HomeMy WebLinkAboutStaff Report 4.A 01/07/2019DATE: January 7, 2019 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Claire Cooper, City Clerk SUBJECT: Resolution Appointing Kevin McDonnell as Vice Mayor for 2019 RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Appointing Council Member Kevin McDonnell as Vice Mayor for 2019. BACKGROUND Council's Rules, Policies, and Procedures state that the Vice Mayor is to be selected at the first meeting in January each year, and serves a one-year term. The selection is based on seniority. In the case of newly seated Council Members, seniority is established by the number of votes received at the time of their election. If a Council Member does not accept the appointment, the member's name shall go back to the bottom of the seniority list. The Council's Rules, Policies, and Procedures state that no member shall serve a second term as Vice Mayor until all the other members of Council have had an opportunity to serve. All incumbents or returning Council Members have served as Vice Mayor. DISCUSSION Council Member McDonnell received the highest number of votes of newly -seated Council Members in the November 2018 election, and has not yet served as Vice Mayor. FINANCIAL IMPACTS None, other than staff time preparing, printing, and copying this report. ATTACHMENTS 1. Resolution Attachment 1 Resolution No. 2019 -XXX N.C. S. of the City of Petaluma, California APPOINTING COUNCIL MEMBER KEVIN McDONNELL VICE MAYOR OF THE CITY OF PETALUMA WHEREAS, the City Council's Rules, Policies, and Procedures provide, at Section V(B), that the Vice Mayor shall be selected at the first meeting in January and serve for a one- year term; and, WHEREAS, said selection shall be based on seniority; and, WHEREAS, the Rules, Policies, and Procedures further state that no member shall serve a second term as Vice Mayor until all members of the City Council have had an opportunity to serve; and, WHEREAS, Council Member Kevin McDonnell received the highest number of votes of newly -seated Council Members in the November 2018 election, and has not yet served as Vice Mayor. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby appoints Council Member McDonnell as Vice Mayor for the calendar year 2019. Under the power and authority conferred upon this Council by the Charter of said City.
