HomeMy WebLinkAboutResolution 2007-167 N.C.S. 09/17/2007 Resolution No. 2007-167 N.C.S. of the City of Petaluma, California RESOLUTION AMENDING ~'HE CLASSIFICATION AND COMPENSATION PLAN BY ESTABLISHING THE NEW CLASSIFICATIONS, PAY RANGES, AND UNIT ASSIGNMENTS OF STREET MAINTENANCE LEAD WORKER AND PUBLIC WORKS CREW SUPERVISOR, AND ABOLISHING THE CLASSIFICATION OF PUBLIC WORKS FOREWORKER WHEREAS, the City wishes to keep current its Classification and Compensation Plan; and amendments and or revisions to the Classification and Compensation Plan are effective upon approval by the City Council; and, WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and responsibilities are appropriately allocated to the classifications of Street Maintenance Lead Worker and Public Works Crew Supervisor (as attached hereto and marked Attachment A and B); and, WHEREAS, the pay range and unit assignment for the classifications listed below and the revised classification as listed above, are hereby recommended, effective with the adoption of this Resolution; and, Classification Title Pay Range Per Month Unit Assi nment Street Maintenance Lead Worker $4,212.00-$4,418.27-$4,641.87-$4,872.40-$5,1 16.80 Unit 2 - Maintenance Public Works Crew Supervisor $4,527.47-$4,756.27-$4,993.73-$5,243.33-$5,503.33 Unit 2 - Maintenance NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve the amendments to the Classification and Compensation Plan as written in this Resolution including the amendment in the Competitive Service of the Personnel System. BE IT FURTHER RESOLVED, that this action is taken pursuant to Personnel Code Resolution No. 2007-167 N.C.S. Page 1 3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V - Compensation) and, that the notice of this action has been properly posted. Page 2 ATTACHMENT A ~ L U~r a ~ C'ity of Petaluma, California CLASS SPECIFICATION ,s_ z s 5 a Date: 09/ 17/07 Job Class: 02SMLW Street Maintenance Lead Worker Summary Schedule, assign, and lead a work crew performing skilled and semi-skilled work in the assigned street maintenance and paint and signage maintenance divisions. Class Characteristics General supervision is provided by the Public Works Manager; responsibilities include the indirect supervision of assigned staff. This class is distinguished firom the Street Maintenance Worker by the on-going lead duties. The Street Maintenance Lead Worker is fully skilled and experienced. This class is distinguished from _ the next higher level of Public Works Crew Supervisor is in that the latter class exercises technical _ and functional supervision of employees in the division. Essential Duties, Skills, and Demands of the Position The duties, skills, and demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Duties: Schedule, assign, and lead the work of a crew engaged in all related work in the street and paint and signage maintenance divisions. Perform fully skilled work in repairing streets, curbs and gutters, traffic control signing and painting, equipment, street and traffic signs, painting of street center-lines and crosswalks, bike lanes, fog on shy lines, buttons, stop bans and legends. Train employees in the operation of equipment and safety practices. Troubleshoot equipment problems; estimate and secure tools, materials and equipment required for assigned jobs. Discuss work to be performed with supervisors, assign tasks to individuals at the work site; monitor work in progress at the worksite; direct corrections and modifications as appropriate. Provide input on job performance; maintain written records of work performed and materials used; record as-built drawings of modifications. Prepare a variety of written records and reports related to the work; read and interpret plans, blueprints, manuals, and specifications. Resolution No. 2007-167 N.C.S. Page 3 Use and direct the use and maintenance of a wide variety of hand, power, and shop tools, and other equipment related to the work; operate trucks and equipment; observe safe work methods and ensures the use of safety equipment and precautions related to the work being performed. Assist in developing training programs; coordinate work assignments with other divisions. Respond to questions and requests from the public as appropriate; perform special projects as assigned; respond to emergency situations in off-hours as necessary; assist other divisions in maintenance activities assigned. Perform duties as assigned. Skills/Abilities: Effectively lead and train assigned personnel. Effectively classify and prioritize work. Identify and solve practical work problems without direct supervision. Ensure safe work practices and a safe work environment. Perform fully skilled work in the street and paint arid signage maintenance divisions. Maintain neat and accurate records and reports. Operate related equipment skillfully and safely. Drive trucks, including those with a trailer, and operate a variety of heavy equipment. Exercise sound independent judgment within established guidelines. Coordinate work assignments with other divisions, departments, and agencies. Read and interpret plans, maps, manuals, specifications, and blueprints. Communicate effectively both verbally and in writing. Establish and maintain effective working relationships with those contacted in the course of the work. Physical Demands and Work Environment: While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to stand, walk, and sit. The employee is occasionally required to climb or balance; stoop, kneel, crouch, crawl; and smell. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must be able to perform heavy physical labor, including having sufficient strength to lift and carry tools and materials weighing up to 90 pounds. While performing the duties of this job the employee is occasionally exposed to outside weather conditions, wet and/or humid conditions, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, and vibration. Experience: Two ,years of fully skilled work in construction, maintenance and repair of streets, paint and signage equivalent to the City's Street Maintenance Worker II class. vertificates/Licenses: Possession of a valid California Class C driver's license. Operate such heavy equipment as saws, sprayers, jack hammer, chipper, rollers, loader, tractor, trucks, and various hand and power tools. Inspect completed work for conformance to blueprints, specifications, and standards. Requisition material and equipment for jobs and coordinate work for the best utilization of time and equipment. Page 6 Confer with other lead or supervisory personnel to coordinate work activities involving other departments. Consult with management in the coordination and assignment of work loads. Experience: Three years of increasingly responsible experience in street maintenance and construction and traffic painting and signing work including at least one year at a lead or supervisory level.
