Regular meeting of the Council of the City of'Petaluma called
to order by.Mayor McFadden.

READING OF THE JOURNAL:
The minutes of the last regular•meeting of September 3rd were
read and approved as recorded.
REPORTS OF STANDING. COMMITTEES:
The inance Committee'submitted' is report, 'whereupon'

introduced'by Councilman Woodson, seconded by Councilman Dei direct -
in g the Auditor to draw warrants ('Nos.. 721 to 832 inclusive) against
the various city funds in payment of claims allowed and approved, by the
F'inance'C.ommittee, adopted by 7 affirmative votes.
Mt , . View & 6th St.`int.ersection:
Councilman Penry, Chairman of the Street Committee, reported
having investigated the need of a slow or s:to.p sign at* .the . intersection:
of Mte View and Sixth Streets and recommended that a boulevard.s-top
sign be placed there. The recommendation was approved by the City
Council and the City Attorney directed to prepare the necessary amend-
ment to the Traffic Ordinance.
PETITIONS AND COMMUNICATIONS:

commending the Council and the' SERA f. or 'the efficient supervision of
the children at'p'lay in the city playgrounds, read, filed, and the
Clerk directed to advise the SERA headquarters of the contents of the

to the annual.convention of the Association, October 11th and 12th,
read and filed.

introduced by Ge seconded by Councilman Deiss, approv-
ing the ,.specifications for supplying electri.c..energy, ,street lighting,
-and lighting of the municipal buildings of the City of Petaluma for
the term of'5 years, and dire=cting the Clerk to advertise for bids
for same, adopted; by 7 affirmative votes.
Ordinance No. 43.9 C.S. introduced by Councilman Gervasoni,, .
seconded by Councilman Myers. a :uthori.zing a contract for- supplying
electric energy, street lighting, and.lighting of the municipal build-
ings of the 'City of .Peta`luma, for the period of five years beginning
October 7, 1935., in accordance with the specifications therefor now
on file with the City Clerk, was read, approved by the City Attorney,
and
Resolution #4436C..S.
introduced by Councilman Gervasoni, second'ed.by Councilman Deiss,
directing the City Clerk to post said ordinance in the manner required
by the Charter of the City of Petaluma, adopted by 7 affirmative votes.

Lease of Sewer Farm:
Ordinance No. 440 C.S introduced by Councilma=n. Woodson,
seconded by Councilman Ingers on.,. authorizing and providing = for a lease
by this city to the Royal Tallow & Soap Company, Inc. for the period
of 5 years, covering the property situated south of this city and
described -in the lease between this city and said Royal. Tallow & Soap
Company, Inc.,,dated. the 26th day of September, 1932, was read
approved by the City Attorney, and

directing that sa a ordinance be posted by the City Clerk, adopted by

Re - purchas of police radio:
City Attorne,g Brooks reported the receipt from the Federal C=ommunication
- -.- Commission of Radio Station Construction Permits,, whereupon
:Ordinance No. 441 .C.S. introduced by Councilman Gervasoni, ' s eepnded
by Councilma s s
n De , authoriz the purchase and installation of one
complete poli.c.e "radio station, including transmitter and; receiver for the
police station, and.one complete portab - mobile radio transceiver for the
olive prowler car;, and the appropriation of not to exceed the sum of
1 400.00 therefor, was read, approved by the City Attorney, and
Resolution #4438 C.S
introduced by Councilman Gervasoni, seconded by Councilman. Deiss, directing
the Clerk to call for bids for the' purchase and installation of the police
station and prowler car radio equipment provided in Ordinance No. 441 C.S.
and further directing the:,City' Clerk' to post' said Ordinance No. 441 C.S.
in at least three public places in the City of Petaluma, as required by
the'Charter, adopted by 7 affirmative votes.
NEW BUSINESS
- Improvement of N. Dana and N. Wilson Streets:
The matter of improving North Dana and North Wilson Streets with
Armco macadam was discussed, the. Street Committee reporting that the
above mentioned streets had been prepared for the top dressing at a
cost of about $1501.00 and that they should be completed in order to
ut the work already done., It was the consensus of opinion that
the work be finished as outlined and the C ity Engineer was directed-to
immediately prepare plans and specifications f"or the work.
Re truck lic
Mr.. Ward Paulson addressed the Council asking what progress had been
made in the matteri, licensing trucks. Mayor McFadden stated that the
subject of business-licenses will be discussed at the coming Convention
of the League of California I` �uni.cipalities and asked that Mr..- Paulson
give the Council further time to consider the matter.
UNFINISHED BUSINESS.:
Award Of 'contrac.t re motorcycle -
Resolution #4439 C.S:
introduced b,y Councilman Woodson -, seconded by Councilman Ingerson
accepting the, bid of Joe Frugoli for the sale of one 1935 Harley - Davidson
twin cylinder mode! No. 74 motorcycle, and.,dire.cting the City. Auditor to
draw a" warrant in the, sum of $3'53.26., payable to the. said. °Joe Frugoli
and•d =lvert,the same to him upon the delivery of said motorcycle to the
Chief of Police, together.. with the appropriate bill of sale cove "rng'the
same , ., adopted by 71 ,affirmative• votes.
Mayor McFadden reported that the trees recently planted around
Wickersham Park have been carefully watered and cared for by the Park
Commission but that "they had died for some other r.e.ason: He further
stated that the trees will be.replaced by the. nurseryman without further
charge.
City Attorney Brooks gave a report of actiQn - en to enforce the
tobacco license, stating that two arrests had been made of violators
of the ordinance.
Councilman Gerv.asoni reported progress in "the matter of the removal
of the utility poles from North..Main Street. . Mr.. Peterson of the P.G.
& E. Co. was present and.also stated.that. the work was underway but that
there was much preliminary work.to be done in the way, of securing rights
of way. etc, and asked that the City of Petaluma assist them in this
matter

BE IT RESOLVED THAT the Council of the City of Petaluma cause, and by
these presents it ;does hereby cause., an official record to be made and
filed in the archives this city of. the death of ARTHUR S,. NEWBURGH'...
on the fifteenth day of August in this year of Our .Lord, One Thousand
Nine 'Hundred and Thirty -five, as a tribute to the untiring efforts''and
splendid 'services rendered .by him. for, this city..
Mr.- Newburgh was truly a pioneer. of Petaluma, having been born here
on the twenty- sixth day of June, 1869, and. having lived continuously in
Petaluma up to the; time of his demise. Early in his young manhood he
began to display a fine and close interest in the affairs of
Petaluma a- its government. He was one of the charter members
of Engine Company No. 1 of the Volunteer•Fire Department of this
city. He also took an active part in the.National Guard Unit
stationed in Petaluma..: He remained in.these organizations and
performed exceedingly valuable services ..as. a.member thereof through-
out_ his young manhood.
In '18.9.9 he was elected by the People of the City of Petaluma
to the office, of City Clerk, continued in this office for approx-
imately ten (10) years. In the year 1909 he resigned from the'
office of City Clerk in 'order to accept a position with the.Argus as a
reporter and edito "r of that paper.
Because of Mr.,.Newburghts sincere and en.thu.s "iastic interest in
the Fire Department of Petaluma, he was appointed.a member of the
Board, of Fire Commissioners on April 27, 1911, and served on that
board continuously thereafter until September 11, 1914•, when he
resigned because of pressing business:'dutie,s. He was again
appointed to the Board of Fire Commissi,oner:s. on Larch 3`0, 19.23, and
continued to serve oni. that board thereafter until .his. death,., No
person has ever served, and it is unlikely that any will ever serve,
on the -Board of Fire Commissioners who displayed.or will display
more interest or concern.fo.r that body. The records of the
Board of Fire Commissloner.s. show that he attended practically every
meeting thereof and that he..was.the author.of many constructive
policies for fire. prevention and control, which.were adopted and
followed by that body For these reasons,, the Fire Department
has lost the services of.one. of the most valuable members. it has
over had.
Probably the most important and valuable .services rendered by
ART NEWBURGH, consisted of those. which. he did, not perform as a• City
Official. 'but in his. capacity as a reporter for the local paper of
the proceedings of the City Council. His practice of 'reporting the
proceedings of the Council •dat.e back for more than twenty-five years
and were almost, continuous up to the, time..of.his last illness. In
the performance of these duties., Mr. Newburgh unquestionably attended
many more, meetings of the City Council than,any person in this.
community or elsewhere.
As the result of Mr.`Newburgh's frequent attendance at the
meet n
ings of the City Coucil,. he was often referred to as the "Eighth
Member' , of that body. 'The newspaper reports which he made of the
Couincil's proceedings, were always complete. and accurate, and as a
result of the . news. items written by him_. of these. proceedings the
.p.eople of the community: were: kept correctly informed about .the
subjects and matters being acted upon by the City Council.
Due to Mr. Newburgh's long's.ervice as a reporter of the actions
of the City Council, he became one. of the best- informed men in
Petaluma on the questions involved in our. local government and,
accordingly, he was requested on frequent occasions t express his
views to 'the Council and to .inform the members of many facts and
circumstances which had occurred in- tha past and of which the
Council had no other knowledge.
In.additi.on to these valuable services and the assistance he
gave o a t h ea ffect affectionate during the past twenty -five years, he was
to all of the officials of this city,
and no has ever been held in higher regard by the officers of
the city than Mr.. Newburgh. For these reasons and for numbrous
others which could be.mentioned,,.the City Council and °other
Officials have suffered great.'.loss by the passing of ART NEWBURGH
whose memory will be cherished.by them throughout 'their respective
lives..
BE''IT THEREFORE FURTHER RESOLVED THAT this meeting of the City
Council be adjourned out of respect to ARTHUR S. NEWBURGH; that
this resolution be filed among the records of this city, and that
a copy thereof be delivered.by.the City Clerk under the seal of
this city unto his bereaved widow who is hereby extended the sincere
sympathies of this Council;
under the power and authority conferred upon this Council by
the Charter of said City. Adopted unanimously..,
