AMENDING THE CLASSIFICATION AND COMPENSATION
PLAN BY REVISING THE CLASSIFICATION
AND PAY RANGE OF INSPECTION SUPERVISOR
WHEREAS, the City wishes to keep current its Classification and Compensation Plan;
and amendments and or revisions to the Classification and Compensation Plan are effective upon
approval by the City Council; and,
WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and
responsibilities are appropriately allocated to the classification of Inspection Supervisor (as
attached hereto and marked Attachment A); and,
WHEREAS, the pay range for the classification listed below, are hereby recommended,
effective with the adoption of this Resolution; and,

NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve
the amendments to the Classification and Compensation Plan as written in this Resolution
including the amendment in the Competitive Service of the Personnel System; and
PE IT FURTHER RESOLVED that this action is taken pursuant to Personnel Code
3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V
Compensation) and, that the notice of this action has been properly posted.

Inspection Supervisor
Summary
Monitor, supervise, and coordinate construction inspection activities in the Public Works
Department; perform complex and difficult inspection work; enforce compliance with
applicable City codes, regulations and ordinances as assigned and supervise/perform technical
and other duties related to areas of assignment. In the course of performing the duties, this
position requires independent action, discretion, and sound judgment within established
management and technical guidelines.
Class Characteristics
General direction is provided by the City Engineer; responsibilities include the direct and
indirect supervision over inspection field staff. The Inspection Supervisor directs and oversees
the public works inspection and related operations. An incumbent in fhis class exercises and
performs a variety of complex technical and supervisory tasks relative to assigned areas of
responsibility.
Essential Duties, Skills, and Demands of the Position
The. duties, skills; and demands described here are representative of those that must be met by an
employee to successfully perform the essential functions of this job. Reasonable accommodations

Duties:
Plan, organize, schedule, assign, and direct the work of staff responsible for public works
inspection and related project support services; coordinate and/or participate in staff
selection processes; coordinate staff training programs and activities; monitor and evaluate
performance and implement disciplinary action as necessary; resolve a variety of routine
personnel administrative matters.
Plan, coordinate, and participate in routine and more complex inspections and related activities;
coordinate inspection related components and activities for City Public Works and/or other
department programs and projects as assigned; provide plan review and inspection services for a
wide variety of maintenance and capital improvement projects, including for private
developments as assigned.
Assist with City code enforcement in Public Right of Way areas; inspect and enforce code
requirements for public works facilities in assigned areas such as the turning basin and marina; issue
citations and other notices as authorized; recommend changes or improvements in existing
codes and regulations.

Provide administrative support and assistance to management staff regarding matters affecting
inspection services.
Coordinate work between sections, divisions, departments, or other agencies.
Identify resource needs and review needs with appropriate management staff.
Examine plans and specifications to determine compliance with the provisions of applicable
codes, standards, ordinances, and regulations.
Confer with engineers, contractors, builders, and the .general public in the field and office.
Serve as the coordinator for assigned projects or programs; review and evaluate options to
determine the most feasible approach, including manpower and materials needed; develop work
plans and schedules; prepare cost estimates; plan and prepare budgets; prepare and present
recommendations regarding project implementation; coordinate and monitor the work of
contractors and. external vendors; monitor contractor performance and approve work for
payment.
Resolve conflicts and disputes between subordinate inspectors and the public.
Respond to public inquiries in a courteous and professional manner; provide information within
the area of assignment; and resolve complaints in an efficient and timely manner.
Recommend changes in office procedures, schedules, assignments and standards, and
participate in developing and maintaining an effective, customer-oriented team.
Perform related duties as assigned.
Skills/Abilities:
Supervise the work of subordinate employees.
Read and interpret building/construction plans and specifications.
Explain, interpret; and enforce pertinent codes, ordinances, and regulations.
Independently perform complex and difficult inspections and recommend field changes as
required consistent with applicable codes, standards, regulations, and ordinances.
Exercise sound independent judgment within established procedural guidelines.
Maintain accurate records and prepare clear and concise reports, correspondence, and
other written materials using a computer.
Communicate effectively, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of the
work.
Physical Demands and Work Environment:
While performing the duties of this job, the employee is regularly required to stand, walk, use
hands to finger, handle, or feel, and talk or hear. The employee frequently is required to reach
with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste. or smell. The
employee is frequently required to sit. The employee must frequently lift and/or move weight

up to 50 pounds. Specific vision abilities required by this job include close vision, distance
vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee
is regularly exposed to outdoors weather conditions and regularly works in inside environmental
conditions. The employee occasionally works with use of vehicle. The noise level in the work
environment is usually moderate.
QUALIFICATIONS
Knowledge of:
Principles and practices of employee supervision and leadership, including employee
selection, work organization, scheduling, training and work evaluation.
Principles, methods and equipment used in a variety of public works maintenance and
construction trades, particularly those involving engineering construction, alteration, and
repair.
Applicable codes, standards, regulations, and ordinances governing public works construction,
alteration, and repair.
Basic principles and practices of budget administration.
Safety practices, safe work methods, and safety regulations pertaining to public works
maintenance and construction activities.
Basic principles and practices pertaining to contract administration.
Business use of computers, including standard word processing, spreadsheet and database
software.
Education and Experience
Any combination equivalent to the education and experience likely to provide the required
knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities
would be:
Education:
Equivalent to graduation from high school.
Experience:
Five years of increasingly responsible experience in the construction trades, including at least
two years performing public works inspection duties. Lead and/or supervisory experience is
highly desirable.
Certifications/Licenses:
Possession of a valid California Class C driver's license.
