Petaluma, October 6th, 1919.
REGULAR MEETING of_the Council of the City of Petaluma, called to
order by Mayor Young.
ROLL CALL,:
Councilmen present Allen, Hopkins, Sales, Stradling, V1hite and
Mayor Young. Absent Councilman McCarga.r.-
EADING OF JOURNAL,
The 'minutes of the last Regular meting held on September 15th,
1919, and the postponed regular °meeting held on the 18th day of September
1919, were read and approved.as recorded.
PORTS OF CITY OFFICERS.,:
The monthly reports of the Police Judge,, Supt of Streets, Wharf -
ingern and Poundmaster were read and filed.
The City clerk reported that the Oath of Office and bond. of City
attorney Howell: had been filed., and the application of Simon M. Boy-
sen and Joh.n.Mcvonald for City deeds filed and posted.
.The Auditors. monthly financial report read and filed.
REPORT OF STANDING COI, IHT� - . TEES
The report of the finance committee was read , and - the following
resolution- introduced by Coun.cilman.Stradling; seconded by Councilman
Allen, to -wit;

BE IT RESOLVED-THAT the Auditor be and he' is hereby directed to draw
warrents. against the various funds in payment of the several claims ap-
proved and allowed by the Finance Committee.
Adopted by 6 affirmative votes, Noes none, Absent 1.
REPORTS OF CO -10 -I iITTEE'S :
Councilman Allen for the committee on appointment of inspector for
4th street • bridge reported that the Comniitt.e;e had employed :Rodney C.
Messner- as inspector for $150. for a mont +h.
lvlayor Young reported that` he had conferred with the Fire Commis-
si :on and they had consented, to grant a permit for extension of the :.
Corporation building as proposed.
NUN BUSINESS:
it was moved and carried that the matter of wages of employees
of Rock Crusher be left to the Street Committee with - oower to act.
It was moved and carried that the matter of a new gear for
D street bridge be left to the Supt, of Streets with power to act.
It was moved and carried that the matter of new tires for
the ambulance be left to the Mayor with power to act

RESOLUTION of intention number 2340, Chatter Series, Introduced by
Councilman Iff. L. Sales, at a Regular meeting of the City Council of the
City of Petaluma the sixth day of October, Nineteen hundred and Nineteen.
RESOLUTION DETERMINING PUBLIC NECESSITY OF STREET IMPROTI]MENT
WHERE in the opinion, of the Council of the City of Petaluma, 1

and Third Streets within.said City, have been subjected to excessive wear,
and have become but of repair to such an extent as to require the recon-
struction and a permanent improvement thereof, and
the aggregate amount of the indebtedness deemed and determined
to'be necessary for the construction of the permanent improveme . nt.aiid works
hereinafter mentioned and :described, is the sum of Eighty ($80,000)
Dollars, in gold coin of"thia" 'United States that is to say:
The and paving with concree foundation with all neces-
sary bases bridges, culverts.,. and all other appurtenances
M,ain and Third Streets in said City,,, as follows''.
Main and Third shall be of uniform width of forty-six feet
from,the south side of the Mystic Theatre to the central line of Pros-
pect Street, and from curb to curb each section north and south
thereof to the City limits, except block on Third Street between C. and
,D-. Streets' , and

ofv said aid street improvement work will be too great to be paid out of
the ordinary annual income and revenue. of - said City, and in addition
to other expenditures of the.City, will exceed the income and.revenue
provided for in one year;,
.THEREFORE, BE IT RESOLVED•, by the Council 'of the City of Peta-
luma, that the pub-lie interest and necessity demands the construction
of the permanent improvements and works hereinbefore mentioned and de-
scribed,, and the s.aid does hereby find and determine that the
public interest, necessity and convenience r6quireEi the incurring of
anji indebtedness therefor, and[ that such improvement and indebtedness
is nece 0s ' ary to carry out the obj'ects,•purpQ and powers of the
municip
the he power-and authority conferred upon this Council by the
Charter of said City.

Young. Noes none. Absent Co-uncilman MoCargar.
It was moved,and carried that the Mayor appoint a committee of three
to 'inve,st-igate the rat killing With,power to act .
The Idayor appointed Councilme,,Allen', Hopkins and White-.
The matter of placing a light at Edith and Madison sta. was left to
the Street Comiuittee

Introduced by Councilman Allen se,conded'by Councilman Sales;
BE IT RESOLV THAT the poundmasters be allowed and paid a salary of
;$50,0.00 per month and in addition thereto a bonus of $2.00 for each.

carried the meeting adjourned.
