HomeMy WebLinkAboutStaff Report 3.A 01/28/2019A 4j[ - DATE:- DATE: January 28, 2019 TO: Honorable Mayor and Members of the City Council through City Manager z¢ FROM: Dara- St f , F CE — Director, Public Works and Utilities Department Patrick Ca er — Management Analyst II SUBJECT: Resolution Authorizing Execution of a Surrendered and Abandoned Vessel Exchange Grant Application for $20,000 for the Petaluma Marina and Designating the City Manager as the Authorized Agent to Execute All Documents Necessary to Accept Grant Funding on Behalf of the City of Petaluma RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Authorizing Execution of a Surrendered and Abandoned Vessel Exchange Grant Application for $20,000 for the Petaluma Marina and Designating the City Manager as the Authorized Agent to Execute All Documents Necessary to Accept Grant Funding on Behalf of the City of Petaluma. BACKGROUND The State of California Division of Boating and Waterways (DBW) has awarded the City a grant of $20,000 effective through September 30, 2020 in the second round of the FY 18/19 Surrendered and Abandoned Vessel Exchange (SAVE) Program. This grant enables the City of Petaluma to remove surrendered and abandoned vessels at the Marina or in the Petaluma River. The City applied for, received a Council resolution for, and was awarded $8,600 in FY 17/18. Additional funding became available for FY 18/19, which staff applied for and which has been awarded, contingent upon the Council approval of the resolution attached to this staff report. The additional funding would enable the City to remove more surrendered and abandoned.vessels. DISCUSSION This grant will fund the removal of derelict vessels from the Marina or Petaluma River. Last year the City removed a derelict vessel from the Marina by using the grant awarded to the Sonoma County Sheriff's Department. The Sheriff's Department informed the City that they would not be applying for the SAVE grant for this fiscal year, so the City applied for and was awarded a grant of $8,600. The second round of funding to which the City applied amounts to $20,000. Use of the SAVE grant funds will require a 10% City match, which may include some in-kind services. The City currently has possession of at least two vessels that require removal and can benefit from this grant. It is recommended that the City Council approve the resolution, enabling the City to better eliminate derelict vessels from the Marina and Petaluma River. Without the grant, it is unlikely that the City could fund this activity. FINANCIAL IMPACTS This grant will reduce the City's costs for removing derelict boats and the 10% grant match for the SAVE program, not to exceed $2,000, is included in the Marina budget. The DBW may accept in-kind contributions such as staff time towards the City's 10% match, which serves to reduce the direct financial impact of the grant. ATTACHMENTS 1. Resolution 2 RESOLUTION AUTHORIZING EXECUTION OF A SURRENDERED AND ABANDONED VESSEL EXCHANGE GRANT APPLICATION FOR $20,000 FOR THE PETALUMA MARINA AND DESIGNATING THE CITY MANAGER AS THE AUTHORIZED AGENT TO EXECUTE ALL DOCUMENTS NECESSARY TO ACCEPT GRANT FUNDING ON BEHALF OF THE CITY OF PETALUMA WHEREAS, the State of California Division of Boating and Waterways (DBW) has awarded the City of Petaluma a grant of $20,000 for the Surrendered and Abandoned Vessel Exchange (SAVE) Program; and WHEREAS, the City of Petaluma has derelict vessels at or near the Marina and in the Petaluma River that need to be removed; and WHEREAS, in the past the City partnered with the Sonoma County Sheriff for removal of derelict vessels through their SAVE grant, which they chose not to renew for the 19/20 fiscal year; and WHEREAS, this grant will enable the City to better manage the Marina and the Petaluma River and minimize the accumulation of derelict vessels; and WHEREAS, this SAVE grant will reimburse the City up to $20,000 for the removal of derelict and abandoned vessels after a 10% City match. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby authorizes the City Manager to execute all documents necessary to accept grant funding for the SAVE grant in the amount of $20,000.
