Regular meeting of the Council of the City of Petaluma called -to
order by Mayor McFadden.
ROLL CALL:
Pre Councilmen Deiss, Gervasoni, Ingerson, Myers, Penry,
Woodson, and Mayor McFadden.
READING OF THE JOURNAL:
The minutes o t e last regular meeting of October 21st and the
adjourned meeting of October.28th were read and approved as recorded.
REPORTS OF OFFICERS:
' The month y reports of the Police Judge, City Wharfinger, Poundman,
Garbage Inspector, Auditor, and Treasurer were read and filed.
City Engineer Gonzalez submitted a written report of the improve-
ment of Dana,and Wilson Streets, in which he stated -the improvement
would pass State specifications. The payment of the contract was
held in abeyance pending an investigation of the report by the City
Attorney.
REPORTS-OF ST ANDI NG COMMITTEES:
The Financed ommlttee submitted its report, whereupon-

introduced by Councilman Woodson, seconded by Councilman Gervasoni,
directing the Auditor to draw warrants (Nos. 1053 to 1195 inclusive)
against the various City Funds in payment of claims a- llowed and approved
by the Finance'Committee, adopted by 7 affirmative votes.

Report of E. J'. Helgren re water taken at the Biltmore Plant:
Report of E. J. Helgren, Bacteriologist, of water taken at the
Biltmore Plant, read and filed. The matter was later brought up
under new business and a discussion had of the request of the plant to'
sewer into the city sewer. Inasmuch as Mr. Helgr.ents report showed that
the effluent would have no harmful effect on the concrete: pipes, on
motion by Councilman Woodson, seconded by Councilman 14yers, permission
was granted the Biltmore Plant to sewer =,into the City Sewer at its own
expense, and the City Attorney was directed to prepare the necessary
agreement, rescLtion and permit.. MotiIon carried and so ordered.
Maps indicating streets of major importance:
Letter from the Division of Highways, requesting that duplicate
maps be submitted of the City of Petaluma indicating the streets
considered to be of major importance, read and filed, and the matter
referred to the Street Committee and City Engineer to bring in such
maps at the next meeting of the City Council for approval and sub-
mission to the State Division of Highways.
Opinion of City Attorney re Library Funds:
City Attorney Brooks submitted a written opinion regarding the
payment of Library expenses, stating that in his opinion the City Council
would not be guilty of any violation of if it permits the
payment of library expenses beyond the latter's share of ad valorem
taxes, provided such exce,ss,i.s paid.for from -revenue collected from
fines, business license fees, franchise fees, rentals or similar
miscellaneous revenue other than.. that collected pursuant to the annual
tax levy. Opinion read and filed and the matter referred to the Finance
Committee.
NEW BUSINESS:
Stop signs for 6th and D streets: I
Councilman Penry, Chairman of the Street Committee, recommended that
two boulevard stop signs be placed at the intersection of 6th and D Streets,
which boulevard stop is now indicated by buttons only. On motion - by
Councilman Woodson, seconded by Councilman Myers, the Street Committee
was authorized to purchase said stop signs. Motion carried and so
ordered.

Mayor McFadden reported on the meeting of the North Bay League recently
.held at Cloverdale.
UNFINISHED BUSINESS:
Washington Bridge repairs:
The Street Committee was given further time in which to report on
needed repairs to the Washington Street Bridge:
Main St. Widening work discontinued for time being:
A discussion was, had regarding the widening of Main Street. It was
the consensus of opinion that certain work outlined by the Street Committee
estimated at about $2500.00 be delayed for the present, with the hope that
the work will eventually be approved a!s a WPA project. Engineer Wildman
was directed to restore the opened concrete as rapidly as. possible and
terminate the work.. The City Attorney-was directed to.send a letter to
the Santa Rosa office of the WPA pointing out to the Administrator that the
highway through Petaluma had never received any federal aid.
Reduction of tobacco license:
` The request of the tobacco dealers for the reduction or elimination
of the tobacco license was brought up and discussed, Councilman Gervasoni
stating that he felt the license should be reduced to.$25.00 per year,
payable annually in advance. Councilman'Woodson pointed out that this
would mean a loss in revenue of $825.00 per year, which he hoped could be
reczovered by the adoption of a general business license. The consensus
of opinion was that the fee be to $25.00 which Attorney Lounibos
stated he believed would be agreeable to his clients. It was moved by
Councilman Gervasoni, seconded by Councilman Deiss that the license for
selling tobacco be reduced to $25.00 per year, payable annually in
advance, beginning on the lst day of January, 1936. Motion carried and
so ordered.
Scrap iron at City Dumps:
Councilman Deiss reported that Mr. Ray had been in touch. with. him by
telephone again requesting permission to collect scrap iron and metal
from the City Dumps. It was decided that Mr. Ray be asked to submit a
bid for the material to the Garbage Committee.
The request of Judge Mardis for floor covering; for his office was
referred to the Buildings and Grounds Committee with power to act.
