December 3, 2018 Honorable Mayor and Members of the City Council through the City Manager Claire Cooper, City Clerk Resolution Declaring Canvass of Returns and Results of the Regular Municipal Election Held November 6, 2018 in Consolidation with the Statewide General Election, RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Declaring Canvass of Returns and Results of the Regular Municipal Election Held November 6, 2018 in Consolidation with the Statewide General Election. BACKGROUND A Regular Municipal Election was held in the City of Petaluma, California, on Tuesday, November 6, 2018, in consolidation with the Statewide General Election, The Sonoma County and Marin County Registrars of Voters have certified the election and provided Certified Statements of the votes cast in the City of Petaluma on November 6, 2018, DISCUSSION The Sonoma County and Marin County Election Departments have received and canvassed the votes from the November 6, 2018 election. The canvass commenced was open to the public and included, but was not limited to, the following tasks: a. An inspection of all materials and supplies returned by poll workers. b. A reconciliation of the number of signatures on the roster with the number of ballots recorded on the ballot statement. c. In the event of a discrepancy in the reconciliation required by (b) above, the number of ballots received from each polling place was reconciled with the number of ballots cast, as indicated on the ballot statement. d. A reconciliation of the number of ballots counted, spoiled, canceled, or invalidated due to identifying marks, overvotes, or as otherwise provided by statute, with the number of votes recorded, including vote -by -mail and provisional ballots, by the vote counting system. e. Processing and counting any valid vote -by -mail and provisional ballots not included in the semifinal official canvass. f. Counting any valid write-in votes. g. Reproducing any damaged ballots, if necessary. h. Reporting final results to the governing board and the Secretary of State, as required. The Sonoma County and Marin County Registrars of Voters have certified the election and provided Certified Statements of the votes cast in the City of Petaluma on November 6, 2018, FINANCIAL IMPACTS None for this action specifically, other than the staff time to prepare the staff report. The City's share of the cost of this election has not yet been determined. The 2018-2019 budget allocates $135,000 for the 2018 election. ATTACHMENTS 1. Resolution No. 2018 -XXX N.C.S. of the City of Petaluma, California DECLARING CANVASS OF RETURNS AND RESULTS OF THE REGULAR MUNICIPAL ELECTION HELD NOVEMBER 6, 2018, IN CONSOLIDATION WITH THE STATEWIDE GENERAL ELECTION WHEREAS, the City of Petaluma conducted a Regular Municipal Election on November 6, 2018, in consolidation with the statewide Gubernatorial General Election; and, WHEREAS, the votes from said election were received and canvassed by the Sonoma County and Marin County Election Departments, and the returns thereof were ascertained and declared in all respects as required by law: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: (1) The City Clerk is hereby instructed to enter this Resolution on the minutes of this meeting as a statement of the result of said Election; (2) The total number of ballots cast on the City of Petaluma City Council and Petaluma Joint Union High School District Board election held on November 6, 2018, were as follows: Petaluma City Mayor Total % (Elect 1) Teresa Barrett 14,592 53.9% Mike Harris 11,267 41.6% Brian P.
