READING OF-JOURNAL. .'The minutes of the regular meeting of Dec. 3rd, 1917;,'were read and approved as recorded. ` REPORT OF STANDING CONMITTEE. On Finance., e - The report of the Finance Committee was read and..the same recommended for payment by the following resolution.: RESOLUTION NO.2164..C.:S. Introduced by StradlIng, seconded bp.G,ossage'. Directing the Auditor to draw warrants in.payment of the several claims as submitted by the Finance Committee. Adopted by seven affirma- tive votes. NEW BUSINESS. RESOLUTION NO. 8165; C. 'S„ Introduced by Gossage, ;seconded by,Allen. Di'reretng the Auditor to draw a warrant in favor of the Petaluma National `Bank in the sum of $10,.037 for the redemption of, $10,000 of 32 per cent Liberty Bonds. Adopted.'by seven affirmative votes. RESOLUTION NO. 2166, c. s Introduced by Gossage, seconded by Allen, That the 32 per cent .Liberty Bonds now owned by the City of Petaluma be sold for the purpose of using the money in conducting the affairs of the city, said sale to be conducted by the Vinrsnce Committee at a sum riot less than $9`8.00 on the $100. Adopted by seven affirmative votes. _APPLICATIONS. Application of C. A. Bralich for the Santa Rosa, Petaluma and Sausalito Auto Stage.to operate through the streets of the city of Petaluma filed with the City Clerk Dec. 7th, 1917,read and came up for hearing. RESOLUTION NO. 21'67,C. Z. Introduced by McCargar, Seconded by Stradling. That the Mayor be and he is hereby authorized to issue a permit to the TJ OA V _ . 173 Santa .Rasa, Petaluma, Sausalito Auto. Stage- as -per the application. on file and as provided in Sec. 3 of Charter, 213 Statutes of Cal., 1917. Adopted by seven affirmative votes.. - RESOLUTION NO. 2168, C. S. Introduced by Healey, seconded by Young. The Supt. of Streets be and is hereby,directed . to repair and-construct - a sewer on West street, according to the plans and specifications sub- mitted'by the City Engineer. e ; Adopted bk seven affirmative votes., MAIN S'T ZEET WIDENING. The-City Engineer reported: Recommending doing the word from'the south side of Washington street to B street. e The - report was filed for future consideration. 'STORING MACHINERY.` The Supt. .called attention of the .Council to the necesity of storing the city street apparatus:f Uoun"cil decided to visit Kenil- worth Park -on- Tuesday, Dec: 18th, 1917, at 1 o " lock in reference to f said storage. EERMISS ION`.' Permission was granted to E. I. Camm to replace clock,and to the Pacific Telephone . & Telegraph Co. to replace ele:ctolier.on Kentucky street, removed during the improvement of said. street.. MATTRESS:. The matter of mattress for Bridge Wender was referred to. Builbing and Grounds Committe with power to act. MOVING PICTURE HOUSES. In the matter of licenses for moving picture houses in this city,, the Clerk was instructed to procure the daily admissions of said houses _ for the month of November for further:ilinvestigation. TOWN CLOCK. ` - Councilman McGargar reported that the striking of the town clock - had'been,placed in the hands Herman'Webber and that the job would be completed in a few days. ADJOURNMENT. Meeting-called to order by A. Mayor. Roll call and the following councilmen found to be present: Allen, Gossage, Stradl ng,'and Horwege. Absent: Healey; Young and Mc'Ca.rgar. A Quorum being present, A. W. Horwege as Mayor read the. following,com- munication: To R. B. Singlet', ' City 'Clerk and Auditor,' City of Petaluma, County of Sonoma., State of California. 'Dear Sir You are hereby notified that I, as Mayor of the City of Petaluma, under and by virtue of the power and authority conferred upon me said Mayor of the City of Petaluma,, by,Section 5 of Article 5 of the Ohatter of said City, do hereby 'suspend you from office for and on account of wilful neglect , of duty` also for and on account of .official miscon duct.-Said suspension to be of full 'force and effect from the hour of 10 o'clock,. A. M. of this day and date, And I dp demand from you all books, papers, keys and- every other property connectea with said office of City Clerk and Auditor of said City of Petaluma. A. W. Singley, City Clerk and Auditor of said City of Petaluma, the further performance of the duties of said office of said City Clerk and Auditor of said.City, for and on account of wilful neglect of duty and also for and and on account of official misconduct. that said suspension is of full •force and effect from the hour of .10 o':alock A. Therafter the following resolution was introduduced by Councilman Gossage and seconded by Councilman Stradling: RESOLU'II ON NO 2169, 0. S. Whereas, A,. W. Horwege, as Mayor of the City of Petaluma,did, on the 22nd day of December, 1917, by a notice duly and ,regularly served upon Frank B. Singley, Clerk and Auditor of the said City of Petaluma, suspend said Frank B. Singley from the said office of Clerk and Auditor of'said city. And Wheras, it is necessary'.for the proper and legal conduct' of the the .af fairs, .of said' City that an .acting City Clerk and. Auditor be appointed by this Council for, the purpose of performing the duties imposed. by 'law upon. the office. of Clerk and Auditor. Be it therfore resolved, that C. H. Egan'be, and is hereby appointed as acting City Clerk and Auditor of the City of Petaluma to perform , all of the services necessary and requisite in said office of City Clerk and Auditor during the time of the suspension of said Frank Be Singley. Be it further resolved, that the said.C. H.. taking t e'oath of office and filing the bond required by law, be and he is hereby clothed with all the authority and power necessary to perform the duties connected with said office of City Clerk and Auditor during the time of the 'suspension of said Frank B. sing - ley.. \ That therafter the following notice and order was made by A.
