' READING 'OF THE JOURNAL -: The and the special minutes of the last regular meeting of September 16th ng of September 19th were read and approved as recorded: REPORTS OF OFFT.CERS:] The monthly reports of the Auditor, Treasurer, Wharfnger, Poundman, and Police Judge were read.and filed. REPORTS OF STANDING, COMMITTEE'S: The inance CommitTee submitted it report; whereupon Resolution #4442 C.S. introduced by Councilman Woodson, s=econded by Councilman Gervasoni, directing the Auditor to d=raw warrants (Nos. 833 to 968 inclusive) against the various city funds in payment of claims allowed and approved by the Finance Committee, adopted by affirmative votes. PETITIONS AND . COMMUNICATIONS Application of�Vi s . Louise Bottn for permis-sion to sell soft drinks at 419 Upham Street, read and filed, and Resolution #4443 C.S. introduced by Councilman Penry, seconded.by Councilman Woodson, grant- ing said application, adopted by 7 affirmative votes. C'ommunica:tion from the State Compensation Insurance Fund commending the city for having. established such an excellent record for keeping down aceident.costs, read and filed. Letter from the Redwood Empire Association inviting the city officials to attend th.e 15th Annual C'orivention of the Association, read and filed. Letter of appreciation from Mrs. Frankie J. Newburgh, read and filed. ON OF ORDINANCES: r'inanc'e o, 439 C.S. authorizing a contract for supply- ing electric energy,, street. lighting, and lighting of the municipal buildings of the City- of Petaluma, for the period of five ye=ars beginning October 7, 1935,.in accordance with the sp therefor now on file with the city. clerk,. adopted by 7 affirmative votes. Ordinance No. 440 C.S. introduced by Councilman Woodson, seconded b y Councilman Inger,son, :authorizing and providing for a lease by° this cit< <j to Royal Tallow & Soap Company, Inc. for the peri.o.d of five (5') years, coverzng the property situated south of this -city and described in the lease between this city and said Royal Tallow &,Soap i Cozipany, Inc., dated the twenty- sixth day of. September-, 1932, adopted by 7 affirmative votes. Ordinance No. 441 C. S introduced by,Councilman seconded'by Councilman Deiss, au=thorizing thepurchase and installation of one complete police radio station, including transmitter and. receiver for the police station, and one complete portable - mobile radio transceiver for the police prowler car, an:d-the appropriation of not to exceed the sum of $400.00'therefor, adopted.by 7 affirmative votes. Ordinance No. 442 C.S. introduced,by Councilman-Penry, seconded by Councilman Gervasoni, providing for the improvement of Dana Street from its intersection with the south line of Webster Street for a distanep-f 540 feet southerly thereon, and Wilson Street .from its intersection. with the west line of Washington Street approxi- mately 950 feet northwesterly thereon,, by applying an armor coat or bituminous binder on�said streets; and approving the specifications for said work, adopted by 7 affirmative votes. 1 YO I i D NEW BUSINESS: Appointment of Music Commission: Resolution. #4444 C.S. introduced by Councilman Gervasoni, seconded by Councilman Woodson, appointing John Burkett, Nathan Thompson, Harley McAskill, 0. 0. Cobb, and Herbert P. Peck, as members of the Music Commission of this city for th.e term of two years from and after the first day of July, 1935, and until their successors are appointed and qualify, adopted by 7 affirmative votes. Bid - electric energy: This being the time set for opening bids for the supplying of electric energy, etc. the Clerk opened and read the bid the Gas and Electric Company which was referred to the Chairman of the Lighting Committee and the City Attorney for investigation. Bid - police radio equipment: The bid received from D. Verne Hassett and H. McCauley for the sale and installation of one complete 2 -way radio communicating system at the price of $361.00 was read, filed, and referred to the Chairman of the Buildings and Grounds Committee and the City Attorney for investigation. Bids - Dana and Wilson Streets improvement: Bids were received from He.lwig Construction Company, Lee J. Immel., and Palo Alto Road Materials Company for the improvement of Dana and Wilson Streets, which bids were opened, read, and referred to the City Engineer and City Attorney for investigation. Stove for meeting room on third floor: Mayor McFadden reported the need for a stove in the meeting room on the third floor of the city hall, and the matter was referred to the Buildings and Grounds Committee for investigation. The suggestion was made that inasmuch as the County Social Service Worker will use the room frequently that the cost of heating it be partially borne by the Board of Supervisors and -the Clerk was directed to write to them regarding the matter. Radi.o Control Ordinance: The City Clerk was directed to write to the League of California Municipalities for information'as to what legislation has been passed by cities of a similar size in the way of radio interference control. Dangerous condition of Washington: Street Bridge: Superintendent of Streets Glahn.addressed the Council calling attention to the dangerous condition of the Washington Street Bridge due to worn out parts. The matter'was referred to the Street Committee and Superintendent of Streets to secure expert advice and an estimate of cost of the work and report back. J Mayor McFadden reported that the WPA authorities had notified the City that they cannot continue with the supplying of labor for the Main Street widening because the street is a part of the federal aid highway system and,not entitled to assistance. Mayor McFadden further reported that the City Attorney had written to the President of the League of California Municipalities about the matter. Removal of scrap iron, etc. from city dumps: Mr,..Fr "ederick Ray, Jr. addressed the Council asking permission to remove the sheet metal and other scrap iron from the city dump. The matter was deferred until the adjourned meeting of the Council. Mr. Dolph Young, Secretary of the Chamber of Commerce, addressed the Council asking permission to hang Christmas lights from the electroliers in the business district, explaining that hereafter lights will be used for Christmas decorations instead of Christmas trees. The Lighting Committee was asked to investigate,the request and report back. Re - parking regulations: A discussion was had regarding the recent changes in the parking laws and the request of the Merchants Committee that the Council modify the same. It was decided that the Council would meeting with the. ' Merchants Committee. on Thursday evening and further discuss the problem. Re - tobacco licenses: - City At Brooks reported that there have been six further arrests in the tobacco license controversy and-that in each case the defendants had pleaded not guilty and had demanded a jury trial. City Engineer Gonzalez presented a plan for the improvement of Hill Boulevard as a project for the unemployed. • The Street Committee was directed to review the project with,the City Engineer, ADJOURNMENT:.
