SUBJECT: Resolution Authorizing the City of Petaluma to Accept a U.S. Department of
Homeland Security FY 2017 Assistance to Firefighter's Grant Award for a
Regional Tow Vehicle in the Amount of $77,841.00
RECOMMENDATION
It is recommended that the City Council approve the attached Resolution Authorizing the City of
Petaluma to Accept a U.S. Department of Homeland Security FY 2017 Assistance to
Firefighter's Grant Award for a Regional Tow Vehicle in the amount of $77,841.00.
BACKGROUND
Between Petaluma Fire Department (PFD) and Rancho Adobe Fire District (RAFD), there exists
five (5) regional specialty trailers including a Federal Emergency Management Agency (FEMA)
Type II Medium Rescue trailer, a County Hazardous Materials trailer, an Oil Spill Response
trailer, a County EMS Multi -Casualty Incident (MCI) trailer and an Emergency Operations
Center (EOC) trailer and two (2) inflatable rescue boats, all of which are called upon through the
mutual aid system. The only available options currently in place for towing any of these
emergency resources include a 1982 Ford F-350 brush truck or a single cab Ford F-250 with no
code 3 capabilities, neither of which are practical, acceptable or reliable vehicles in the event of
an emergency or disaster any time of the year.
Due to the shared services agreement in place between the two agencies, a regional application
was submitted to the 2017 Assistance to Firefighters Grant (AFG) award program for a dedicated
4x4 tow vehicle. Grant funds were awarded to the City of Petaluma in the amount of $77,841.00
and approval of the resolution accepting the grant funding is recommended.
DISCUSSION
Each year, the U.S Department of Homeland Security through FEMA sets funds aside for the
AFG award program. Since 2001, AFG has helped firefighters and other first responders obtain
critically needed equipment, protective gear, emergency vehicles, training and other resources
necessary for protecting the public and emergency personnel from fire and related hazards. This
funding is for critically needed resources to equip and train emergency personnel to recognized
standards, enhance operations efficiencies, foster interoperability, and support community
resilience.
In 2017, the Fire Department, in collaboration with the Rancho Adobe Fire District, applied for
grant funding for a regional 4x4 tow vehicle with which to rely on to place any of the five (5)
regional specialty trailers or one of the two (2) inflatable rescue boats into service. Specifically,
one (1) 4x4 3/4 ton crew cab pickup truck was requested, with complete funding to cover taxes
and license, and be equipped according to operational use and safety with:
— Communication radios & installation
— Code 3 lighting package
— Camper shell (for gear security)
— Spray on bed liner and window tinting (for durability and longevity)
— Lettering (as identification during incidents)
— Travel expenses, if any, associated with the build -out
The total amount of the regional request was $85,625.00 as noted in Attachment 2. PFD is listed
as the Host Applicant by submitting the grant application on behalf of both agencies and agreed
to be responsible for all aspects of the grant related to cost share, maintenance, storage,
accountability and reporting requirements by FEMA.
On September 6, 2018, PFD was notified that a FEMA grant in the amount of $77,841.00 was
awarded to the two agencies as a regional award based on the Scope of Work (SOW) submitted
during the open grant window. PFD has until August 26, 2019 within which to utilize the grant
funds. The AFG program requires an applicant share of at least 10% of award costs be
shouldered by an Award Grantee. The award was reduced from $85,625.00 to $77,841.00 to
account for that 10% match.
Recently purchased Fire Department vehicles have gone through the Public Procurement
Authority (PPA) which serves as a Lead Agency to solicit proposals for Fire Apparatus and
conducts cooperative purchasing with consortium pricing. The purchase of this dedicated 4x4
tow vehicle will follow the City's Procurement Policy and a formal, competitive bidding process
will be conducted in the coming months, subsequent to which an award of bid to purchase the
truck will be presented for City Council review and approval.
FINANCIAL IMPACTS
The full requested AFG amount was $85,625.00, so FEMA provided an award package for
$77,841.00, which is minus the 10% non -Federal commitment of $7,784.00. The grant will be
awarded on a reimbursement basis. Once bids are received, the purchase will be presented for
City Council review and approval, and the item will include a budget adjustment for the
expenditure and corresponding revenue.

WHEREAS, the Petaluma Fire Department (PFD) and Rancho Adobe Fire District
(RAFD) collaborated together to file a joint application with the U.S. Department of
Homeland Security for a Regional Assistance to Firefighters Grant for a dedicated 4x4 tow
vehicle through the Federal Emergency Management Agency (FEMA); and
WHEREAS, via notification from FEMA dated September 6, 2018, a grant award was
achieved in the amount of $77,841.00 for the desired dedicated 4x4 tow vehicle and lists
PFD as the Host Applicant responsible for receiving the award funds and purchasing the
equipment requested; and
WHEREAS, the PFD will conduct a formal, competitive bid process that follows the
City of Petaluma's Procurement Policy for the purchase of the 4x4 vehicle.
NOW, THEREFORE, BE IT RESOLVED that the City Council:
1. Authorizes the City Manager to execute all documents necessary to accept the grant
award in the amount of $77,841.00 for a regional tow vehicle.

communications and navigational equipment such as Enphase, Cyan (owned by Ciena), X2nSAT, technology
and bioscience companies such as Raydiance, Biosearch, and Parmatech, six fire stations, three police
stations, and the Petaluma River which is navigable by shipping and recreational boats to the San Francisco
Say. The historic Petaluma downtown, with multi -story mixed occupancy buildings built in the late 1800s, has
the largest collection of Iron Front buildings west of the Mississippi. These buildings are largely constructed of
un -reinforced masonry and most have common basements and no sprinkler protection. The Petaluma region
is at a high risk for earthquakes, lying on both the Rogers Creek fault and Tolay fault.
The Petaluma area is also considered a bedroom community to the larger cities in the San Francisco Bay
Area, most notably San Francisco and Oakland which.are just over 30 miles south along U.S. Highway 101.
Of the 21,000 households in the City of Petaluma, a third are rentals and 1,000 of those rentals receive
federal housing assistance (according to US Dept. of Housing and Urban Development). The Petaluma
community also provides numerous transitional housing options for homeless families and housing for
persons with disabilities.

The Petaluma Fire Department and the Rancho Adobe Fire District are located in Sonoma County, California,
and protect the areas.of Petaluma, Penngrove, and -Cotati. They cover 79 square miles of varied terrain and
serve a population of over 82,000 permanent residents.
Our reglon's hazard threat is diverse and complex. The area has a diverse economy, with the main industries
ranging from light industry and tourism to -cattle ranching and vineyards. The commercial businesses have
some light manufacturing plants that utilize an assortment of hazardous materials in their processes. While
the majority of the population live in the valley plains of our region, many homes are dispersed in the foothills .
creating a significant wildland urban interface threat which requires coordinated responses with multiple fire
agencies, These hills are mixed with grass, oak trees, brush and eucalyptus groves spaced with high value
homes throughout. Petaluma's West Side is generally comprised of older construction homes having been
built in the late 1800's to early 1900's and the homes are mostly without fire sprinkler protection.
The area protected by the Petaluma Fire Department and the Rancho Adobe Fire District includes 17 miles of
US Highway 101 as well as Highway 116, the Petaluma Aqueduct (9 million gallons per day serving over
600,000 people), regional Pacific Gas & Electric sub stations, regional rail transit (SMART train) as well as rail
transport of grain and other raw materials, the Petaluma Wastewater Treatment & Reuse Plant, Sonoma
State University, the Santa Rosa Junior College Petaluma Campus, Petaluma Valley Hospital (equipped with
a 24-hour emergency room), the Sonoma/Marin County Fairgrounds, the Petaluma airport, a US Postal
Service Processing and Distributing center, a high concentration of companies that manufacture

response to their communities. Providing a regional tow vehicle would be another step to increase
effectiveness, collaboration and sharing of resources. The cost of this project is directly tied to operations and
safety and the expenses are reasonable. Even so, neither Petaluma nor Rancho Adobe can afford to
purchase this vehicle without federal assistance as funding is not present in either agency6s budget.
The City of Petaluma continues to slowly recover from the economic downturn of 2008. That fiscal crisis had a
negative impact on all City departments and placed virtually every project requiring funds in a holding pattern.
Money designated to the CityLs vehicle replacement fund before the recession was used for other priorities
and that program dissolved. The budgetary freeze has left a significant negative impact on the Fire
Department's apparatus, equipment steeds and infrastructure,'from which there6s no quick way to catch up.
As time goes on, issues related to aging apparatus and deteriorating facilities only worsen.
In order to address the fiscal crisis, a significant portion of PetalumaLs workforce was eliminated, and many of
those *positions remain vacant to this day. The City continues to gradually work its way out of the setbacks
suffered years ago and restricted spending and budget -tightening continues. During the Nov. 2014 election
season, the City attempted to secure voter approval for a one cent sales tax increase with its Measure Q
initiative, approval of which would have funded a 30 -year General Fund vehicle replacement program. The
Measure failed due to low voter turnout The City set forth for a second attempt at a similar tax measure in
2015 but suspended that effort early due to low voter support. Borrowing money via inter -City funds, by City
Council approval on an emergency basis, has become the only means within which to locate and secure
funding for replacement apparatus. It appears that voter approval on any future tax increase is uncertain in
these unprecedented political times.
Rancho, Adobe Fire Protection District is a Special District organized under CA Health and Safety Code
Section 13800 and is unable to collect sales tax or Impose impact fees. The only source of revenue is what is
collected from property taxes or a benefit assessment which needs a 2/3 majority voter approval. Several
attempts have been made with the last failed attempt in Nov. 2014 by 300 votes. Rancho Adobe receives 99°%
of its funding based on a percentage of the assessed value of real property (about $.11 on the dollar). When
Sonoma County collects a decreased amount of property taxes, their share is also reduced. The real estate
market crash and slow to improve property values has left Rancho Adobe with a loss of over 10% of its
revenue while experiencing roughly a 29% increase in operating costs such as dispatch, fuel, maintenance,
retirement and benefits. These direct costs are taking much-needed funding away from the non -personnel
related programs, including equipment replacement. -
The District has worked closely to reduce controllable expenses to bare -bones levels. Employees have
foregone any form of pay increase for the last four years, as well as re -worked health care and other benefits
to reduce costs to all but the most essential expenses.
The District has found innovative solutions to maintain some form of an effective firefighting force by way of
pari -time firefighters and engineers to save costs. It maintains a strong relationship with Santa Rosa Junior
College to help provide additional manpower. Even so, Rancho Adobe is left with less than $600,000 annually
to pay for everything from safety clothing to fuel, dispatching and insurance. There is clearly no room in the
budget for a tow vehicle.

service for the Petaluma Fire Department has increased 23% over the last 2 years and the Rancho Adobe
Fire District has seen a 10% increase in the same time period. Our Fire Prevention Bureau has indicated that
there will be an additional 5000 residential units developed within the city of Petaluma over the next 3 years,
That adds to a current population of only 60,000 with no plans to increase services for Public Safety.

The Petaluma Fire Department (PFD), in collaboration with the Rancho Adobe Fire District (RAFD), is
applying for grant funding for a regional tow vehicle. Currently, the Petaluma Fire Department does not have a
dedicated tow vehicle for our 5 regional specialty trailers, or either of our inflatable rescue boats. The
Petaluma Fire Department houses a regional FEMA Type_II Medium Rescue trailer, a county Hazardous
Materials trailer, a regional oil spill response trailer funded by the California Department of Fish and Game, a
county EMS Multi -Casualty -Incident (MCI) trailer, and an Emergency Operations Center (EOC) trailer. When
any of this equipment is needed locally or as mutual aid, our only options for towing are with our 1982 Ford
F-350 Brush Truck or a single cab F260 with no code 3 capabilities that we have borrowed from the city Public
Works Department. Neither of these are practical options and leaves our regional partners vulnerable to not
being able to get critical resources to the scene of an emergency or disaster.
The area protected by the Petaluma Fire Department and the Rancho Adobe Fire District are extremely prone
to earthquakes, lying adjacent to the San Andreas Fault and on' top of both the Rogers Creek Fault and Tolay
-Fault. Our primary response area has many unreinforced masonry buildings, multistory commercial and
residential structures,- large occupancy venues, and many bridges and other elevated roadways. The tools
that are housed on our rescue trailer are critical to the extrication of victims in the event of a -major earthquake,
and its ability to reach the scene is essential.
Our region of southern Sonoma County in Northern California is extremely prone to excessive flooding in the
winters, in many of the recent winter storms weave experienced extreme flooding of the local creeks and
Petaluma River resulting in EOC activations, property loss to businesses and residences, and rescues of
people stranded due to -the floodwaters. We currently have a trailered, motorized Inflatable Rescue Boat (tRB)
used in flood emergencies, search and rescue operations, and to mitigate environmental hazards within the
Petaluma River. We also have a non -motorized inflatable boat that is primarily used for floodwater evacuation
and for swift water rescues. Both boats are regional resources through mutual aid and require a vehicle for
transport.
Our Hazardous Materials Trailer, Oil Spill Response Trailer; and MCI Trailer all contain essential equipment

needed to mitigate a variety of hazards and none of these trailers have an appropriate tow vehicle,
This regional application is in partnership with the Rancho Adobe Fire District (RAFD Primary Contact:
Battalion Chief Andy Taylor (707)591-4201 / RAFD Employer ID#: 94-6050034). The Petaluma Fire
Department, as tiie host organization in this regional grant application, agrees to be responsible for all aspects
of this grant. This includes, but is not limited to, cost share, maintenance and storage of the vehicle, .
accountability for the vehicle, and all reporting requirements associated with this grant. An MOU between the
PFD and RAFD has been established to reflect agreements -and responsibilities regarding this grant.

We have researched prices for this project from multiple vendors and feel that the budget shown above is the
lowest amount possible to achieve our objective. We are not requesting additional funding for training. All of
our potential drivers of this regional tow vehicle have already received appropriate EVOC training equivalent
to NFPA 1002.

With a regional .tow vehicle, the Petaluma Fire Department would be able to meet the risks of earthquakes,
floods, hazardous material spills, and EOC displacement with the proper equipment.
The equipment is here to protect our surrounding region, butwithout an appropriate vehicle to transport the
equipment, the resources are useless. A regional tow vehicle would be a shared resource to deliver essential
equipment to. the scene of major incidents within our region.
We have researched multiple vendors and looked at different vehicle makes and models in order to find a cost
effective vehicle that will fit our needs. The costs of this project are directly tied to operations and safety. In
order to have this regional tow vehicle capable to respond to emergencies, we are requesting .additional funds
for a code 3 lighting package and communication radios. We are also requesting funds for a camper shell for
gear security and funds for potential travel expenses to inspect the vehicle during production. A spray -on bed
liner and window tinting assist with the durability and longevity of the vehicle. Lettering provides identification.
during incidents. Our expenses are reasonable with no excessive costs, however our city and region cannot
afford to purchase this vehicle without federal assistance.
The simple purchase of a tow vehicle will lead to the availability of multiple valuable resources. Our project for
this grant is fo have a reliable way to get these resources to disaster scenes and meet our mission of
protecting the lives, property, and environment of our region.

Our goal for this project is to get needed equipment to the scene of an emergency. Most of our trailers and
their contents have been acquired through county or regional grants to assist the region6s response to large
or specialized events. Without an adequate and dedicated tow vehicle when these resources are needed
most, getting them to the scene will remain unreliable.
National standards that provide guidance and regulations for necessary equipment required during incidents
such as confined space rescues, water rescues, hazardous materials incidents, and trench rescues can be
met with the transport of these resources to emergency scenes. The Department of Fish and Game

recognizes the Petaluma Rivers vulnerability to oil spills and the potential threats to the San Francisco Bay if
unmanaged. The Petaluma Fire Department also houses an Oil Spill Response trailer that has containment
booms and other critical equipment to protect the environment.
Starting at the beginning of 2097, the Petaluma Fire Department and the Rancho Adobe Fire District entered
into a shared services agreement to share a fire chief. The year trial was successful and has now been
extended for ari additional three years. Our departments are part of each other�,s initial first alarm responses
to fires and have recently eliminated district boundaries to ensure that the closest unit responds to emergency
incidents. The desire to share resources and improve efficiency between our neighboring departments has
been a tap priority. This regional tow vehicle would contribute to our regionZs resilience in. the face of a
disaster.
Our objective with this project is to purchase a reliable tow vehicle that is dedicated to transporting our
multiple trailers as well as our inflatable rescue boats as critical resources on emergency scenes. By
purchasing this truck, we can achieve our goal.
