November 19, 2018 analyzing the
General Plan Amendment, including the CEQA determination included therein.

NOW, THEREFORE, SE IT RESOLVED THAT:
A. The foregoing recitals are true and correct and incorporated herein by reference.
B. Based on the staff report, staff presentation, comments received and F hearing, the
City Council makes the following findings based on substantial evidence in the record:
1. The proposed Amendment is non -substantive and in the public's interest in that the
Amendment corrects inconsistencies and inaccuracies contained in General Plan 2025;
the Amendment does not materially affect General Plan 2025 policies; and, the General
Plan 2025 anticipated the proposed Amendment when it was adopted in 2008.
2. The Amendment is consistent and compatible with the rest of the General Plan.
3. The Amendment would be not to be detrimental to public health, safety, or welfare.
4. The General Plan 2025 Amendment is categorically exempt from the State CEQA
Guidelines and the City of Petaluma Environmental Guidelines per §15061(b)(3)
(Review for Exemption, General Rule) of the CEQA Guidelines, as there is no.
possibility that the amendments to the Plan may have a significant effect on the
environment.
C. Based on its review of the entire record herein, including the November 19, 2018 City
Council staff report, all supporting, referenced, and incorporated documents and all
comments received and foregoing findings, the City Council hereby approves the non -
substantive General Plan 2025 Amendment as presented in Attachment 1, including
Exhibit A through Exhibit N therein.

AMENDMENTS TO THE CITY OF PETALUMA GENERAL PLAN 2025
WHEREAS, Petaluma City Council passed Resolution 2008-084 N.C.S on -May 19, 2008 adopting the
General Plan 2025, a comprehensive and integrated statement of development policies and principles
that guide future growth and development within Petaluma; and
WHEREAS, General Plan 2025 established written policies as well as supporting figure and table
exhibits to assist with policy comprehension and establish technical background context for written
policies; and
WHEREAS, through its implementation since 2008, the City and private property owners have
successfully implemented or completed various improvements that were identified in General Plan 2025,
leaving the static maps that incorporated into General Plan 2025 inconsistent with the current status of
conditions in the community; and
WHEREAS, the written text of General Plan 2025 included references to plans and studies that have,
since the plan was adopted, been substantially revised, while other plans and studies that were
anticipated have been published. These changes have created inconsistent references within General
Plan 2025; and
WHEREAS, General Plan 2025 established that the City is governed by a Floodway land use
designation. The Floodway designation delineates the channel of the Petaluma River or other
watercourse and the adjacent land areas that must be reserved in order to discharge the "base flood"
without cumulatively increasing the water surface elevation more than one foot. No new development
is allowed within the Floodway; and
WHEREAS, General Plan 2025 establishes that the Floodway designation is determined by the
Federal Emergency Management Agency's (FEMA) Flood Insurance Rate Map (FIRM) and amendments
to the FIRM would subsequently will be reflected on the City's General Plan Land Use Map and other
figure exhibits.
WHEREAS, on February 19, 2014 FEMA published an updated FIRM and amendments that has not
yet been incorporated and reflected in General Plan 2025, making the plan inconsistent with stated
policy in General Plan 2025; and
WHEREAS, the City of Petaluma City Council adopted as its Goals and Priorities for 2017 and 2018:
Goal III, Priority 1, which directs City of Petaluma staff to review and amend the Elements of the General
Plan 2025 to reflect changes since its adoption in 2008. This direction includes updates to figures to reflect
the latest FEMA FIRM data, updating figures and text to reflect implementation, and to incorporate or
update references to new and updated plans and studies; and
WHEREAS, the General Plan 2025 Amendment to update figures to reflect the latest FEMA FIRM
data, update figures and text to reflect implementation, and incorporate or update references to new
and updated plans and studies constitute non -substantive amendments to the City's general plan that
do not affect the use of property within the City beyond what is policy today; and

WHEREAS, pursuant to California Government Code Section 65358, the City of Petaluma can only
amend a mandatory Element of the General Plan up to four times per calendar year. Subject to that
limitation, an amendment may be made at any time, as determined by the local legislative body, and
separate amendments may be combined and evaluated together as one Amendment action.; and
WHEREAS, City staff has conducted a thorough review of General Plan 2025 text, the
implementation status of improvements identified in the plan, General Plan references, and figure and
table exhibits to document a comprehensive list of required edits to the General Plan 2025 to correct non -
substantive errata, mapping errors, omissions, inaccurate references, and other insignificant
discrepancies; and
WHEREAS, the proposed amendments are exempt from further environmental review under CEQA
Guidelines Section 15061(b) (3) ("General Rule"), as it can be seen with certainty that there is no possibility
that the proposed amendments may have a significant effect on the environment.
WHEREAS, on October 11, 2018, public notice was published in the Argus Courier in compliance
with state and local law; and
WHEREAS, on October 23, 2018, after notice thereof having been duly, regularly and lawfully given,
a public hearing was held by the Planning Commission to review the General Plan 2025 Amendment,
where all persons interested had the opportunity to be heard; and
WHEREAS, on October 23, 2018, the Planning Commission considered the staff report dated.
October23, 2018, analyzing the General Plan Amendment, including the California Environmental Quality
Act ("CEQA") determination included therein; and
WHEREAS, on October 23, 2018, the Planning Commission recommended the City Council
approve a General Plan Amendment to incorporate non -substantive changes to General Plan 2025
figure exhibits, table exhibits, and written text.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission as follows:
A. The Planning Commission recommends tha4.4-k
City Council adopt the proposed General
Plan 2025 Amendment, as conditioned below and attached hereto as Exhibits 1 through 15, based on
the following findings:
1. The proposed Amendment is non -substantive and in the public's interest in that the
Amendment corrects inconsistencies and inaccuracies contained in General Plan 2025, the
Amendment does not affect General Plan 2025 policies, and General Plan 2025 anticipated
the proposed Amendments when it was adopted in 2008.
2. The Amendment is consistent and compatible with the rest of the General Plan,

B. The General Plan 2025 Amendment is categorically exempt from the State CEQA
Guidelines and the City of Petaluma Environmental Guidelines per § 15061(b) (3) (Review for Exemption,

have a significant effect on the environment.
C. The attached General Plan 2025 Amendment, Exhibit F, Street Classifications, shall be
revised to show the proposed Arterial known as the "Caulfield Crossing" connecting Lakeville Street across
the Petaluma River to Petaluma Boulevard South; and that the "Copeland Street Extension", a proposed
Collector from Copeland Street at Madison Street `crossing the Petaluma River to Petaluma Boulevard
North at Oak Street, shall be removed as the river crossing has been found not feasible.
