Councilman absent; Allen., READING iOF THE JOURNAL The minutes .of the ,last regular meeting of August 6th and the Special - Meeting of August 14th were read and approved as recorded. REPORTS OF GITYY OFFICERS The financial re ports of the Auditor and Treasurer for the month of July were read and fi -led,; also ,the report of City Engineer F rost on the completion of the sewering of Fifth Street, and 'the report of the City Engineer and the S.uperint,endent of Str-6et,s in regard to the examination of the records of E Street, between Sixth and Seventh., read and filed... REPORTS OF STANDING CODA The Finance Committee rendered its report of the allowance of numerous c laims against th City and Councilman Mc.Cargar introduced and Councilman Van Bebber s:e the following resolution, to -wit: Reasolution #2799 0 . S "BE TT RESOLVED THAT the auditor be and he is hereby directed to draw warrants against the various City Funds -in payment of the claims allowed and approved this day by the Finance Committee., Chief_o'f Police Flohr reported the purchase of a horse .for the city Poundmaster. - City Attorney Burke reported having written to Webster & Craft in re- gard to the city taxes on the shoe factory. Mayor Sales stated. that Mr. Webster expects to be here.shortly to confer with the Council on the matter. PETITIONS AND COi� +if>.t M10ATIONS : A communication was read from C. A. Mudget of this city, asking that a- franchise be granted him.to operate a motor,power street car service. Later brought 'up under new business and on motion by Councilman Farrell, seconded by Councilman MaCargar,.the same was ordered placed on file. A letter from the California State Board of Health, urging that we send representatives t the California League of Municipalit at Coronado read and ;filed. Later brought up under new business and on motion by Councilman Farrell:,, seconded by Councilman Van Be-bber,. the Mayor -was delegated to represent the City at said conference. A. communication ;from -the City Health Officer, asking that a rest room be provided for ladies in the city hall that.whenever available dirt be dumped in vadison Street in order to raise the street level;, and that the Superintendent of S'treets -be requested to remove the ,waste receptacles on the stre and at parks at least weekly, read an filed. 1 1 I 1 e 0AV Attorney Donahue presented a petition from 25 property owners on North Main.Straet, a king the.Council to take necessary action to prevent the driving of cattle: throu_gh`the principal streets of the City-during the hours of .5:0.0 A.. M. and 6::00 P M. On motion by Councilman Farrell, seconded by C'ounc.ilman Riewerts, the Mayor appointed a committee consist- ing. Councilmen Farrell, Riewerts•and Van Bebber to submit an ardinance governing the'matter. INTRODUCTION OF ORDINANCES The following ordinance was introduced by Councilman Farrell,to- wit:: Ordinance No. 230 C., S. An .ordinance regulating the construction, alteration or repair of buildings for business purposes, in the City of Petaluma out- side o.f the fire limits, requiring a permit to be obtained therefor from the City Council, and fixing a penalty for the violation. Approved by the City Attorney and ordered pasted® The following ordinance was introduced by Councilman Batthelor,to -wit; Ordinance No. 231 C. S. An ordinance repealing Ordinance No. 227 C. S. approved the day of August, 192'3 by W. Z. Sales, Mayor of the City of Petaluma. Approved by the.Cty Attorney and ordered posted. ADOPTION OF ORDINANCES: Ordinance to '.229 C. S. .came up regularly for adoption; said ordinance directing the improvement of "VI Street, from the northerly approach to the; e bridg. to the northerly line�of Hopper Street, in the City of Petaluma, adopted by the following vote, to - wit: AYES C ouncilman Batchelor, Farrell, Mc C'argar,,.Riewerts, Van Bebber and.Mayor Sales; Noes none; absent Council- man Allen. - NEW BUSINESSil Councilman Farrell brought up -the matter of the unsafe condition of Bridge Street,, especially for heavy trucking, and it was referred to the City Engineer and.Street Superintendent for examination and for an estimate of what would cost for the improvement of the .sane. Resolution #2500 C. S. intro duced by Counci Farrell, seconded by Councilman. Van Bebber., author- izing the Mayor to appoint a City .Planning. Commission., consisting of five residents of the City o f Petaluma, adopted by 6 affirmative votes. The matter of a, culvert on Sunny Slope Ave. #as discussed and referred to the Street Committee, for 'further .investigation. The matter of the collection of a 191.7 street owned by Jorgen Anderson, was referred to the City Attorney for examination. Mr. Green also a property owner on Sixth 'Street, stated that:he would ask X1200. an acre for his land, - the same price as asked by Mr. xosellie In this connection the question of the correct ownership of the land arose and on.motio-n by Councilman Farrell, seconded by Councilman Batchelor, the Mayor was authorized to appoint an attorney to examine the abstract, on said property. On *motion by Councilman Farrell, seconded by Councilman xiewerts, the 118yor was requested to take the matter of the care of the city flags up with the Park 06,nis'sioners and the janitor at the city hall. The clerk was instructed to send a letter of thanks to TuTr. Collier for providing machines for the Councilmen for the Egg Day Parade. City Attorney Burke reported on.the G St,raet opening, stating that a conference would. be held with fir. Cole in regard to it. Councilmen Varrell,,`Van Bebber and Batchelor were appointed a committee fo investigate plans for a fire pressure system for the city and for the reconstruction of the lower floor of the city hall into a fire station, to re.port back at the next meeting, MC The question 'of payin � g' the.'.-BrIdge, Tenders out of -the River an d Water Fund was brought up and was referred to the City -Attorney.
