October 5th, 1925.
Regular meeting of the Council of the City of Petaluma called
to order by Mayor Sales.
ROLL CALL:
Councilmen present: Farrell, Glahn, Jessen, Riewerts, Van
Bebber Mayor Sales.
.Absent: Councilman Ingerson.
READING OF THE JOURIIAL
The minutes of the last regular meeting of September 21st were
read and approved as recorded.
REPORTS OF CITY OFFICERS':
The monthly reports of the Police Judge, Wharfiriger, Poundman,
Auditor and Treasurer were read and filed.
, REPORTS OF STANDING CO1MdITTEES
The Finance Gomniittee rendered its report of.numerous claims
against the City, whereupon
Resolution #3192 C.S.
introduced by Councilman Van Bebber, seconded by Councilman Jessen,
directing the Auditor to*draw warrants against the various City Funds
in payme .of claims allowed and approved by the Finance.Committee,
adopted by 6 affirmative votes, 1 absentee.
Councilman GlahA reported that the request of Contractor M.C.R.
Nelson for permission to build a bridge across Thompson Creek at 7th
and "G" Streets had been granted by the Street Committee.

Letter frorn Wm. J. Brandon, Bridge Tender,- requesting a change
in his hours t permit of some time off and every other Sunday off, read
and filed. Latex brought up under the head of new business and referred
to the Mayor.
Communication from E. J. Dole, Attorney -at -law, protesting
against`the proposed zoning ordinance., read and filed.

The, committee appointed to investigate the application of M.
Lere'r & Sons for permission to build a shed on Washington St near. Gray
St., reported in writing that in their opinion there should 'be no
objections to said construction, whereupon

introduced by Councilman Riewerts, seconded by Councilman Glahn, grant-
ing application, was adopted by 6 affirmative votes, l absentee.

introduced by Councilman Farrell, seconded by Councilman Van Bebber,
directing fthe Auditor to draw a warrant on the Municipal Street Impv.
Bond Fund for ;826;.64 in favor of the City i�reasu.rer for the redemption
of Bonds Nos. I and 2 on the Edith Street Improvement, adopted by.6
affirmative votes, l absentee.
Bridge Tenders to be paid from Street Fund:' 1.
Resolution 4,3195 C.S.
introduced by Councilman Jessen, seconded by Councilman Van Bebber,
amending Resolution #28:16 C.S. to read that the salaries of the bridge
tenders hereafter be paid from the Street 'fund, adopted by 6 affirmative
votes, 1 absentee.
Street Impv.
The City Engineer asked ..for further time in which to - submit plans,
spacifi- cations and estimates for the improvement of "E" Street; between
'6th and -7th Streets. Time was given until the next regular meeting in
which to file said plans.
�Cou:ncilman Glahn brought up the subject of automobiles parking
in :front of the few remaining hitching rails and it was the consensus
of opinion that signs should be placed reserving the space for the
horse -drawn vehicles.. ieferred to the Chief of Police with power to act.

the street it being in a deplorable statte at the ,present time, due to
the settling and leaking of the water mains. On motion by, Councilman
Farrell, seconded by Councilman Van Bebber, the C lerk was directed to
notify the water company to put the said mains in proper condition with-
in 30 days time, otherwise the City would do the work at their expense,
Edith St. re- assessment:
The Superintendent of Streets having filed a re- assessment of
Edith Street,
Resolution #316 C.S.
introduced by Councilman Farrell, seconded by Councilman Van Bebber,
setting Monday, the 2nd day of lu•ovember, 1925, at 8 o'clock P.M. at the
Council Chambers of the City of Petaluma, as the time and' place when
any person interested might appear and be heard, and furthering order-
ing the Clerk to publish notice of said hearing in the Petaluma " 5L
was adopted by 6'affrmative votes, 1 absentee.
. The Street Superintendent was instructed to notify the Pacific
Gas & Electric Co. that the work of replacing their ditches must be
done according to ordinances.
Central live .
The hearing against the Central.Avenue ass essment was-continued
until next meeting
Attorney G. P.,Hall addressed,.the Council. stating that the
polic officers were not aware of their rights in arresting law - breakers
and that they have not sufficient - knowledge of the law to aid them in
their work:. The City Attorney was directed to prepare a pamphlet for
their use, instructing them of their duties and rights. Mr. Hall
also spoke of the - unnecessary noise made•by•motorcycle parties-and
automobiles. .
A deed for the acceptance of the street„ running through Batch,elbr
Terrace was submitted by the City Attorney and referred to the Street
Committee to investigate and report back.
The manner in which the Oalizornia 'Theatre bloc.ades the sidewalk
and street during the sale of tickets was brought up by 1 1 4r. Hall and
referred to the Chief of Police.

BE !T-RESOL EJ7 THAT Whereas, our City was shocked and overcast by the
dark clouds of sorrow by the sudden demise of our honored and e stitnable
Frank A. Cromwell;, and,
Whereas, this City has lost-a most faithful, public spirited and
efficient official; and
Whereas, the bereaved family of the deceased has been forever parted
from the earthly association with a devoted husband, a loving and honored.
father, upright in -his every dealing, and painstaking and thorough in
the discharge of his duties to iris family and his clientele;.
Therefore, be It Resolved, that when this Council adjourns tonight
it adjourn out of respect to the memory of frank A. Cromwell, and that a
copy of this resolution be :forwarded to his grief stricken family;
adopted by 6 affirmative votes, l absentee.

of respect to the - memory of the late Frank A. Cromwell.
