December 2, 1935.
Regular meeting of the Council of the City of Petaluma called
to order by Mayor McFadden.
ROLL CALL:
Present: Councilmen Deiss, Gervasoni, Ingerson, Myers., Penry,
Woodson, and Mayor McFadden.
READING OF THE JOURNAL:
The minu es of the last regular meeting of November 18th were
read and approved. as recorded.
REPORTS OF OFFI.CERS:
The month y.reports of the Police Judge, `vdharfinger, Poundman,
Auditor, and Treasurer, were read and filed.
The City Attorney submitted a written opinion relative to the
right of the city to donate a part of it,s real property to the State of
California for a site upon which to erect a National Guard Armory, which
opinion was read and filed.
REPORTS OF STANDING COMMITTEES:
The Finance Committee submitted its report, whereupon
Resolution #4459 C.S.
introduced by Councilman Woodson, seconded by Councilman Gervasoni,
directing the Auditor to draw warrants (Nos. 1316 to 143=7 inclusive)
against the various City Funds in payment of claims allowed and -
approved by the Finance Committee,'adopted by 7 affirmative votes.

ADOPTION OF ORDINANCES:
OralTi anee ` o. 444 C.S. introduced by Councilman Woodson,
seconded by Councilman Gervasoni, appropriating the sum of not to exceed
$300.00 for the*use of the Music Commission during the balance of the
fiscal year ending June 30, 1936, for the education and instruction
.of the Municipal Band, came up regularly and was adopted by 7 affirmative
votes. ■
Ordinance No. 445 C.S. introduced by Councilman Gervasoni,
seconded by Councilman Deiss, amending Section'24 of Ordinance No. 239
C.S. to provide for an annual license tax of 025.00 for every person,
firm, or corporation who deals in, sells or offers for sale cigars,
cigarettes or tobacco, came up regularly and was adopted by 7 affirmative
votes.
NEW BUSINESS:
Mr. Oliver Burton, acting Poundman, addressed the Council,
stating that there was a great deal of complaint about loose dogs
belonging in the City of Petaluma killing chickens and attacking sheep
just outside of the city limits: He outlined the plan now being follow-
ed by the County Poundman of issuing citations to the owners of unlicensed
dogs and recommended that some. plan be followed here, whereupon
Resolution #4460 C. S.
introduced by Councilman Woodson, seconded by Councilman Deiss, authorizing
the Poundman to secure 2000 triplicate forms of citations approved by
the City Attorney, to be used in enforcing the provisions of Ordinance
No. 195 C. S., said forms not to cost more than $15.00, adopted by 7
affirmative votes.
Mayor McFadden appointed Councilman Myers as Chairman, Councilman
`Penry as Secretary, and Councilman Gervasoni as third member of a committee
to draw up a zoning map for the City of Petaluma.
City Deed for Lot No. .109:
Resolution #4461 C.S.
introduced by Councilman Penry, .seconded by Councilman Gervasoni, direct-
ing the Clerk to post a copy o.f the application of Florence Pometta
Anderson and Silvio L. Pometta, dated December 2, 1935, and filed with the
City on same date, requesting a conveyance from the :City of Lot No. 109
fronting on Third Street in the manner and for ,the period required by
Ordinance No. 34, adopted July 22, 1867, adopted by 7 affirmative votes.
UNFINISHED BUSINESS:
Re- Armory Project:
Mayor McFadden reported having met with Mr. Holley, District
Administrator of the WPA regarding the proposed armory for Petaluma
and that he had learned that the wage scale for this district is much

higher than that considered when figuring for the project. Mayor
- McFadden stated., however,.that the application is being revised to cover
this difference and will be re- submitted to the authorities.
Attorney Philip Keller, representing the Veterans of Foreign
Wars was present at the meeting and pledged the support of his organization
to the project.
The Street Committee was granted further time to bring in a map
showing the major city streets as requested.by the State Division of Highways
Councilman Myers reported that there will be a meeting of the
Armory Committee at the American Legion Hall next Wednesday night at 7:`30
and that members of the City Council are very welcome to attend.
Councilman Inge•rson reported that he'had learned that none of
our neighboring cities have ordinances controlling radio interferrence
and that he was going to interview representatives of the Pacific Gas. &
Electric Co. to ascertain to what extent that company will investigate and
remedy electrical inteferenee.
ADJOURNMENT:
There being no further business on motion regularly made and
carried the meeting adjourned.
