BACKGROUND Vacancies exist on several City and City -related Boards and Commissions, Former Planning Commissioner Gina Benedetti-Petnic has become the City Engineer, and former Recreation, Music, and Parks Commissioner Kevin McDonnell has been elected to City Council, Former Youth Commissioner Caitlin Quinn has been elected to the Petaluma Joint Union High School District Board of Trustees. All have resigned their commission posts as a result. DISCUSSION Press releases were sent to the Petaluma Argus -Courier and Press Democrat regarding the upcoming appointments. The attached "Get Involved" flyer was distributed at City Hall, the Petaluma Community Center, Petaluma Library, and the Historic Library and Museum, Information was posted to the City's website and Facebook page, and on NextDoor. Announcements were sent out on the City's Email Listserve. The deadline for new applications was Thursday, January 17, 2019, at 5:00 p.m, Applications submitted by that date have been reviewed for completeness and consistency with applicable eligibility requirements and are attached to this report for the City Council's review and consideration, FINANCIAL IMPACTS Costs are limited to staff time to prepare materials for the recruiting of volunteers, and are contained within the operating budget. I have five years of professional land use planning experience with the County of San Mateo. Four years in Current Planning processing permit applications of all types, making presentations to the Planning Commission and one year in Long Range Planning working on the transportation plan. 20+ years experience as a real estate investor flipping old homes and managing small residential apartment buildings. My father was a bricklayer and a general contractor. When the economy was good, he had work. When the economy slowed down, he had less work. As an adult, my economic success has also been tied to the ebb and flow of the construction cycle and the real estate cycle. I have a deep, experiential understanding of these construction/ real estate cycles. I am an avid walker and a student of architecture. More than that, I have written extensively about the importance of a pedestrian-oriented downtown that serves as the heart of the community and brings in tourist dollars. I have a deep, experiential understanding of the organic growth of a city (like an organism). When I lived for four years in Pagosa Springs, Colorado, I wrote extensively about the above topics and, also, the fact that Pagosa Springs was a tale of two towns. Development in the old part of the town was strongly resisted for several decades. As a result, a second part of town literally five miles away grew into the commercial center (but not the heart) while the historic center of the town floundered to this day. Pagosa Springs is very different than Petaluma but the "tale of two towns" provides some important lessons for Petaluma today. We need more housing but existing single family houses do not pay enough (property tax and sales tax) to maintain the streets, sewer, fire, police, etc. Single family housing is an unsustainable financial model here and in many cities. Our General Plan population growth projected a 27% population increase from 2005 to 2025. 1 expect a similar population growth from 2025 to 2040. 1 want to facilitate the community conversation for a positive vision of this future. Our future of growth is up, not out. Petaluma's Urban Growth boundary expires in 2025. 1 believe it is critical that we maintain that boundary into the distant future. High density housing will pay for itself (property tax and sales tax) in a way that single family housing does not. This is a future that needs to be carefully planned and discussed. I have much to offer this conversation and planning process. This is a unique time as Petaluma will begin building some of these taller, more dense buildings. Much of my career is old house renovation including flipping houses and investing in rental units. What do you think qualifiesyou to serve on the Planning Commission? Five years of professional land use planning experience with the County of San Mateo. Four years in the Current Planning Department processing permit applications of all types, making presentations to the Planning Commission and one year in Long Range Planning working on the transportation plan. Have obtained many permits for projects as owner and as general contractor. 20+ years experience as a real estate investor flipping old homes and managing small residential apartment buildings. Sat on a small town Planning Commission in Pagosa Springs, Colorado. I have a deep, experiential understanding of the construction and real estate cycles. I have written extensively about the importance of a pedestrian -oriented downtown that serves as the heart of the community and brings in tourist dollars. In Pagosa Springs, Colorado, I wrote much about the tale of two towns. Development in the old part of the town was strongly resisted for several decades. A second part of town five miles away grew into the commercial center (but not the heart) while the historic center of the town flounders to this day. This "tale of two towns" provides some important lessons for Petaluma today. in What do you see asthe best solutions, both long and short term, for economic development in Petaluma? High density residential development in key, carefully chosen locations. The Central Petaluma Specific Plan covers this but we need to also identify locations on the East Side. Single family residential housing is an economically unsustainable model for long term economic success in Petaluma and in many other cities across the U.S. Imagine a city block with 25 houses paying property tax and sales tax in town. The income generated into the city coffers does not cover the long term cost to the city of maintaining roads, sewer, water, fire and police. Now imagine that a higher density of development is allowed on this same city block and that there are now 100 residential unit paying four times the property tax and four times the sales tax in town. At some point, we get to long term financial break even for the city and, eventually, a positive cash flow. The future of new development in Petaluma is upward, not outward. Maintain the Urban Growth Boundary well into the future. Encourage high density buildings in the right locations Short term, we need a local Bay Area solution to dredging of the river. More development will turn towards and pay respect to the river over time. We need to protect the historic nature of the downtown and continue to make it a pedestrian -oriented must -see place to hang out for locals and tourists alike. This doesn't mean "hands off' downtown but rather new development must complement the older buildings and protect them. Not match or simulate the old but rather honor our history in a new way. Imagine yourself asa visitorto Petaluma. What do you see physically, economically, and environmentally as you walk around town? The East Side is not pedestrian oriented but is very automobile oriented. The Lynch Creek trail is a beautiful antidote to this problem. Can we get another trail system going like this? What about with the Rainier cross town connector? Hopefully that will have a separated bicycle/hiking path attached to it. Traffic is a dominant feature of the landscape of the entire town. I don't have any big ideas for fixing traffic. Population growth will continue. Other than Rainier and the Caulfield Connector for the Riverfront project, the road system is not going to grow or change much. I walk around town a lot. We need to pick up more dedicated bicycle routes/paths. I like the proposed "road diet" for the southern section of Petaluma Blvd. I love the new SMART train. I dream about one day taking a hovercraft boat from Petaluma to the S.F. Ferry Building and jumping on the High Speed Rail train. But to answer this question ... Petaluma has begun to gentrify. That process will continue. As real estate prices go up, deeper pockets will improve the existing housing stock. I lived in S.F. for 17 years and watched gentrification at work. Those same forces are already here in Petaluma. I love the mix of old and new. Parts of the downtown at and around the river are surprisingly industrial. Think PG&E, the grain mills and even the river itself. That's not a defect. That's the Character of our town that we love and that we are working with. Petaluma is defined by: 1) the river, 2) the mountains, 3) the surrounding agriculture, and 4) the industrial working character of the City. c23 the General Plan (Plan) isthe guiding document and vision forthe City. How would you interpret the policies and goals articulated in the plan? How flexible would you be and would you feel comfortable not approving specific land usesallowed in the Plan? When contemplating new development, the General Plan document is the place to start. Step two is to go walk the neighborhood of the project. Every block is different. The City is a woven fabric. Only by getting out and walking the streets around a project can we evaluate whether and how a proposed project would fit into the existing fabric of development and land use. A project has to make sense on the ground even more so than comply with the vision of the General Plan. The goals and the policies articulated in the General Plan are the already agreed to public vision for future growth. In general, that is the guiding document. But there will be cases where the restrictions of or the allowances of the General Plan are too narrow or too broad. There might need to be a well -advertised legal process to modify the General Plan in the case of approving something not "allowed" by the General Plan. Declining a project which seems to be allowed by the General Plan should be done in a well articulated manner that demonstrates clearly why the situation on the ground is, in that one case, not a good match for the as -built fabric of the City. The growth management system has been an element of the development process in Petaluma since 1972, and an Urban Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With these two major policies in mind, and given the pressure for ongoing growth during the next decade or so, what two or three policies and programs would you promote to protect the historic, cultural, and physical aspects of Petaluma? As a rule, we can expect some members of the public to object to any higher density developments. The Urban Growth Boundary expires in 2025. 1 hope that we extend it well into the future, long before the expiration date. The future of population growth in Petaluma is up, not out. I believe that we can expect the population of Petaluma to continue growing for the next 50 years in a similar fashion as the last 50 years. This may not be a popular thing to say but I think that it represents what is actually happening. When the building moratorium went into effect in 1971, the population was something like 25,000. Today our population is 60,000. 1 think that we work to find proper locations for high density development. We educate the public on the fact that single family residential development doesn't pay for itself long term and that high density development can fix the City budget so that streets can be maintained and infrastructure updated. High density development should be profitable for the developer and, therefore, we can ask more from the developer starting with quality architecture that reflects and complements the historic nature of our downtown. I think that newer high density development can be woven into the fabric of the older historic buildings. By definition, the select locations for high density development should be within walking distance to retail shops and public transit. 04 How would you add resscurrent and future flooding issues for Petaluma? All new development must demonstrate that it will not increase the risk for future flooding on the site or in the neighborhood. All new projects must be designed with maximum flood levels in mind. How would you addresscurrent and future traffic congestion in Petaluma? Our road system is nearing full capacity. Other than Rainier and few other projects, our road system is at maximum build out now. I am a huge fan of the SMART train. It will take many years to be fully utilized but it's a great start. New high density development should be located within walking distance of retail and public transit. As our population grows, we can justify new public transit options such as new buses. We are only at the very beginning of encouraging the use of bicycles with bicycle paths. There are new motorized scooters and bicycles being developed. Services such as Lyft and Uber should be encouraged. The old days of 2+ privately owned cars per household can be slowy shifted to more community-based transportation systems. The City will need to build a few more parking garages where and as the demand calls for it. Traffic congestion is not going away. It will max out with the maximum capacity of our existing roadways. The key is to create multiple new modes of transportation and to explore, over time, which are the most effective alternatives to single occupancy car ownership. The limits of our roadway system will, over time, encourage new modes of getting around town. 015 What infill policies do you think should be adopted in light of the Urban Growth Boundarypassed by the voters? High density development should be encouraged within walking distance to retail and public transit. The public will protest each of these projects. The population of Petaluma will continue to grow. New housing will continue to be built. The future is up, not out. The Urban Growth Boundary should be extended well beyond its expiration date in 2025. Single family residential sprawl as a land use plan is now dead. The City Council is currently approving the last of the single family subdivisions and also beginning to approve some of the first four and five story buildings. Rather than resist ongoing population growth, we must continue to plan for it and build it with a predictable steady approach. There are opportunities to educate the public about this steady approach to growth especially as the General Plan and also the Urban Growth Boundary expire in 2025. I have read and reviewed the ordinances and procedures governing the primary roles of the planning commission, and have followed the projects and decisions being considered by the commission. My professional and academic background spans several relevent policy areas, including general land use, zoning, greenbelts, urban growth boundaries, and potential financing sources for affordable and workforce housing. Following the great recession, Petaluma has done a remarkable job asserting itself as a visitor destination. The combination of the theater district, downtown revitalization, expanding mixed use on the riverfront, increased retail on the central and east sides, and the completion of the SMART train have seemingly expanded regular visitor traffic. However, with the increasing cost of living and declining rental and ownership afffordability, long term economic sustanability would appear to be in doubt. In the short term, I would propose intensifying scrutiny for projects that could have a higher density of rental units.The recent amendment of the inclusionary -zoning ordinance, to increase in -lieu fee costs was an excellent first step in tackeling affordability. That being said, we need to maximize remaining infill space to protect our urban growth boundary. In the medium term, I would propose amending or reduing height restrictions for higher density infill land, and propose evaluating how increase building heights could be design with the city's historical character in mind. To prevent spawl, Petaluma will either have to stop growing at some point, or build up. As a working professional, I would prefer building upwards. In the long term, I would propose utlizing programs such as economic opportunity zones to create several community focal points on the central and east sides of town that goe beyond neighborhood specific plans. I understand that the central specific plan is supposed to create a true center for the city. However, the city would benefit economically and in terms of traffic, if the city weren't so reliant on the historic downtown and a future long guestating developement in the center of the city. Finally with cities large and small being sued into creating districted elections, it is likely only a matter of time before a similar process is forced on Petaluma. In that scenario, economic and community ,development will need to be more distributed. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? Environmentally, I see a community surrounded by farms, marshland and distant mountains that clearly respects openspace. I see a river that clearly needs to be dredged, but many wonderful parks. Though upon further inspection, I get concerned about the city's surface and groundwater recharge. Physically I see two communities, divided by a river. One community has a beautiful historic quality with a vibrant downtown. However, that community is clearly lagging behind in road maintenance, and has crammed more people and cars than its narrow streets than it sustainably handle. And while the plethera of trees and greenery surrounding each the aging homes is pleasant to look at, there is clearly a lack of consideration for defensible space and basic fire percautions. As a visitor the city, who had heard about the 2017 wildfires, I am confused by this lack of preparation. As I cross to the otherside of the river and sift through a suprising amount of traffic, and I wonder why there are so few cross town connectors. There is clearly some need for additional crossing points on both the northern and southern parts of town. I also wonder why there isn't a SMART stop on the east side of town. I would have taken the train, but it would have been impractical to explore the other side of town on foot. The other community was clearly developed much later, and has a great deal more retail and defined land use. I notice right away, that unlike the other side of town, I can't really safely walk this side of town. I also wonder if the residents are frustrated that business parks, retail, and housing are clustered in such a way that using a car would practically be mandatory if a person worked and lived on that side of town. Economically, I notice that the west side of town has a lack of affordable retail options, yet has an unusual number of homes broken up into apartments. This makes me wonder if the people living in them have to drive to the east side of town for affordable groceries and clothing. The General Plan (Plan) is the guiding document and vision for the City. How would you interpret the policies and goals articulated in the plan? How flexible would you be and would you feel comfortable not approving specific land uses allowed in the Plan? The General Plan clearly definies the purposes behind prescribed goals, policies, and programs, and also distinguishes between those items which must or should be followed. The General Plan has also undergone several modifications, with site specific and neighborhood plans, and modifications to the housing element and zoning ordinance. As a Planning Commissioner, I would keep these changes and distinctions in mind when articulating the policies and goals articulated in the plan. I would also keep in mind the intent of the community at that time, who seem to have been extensively surveyed during the Plan's crafting. And when facing decisions that involved factors, not necessarily covered in the Plan, I would keep in mind the overall intent of the Plan to sustainably grow grow the community without sacrificing future needs. And to that end, I would also take a firm stance on anything that intrudes upon the urban growth boundary or compromises the city's natural resources and water supply. If a project fulfilled the Plan's acceptible use (or other corresponding documentation) but in some way compromise the future social, economic, or environmental health of the city, I wouldn'y have a probem not approving the project. Based on Title 21, the Plan, other related documents, and votes taken by the commission in the past, the body isn't obligated to approve a project based on technicality. That being said, the commission is clearly not meant to just reject a project on a whim. The growth management system has been an element of the development process in Petaluma since 1972, and an Urban Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With these two major policies in mind, and given the pressure for ongoing growth during the next decade or so, what two or three policies and programs would you promote to protect the historic, cultural, and physical aspects of Petaluma? In my mind, housing is intrinsically connected to the long term economic development of the city, so some of this answer will be a repeat. First, I would promote building upward where possible, to maximize infill, and prevent unnecessary encroachment into the urban growth boundary. I understand that for some, having any moderately tall buildings in an attack on Petaluma's historic and cultural character, but I don't believe that to be the case. We can build upward without damaging the city's historic buildings and sections. Otherwise, the city might become historic in population or sprawl beyond its urban growth boundary out of desparation. Second, I would promote banning vactation rentals. I understand that increased restrictions have been implmented, that enforcement is a cost issue, and that the city receives fees from lawful rentals. Third, I would promote looking into loosing restrictions on granny units in certain areas, and the development of cottage homes. Fourth, I promote banning the purchase of second homes with a sunset clause based on improved vacany rates. I'm not trying to imply that Petaluma has a serious second home problem, but as a policy option, it is low hanging fruit. 7 How would you address current and future flooding issues for Petaluma? To be honest, after reviewing the goals, policies, and programs prescribed in the Plan, and learning more about city's flood plain management, I don't have a lot of recommendations to make at this time. How would you address current and future traffic congestion in Petaluma? It would be easy for me to say that the freeway expansion needs to be completed through Petaluma, and that the city needs to add two more cross town connectors. Because I know that the freeway expansion will take more time, and because I don't have a funding solution for the cross-town connectors, I will shift my answer elsewhere. The economics of Petaluma seems to betray its traffic desires. There are a plethera of small apartments subdivided into homes on the west of town, yet the only affordable shopping is essentially on the east side of town. On the east side of town, land use is so concentrated by type, that walking is impractical unless your home happens to be near the office park or large retail stories. I don't think a reduction in traffic congestion will be possible unless the east side of town is able to have more integrated mixed land use. And similarly, I don't think traffic congestion will be reduced unless the west side of town allows for more affordable retail options. The downtown area seems grow in high end clothing and salons, yet target is the closest option for an affordable pair of jeans. 0 What infill policies do you think should be adopted in light of the Urban Growth Boundary passed by the voters? I'd like to study the changes in traffic patterns as it relates to the existing infrastructure of this city as we add more housing and developement and density to areas formerly untouched. Petaluma has several long time businesses and agricultural sites that are located within the town limits that provide economic stability and jobs to this area. In addition, we are lucky to have a revitalized downtown which continues to thrive as the years pass by. In short and long term I feel that it is important to continue providing support for these groups as we continue to expand and grow this City. Location provides Petaluma with the advantages of new businesses coming into town and giving the City more of an economic backbone and providing services and jobs to local residents. However, the proximity to the City also contributes to the fast growth pattern that is happening around us currently. I would like to see a long term plan that protects the existing agriculture and businesses, while looking at the town holistically. The east side and the west side should be considered together and a development plan which allows smaller pockets and neighborhoods to thrive independently. I would want to be sure that the zoning of areas in our City are carefully studied, in that each neighborhood is able to have independent retailers to support the adjacent community (provide community support and jobs), ample parks, green spaces, and preserve the beauty of the City. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? I was a visitor to Petaluma not too long ago and came here often to take in the views and sites of this town. Physically, and economically, I have always been inspired by the architectural beauty of the downtown buildings and the vast number of retailers and restaurants in the downtown area. I still find it to be my most favorite activity to just stroll around downtown or theater district window shopping. I find that I am always seeing something new in our downtown area to cherish. On the flip side, as a visitor, I am a little confused by the layout of the neighborhoods on the East Side. As an outsider, they seem very separated from each other, gated and each one with a different economic make-up than the other. As an designer, I envision that different developers were allowed in to build each site, one at a time, but there does not seem to be as much cohesion between these neighborhoods, nor does there seem to be a way in which these areas could independently thrive. Environmentally, I am blow away by the great strides that are taken by the members of this community in terms of the attention to maintaining the surrounding land and providing the community with services such as recycling and composting. I am also seeing that there is revitalization occurring along the river, though some attention may be needed to support the river itself. I'm seeing that the town is economically stable. There is construction occurring in many areas around town, and there seems to be many homes already sold or on sale. The growth of the City is apparent. 141 The General Plan (Plan) is the guiding document and vision for the City. How would you interpret the policies and goals articulated in the plan? How flexible would you be and would you feel comfortable not approving specific land uses allowed in the Plan? I have taken some time to become familiar with the Plan as it was laid out in 2008. A Master Plan document of this scale should be used as a guide to provide focus on the end goal which is articulated, and the overall history and purpose that is communicated within the Plan. The General Plan will not be able to anticipate changes in the economy based on natural disasters or other unforeseen issues. This is why I feel it best to study the Plan and utilize all of the information gathered and make educated decisions that are in line with the General Plan in all possible cases, while keeping in mind the overall guiding principals as laid out in section i.3. In addition, it is important to work within the guidelines as much as possible, while keeping an eye open to the every changing diverse climate around us. The growth management system has been an element of the development process in Petaluma since 1972, and an Urban Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With these two major policies in mind, and given the pressure for ongoing growth during the next decade or so, what two or three policies and programs would you promote to protect the historic, cultural, and physical aspects of Petaluma? 1. Ensure that the historic corridor and other sites which contributed to the conception of this City are well protected by providing historical building or green space status. This ensures that the parts of this City that contribute to the deep history of Sonoma county are well preserved. 2. While we physically grow in Petaluma, ensure that the residents in are given an opportunity to live and work within the boundaries of this City by supporting existing and new businesses and allowing for the opportunity of growth. I believe it is important to provide residents with an opportunity to work locally. 3. Similarly, I believe it is crucial to the environmental wellbeing of our City as well as the well being of the residents, to maintain proper greenbelts and park areas within all construction growth locations. The other aspect to this would be to maintain proper walking paths and bike paths as we continue to build with density, to further reduce the affects of traffic congestion in the City of Petaluma L49— How would you address current and future flooding issues for Petaluma? I would like to discuss the option of dredging the river. I understand that this is a very costly issue, but also believe that overtime the built up of sediment in the river could cause major flooding issues in the downtown area as well as areas towards the north side of the river. How would you address current and future traffic congestion in Petaluma? There are three main items that I believe should be considered when discussing the traffic congestion in the city. One item would be the future plan of adding another exit into Petaluma of the highway. I know this has be discussed in the past and still remains a topic at hand. Though I do not feel that this would take away all of the congestion, and I know it would bring up other valid issues, of safety of homes and proximity to exits, I do think that this is a topic that should be and likely has been throughly researched. The other item would be to work on fast tracking the growth of the Smart Train. The addition of a North Petaluma Station, as well as extending the line to Corte Madera could alleviate some our daily traffic headed in and out of town. Lastly, I feel that we should fully evaluate infrastructure of roads and traffic patterns when looking at expanding housing and adding more people to the City of Petaluma. Properly maintaining bike paths and walking paths as we densely populate areas is also a way to reduce traffic congestion. 143 What infill policies do you think should be adopted in light of the Urban Growth Boundary passed by the voters? I understand that housing is a key component of infill within the Urban Growth Boundary and that will mean high density housing in some areas. I propose that there should be policies in regards to providing park or green space for each new community. High density areas should have their own green space or playgrounds located within the boundaries of the development. In addition, there should be areas zoned for business to support these new high density communities. Therefore: 1) Just like the County of Sonoma - the City of Petaluma needs to actively support and encourage Accessory Dwelling Units. Ideally these are Zero Net Energy (my background & experience) and Affordable. 2) Petaluma (and the rest of the region) needs a better transportation solution. The Recent MTC-ABAG work has identified several n and innovative transportation solutions and more work is needed to make the transportation (AND PARKING) situation better. HIGHER DENSITY HOUSING - like the proposed development near the SMART Train - is a great idea, and I personally am a vocal advocate - but we must recognize that unless we deal with the Parking elephant - these projects will be SLOW to develop. Solve Transportation issues, and it will be much easier to have higher density housing. 3) There needs to be more walking tours of Petaluma, beyond what is currently available from the historical society (and beer tours!) My Parents are semi -retired engineers who have worked on flooding issues across the state, including projects in Petaluma. I am well versed in flood control issues and engineering design principles. During the most recent storm I drove around the Petaluma river with my Father surveying the flood prone areas and discussing technical details and potential projects to address these problems. Yes Dredging is part of the solution - and we need to make our elected representatives at the State and Federal level work harder to make this happen. The previous efforts to erect walls are part of the solution - but with climate change and rising sea levels - we need to take a cold hard look at the science and data for our future tidal slough, and find the resources needed to implement these long term flood control projects. Help the ride sharing economy to be expanded to reach more demographics. Get more people Riding SMART. A recent study said that 45% of commuters go Marin County! (20% to Napa and only 19% to SF) That is a solve -able problem. The 101 backup leads to downtown congestion. Have better coordination between the different transit agencies. SCT needs better alignment with Golden Gate Transit on the ideal bus routes and van pools. This is a hugely under utilized resource. More Accessory Dwelling Units Higher density (with parking and transit solutions) Promote room and house sharing - especially among older citizens as the population ages (too many underutilized existing houses) Work with vacation rental providers on housing solutions for our local population while not discouraging business opportunities. I am relatively new to Petaluma (3 years), so I am not tied to the history of our city or how things used to be done. While I value that perspective greatly, it is important to have fresh eyes on issues facing the community and certainly planning is as much about the future of our community as preserving what is good and right about our past. I am a writer, speaker and a leader with those with whom I work. Communication is a large part of working on a committee and this is a strength of mine. I understand that I am representing the views of the community and not of my own. I have no ties, business or otherwise, that would prompt me to lean in one direction or the other on ideas coming before the commission and have no specific agenda except balance in any development path forward. What do you see as the best solutions, both long and short term, for economic development in Petaluma? Every solution is a trade-off and ensuring that the community understands this and benefits from the trade off is important in planning. Best solutions are balanced solutions, especially when it comes to he needs of diverse communities. Have we accounted for living space, roads, utilities, and traffic patterns when approving new business growth? Have we allowed for non -economic living spaces such as parks and green space when approving residential efforts? Long term views are important when planning. Having a plan, a direction and matching opportunities to that plan are important. It is clear that this planning commission has been comprehensive and thoughtful in their planning and I hope to lend my expertise to the implementation of that plan. Petaluma is in need of greater economic development. Keeping our residents working closer to home is good for residents, families and the environment. Petaluma needs to grow in population providing for a greater tax base and therefore greater opportunity for all. We have an very attractive community, and more and more people are looking to move here. Growing in a diliberate, planful manner will allow for growth that can be accommodated by support systems in the community. The 2025 Plan outlines the right inititaives to accomplish hese goals. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? Our downtown is the heart of our community from a person arriving in Petaluma for the first time. 'Main Street' is a very attractive aspect of our past and something that people look for and perhaps long for whether you are from Petaluma or elsewhere. Petaluma still offers that distinctly merica idea but the downtown needs a serious look to develop it in a thoughtful way that builds on, and preserves, what exisits today. We are graced with a river that is grossly underutilized. As people, we are drawn to water and many communities have done beautiful work with the waterways that run through. Oklahoma City comes to mind for me as they rejuvenated a run-down part of their city by making the most of a man-made waterway through the center. Austin is another great example of what can be done both economically and culturally with an in -town waterway. Here we don't need to build it. We need to use and develop that aspect of our center in a more thoughtful way and I see that is very much a part of he plan. We need to develop our tourism and create experiences for visitors to come and use their resources enjoying themselves here. Tourism dollars can be very impactful to a community because visitors are not taking up residence and therefore the support systems required are not as heavy. We need more affordable housing. Our young people are not able to live here which means children of families that grew up here must live elsewhere. We are an older community and must strike the right balance between all age groups to ensure a healthy, sustainable community. I see a monotone culture and welcome a community that is more reflective of the world at large. We have a great Spanish-speaking community here and would love to see us shine as it relates to having a rich The General Plan (Plan) is the guiding document and vision for the City. How would you interpret the policies and goals articulated in the plan? How flexible would you be and would you feel comfortable not approving specific land uses allowed in the Plan? I have read the plan and am very impressed with its' comprehensiveness. If there is a point of concern on my part it is with large retailers as a solution (economic and jobs) and where those retailers are located. Having said that, however, a suitable location, such as where the current auto stores and outlet mall are located, allow for access without use of prime real estate within the city. I am very comfortable in saying that I can support the plan as written and whole heartedly. The challenge will be how the goals and objectives of the plan are implemented. There appears to be areas of the plan that are less far along in implementation than others and I welcome to hear about plans for addressing those aspects of the plan that are less well developed. The growth management system has been an element of the development process in Petaluma since 1972, and an Urban Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With these two major policies in mind, and given the pressure for ongoing growth during the next decade or so, what two or three policies and programs would you promote to protect the historic, cultural, and physical aspects of Petaluma? Currently, Petaluma appears to have two major development areas: downtown and the east side as density points. The outlet mall area while having some development does not have residences or density to speak of and may be an opportunity for complementary, infill development. I would recommend reviewing areas of the city within the current UGB that allow for greater growth without expanding the UGB. The immediate east side of the river and south Petaluma Blvd are two areas that seem to be opportunities. The north end of McDowell Blvd and the area south of Lakeville Road appear to be two additional areas that lack a focus. As far as policies, there appears to be an opportunity for greater, low cost rental housing development on the west side given the way properties are constructed (accessory units). I have heard (although I have no direct experience) that the city's policies make it very difficult for residents o turn a garage or other location on their property into a rental unit. This may accomplish several goals: growth within the current UGB, affordable housing and income for current residents. On the other hand, this needs to be balanced against all of the support systems required for a growing population. Having said that, I would be in full support of in -fill development wherever possible. I would also support and use intensification projects where appropriate. There appears to be ample evidence for his. As stated earlier, I am fully behind the idea of downtown being the major cultural and economic K01 How would you address currentand future flooding issues for Petaluma? While I don't pretend to be an engineer, it seems to me that the river, if appropriately managed of silt, can support any flooding concerns, and that flooding is exacerbated by the river needing to be dredged for a number of years now. The Petaluma River Access and Enhancement Plan appears to have sound measures to address this but as a lay person, I don't see much implemented and that may be due to funding. I would also explore the development of a flood plain adjacent to the river perhaps on the southern end of the city that could allow for greater capacity in the rainy season and therefore flood protection, while acting as a wildlife and nature preserve, not unlike some of the other areas in that vicinity. How would you address current and future traffic congestion in Petaluma? My biggest concerns for traffic are the 101 north at almost any time of any day and the volume of rucks moving through center city. I would look to divert trucks around the city (except for those that obviously need access). The Petaluma Creamery which at one time was probably outside the city limits is now center city and receives significant truck traffic. It is also an industrial site in the center of a residential area. The 101 and East Washington Street exit as well as the adjacent intersection on McDowell road needs a traffic diversion. The Target shopping center has but one entrance and exit as well as the fairgrounds which contribute to this bottleneck. I would study opportunities for a second entrance exit from the shopping center and in doing so will likely see an alternative entrance for the fairgrounds as well. An additional bridge across the 101 to McDowell could also help, but would be a very expensive alternative. Non -traffic measures such as the growing use of bicycles in major cities could be implemented here with investment in bicycle paths and access along streets. Petaluma is ripe to be a bicycle city, but significant thought needs to be put into to making that effort safe, allowing for storage for bicycles, rights of way, etc. Smaller vehicle public transportation may also be considered. While I do not have the data, the large busses do not appear full. Living in Israel for many years, they used a van system which was quite successful for public transporation and affordable. MIN What infill policies do you think should be adopted in light of the Urban Growth Boundary passed by the voters? First, I would like to see more low rise apartment dwellings. While a high rise would change the character of the city, there appears to be room for low rise apartments and duplexes that would provide for a greater availablity of housing per square foot. I would also promote the use of accessory units as there is plenty of land on many parcels supporting single families. Promoting this idea, making contractors available and reducing the red ape to get the appropriate approvals and permits would have a big impact. Plus, this type of housing maintains the character of the city much better than apartments. Unfortunately, single family housing costs have risen so dramatically that even single families can no longer afford them. I would suggest the idea of looking at housing needs from various family units - what are the needs of single adults, students, young families, elderly? By designing units with the needs of different groups in mind, we can better assure that we will attract and maintain a balanced population to our area and that in turn will support the business growth here as well. I think there is a place on the Planning Commission for someone primarily interested in JUSTICE, whether social, economic, or environmental. Also, as a public health practitioner and teacher, I have experience in interpreting and understanding both statistics and academic health risk studies, as well as reading and performing EIRs and Health Risk Assessments. My engineering training, I feel, Ilows me to grasp spatial issues. And as a physician, I have more experience than most in "active listening" and in making complicated decisions, both important for all city business. Finally, I have learned a vast amount about city business while running for city council this past year, and I will do s much research as necessary to come to required decisions. What do you see as the best solutions, both long and short term, for economic development in Petaluma? I think it is important NOT to equate "economic development" with "economic growth" , which many people seem to do. Economic development should be seen as policy intervention to improve he social welfare and/or wellbeing of the entire population. Tourism is great at producing jobs, but most of the jobs are poorly paid, and infrastructure may be further strained. I would push our town to lead the way to a $15 minimum wage, and we must turn over every stone to increase the supply of affordable housing. Over the long term, Petaluma should do what it can to aid the formation and growth of alternative energy-related companies and jobs. I think the Green New Deal is inevitable, and we should begin to position ourselves to leverage its benefits. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? When I walk around town as a visitor, I see funky (I'm a tourist who likes funky) restaurants and businesses, interesting and historically important old buildings, and still -functioning evidence of our more agricultural past. If I notice a small house for sale just outside of downtown and look at the rice, I'm flabbergasted! I wonder where the less fortunate live. Out past downtown, I enjoy seeing nd pointing out "melting" chicken coops. I see our river, and the longer that I am here, I see it as river more than as a tidal estuary. I see a town in decent economic shape, certainly in comparison 0 others with many more empty storefronts. This sits well with me, as I have never longed to move o Hillsborough or St Helena. On the other hand, it does not appear to be a place that one would have on the top of one's list if one was looking to move to a town with a variety of available jobs. With respect to the environment, the city seems clean enough, but there appear multiple signs of ging infrastructure. I note early on the poor street conditions, even if I'm lucky enough not to have hit one of our soon to be "named" potholes. If the tide is low, I see that our waterway is not always navigable. I believe that my interpretations of the plan are described in other sections of this application. V m in agreement with the overall policies and goals of The General Plan, but I think we have to be flexible with it. As detailed as it is, it cannot be expected to cover every change that has taken place and/or that will take place in our world. Nor can it cover new ways that promoters find to circumvent he spirit of the plan. I would always feel a degree of discomfort in not approving specific land uses allowed by the plan, but would hope that I would choose to act, to the best of my ability, for the " common good". Despite the two major policies described, I don't think we have ever had "zero" growth during my 27 ears in Petaluma. And the most recent ABAG recommendations of 2015, to me, call simply for moderate growth. To me, the cultural aspects of Petaluma are far and away most in need of protection at this time. I'll again quote the Argus editorial of 11/29/18: "Petaluma is great because it is a diverse mix of people from many backgrounds and income levels. If we are unable to build housing for all, and we continue to price out certain segments of the population, then we will lose that which makes Petaluma great." I believe the data shows that over the next 5 years, we should build units at a moderate pace, but that fully 50% of the housing built should be affordable, with a fairly even split between very low, low, and moderate income units. I would help promote any policy or program which would help this long, including all manner of non -regressive taxes and bonds. In particular, I would like to see a ax on vacant land in the city core, which often seems to be bought for speculation rather than actual development. I would also like to see us meet earlier in the process with prospective developers, in an attempt to maximize the number of affordable units included. As a commission ember, I would also serve to protect historic and physical aspects of our town, but we simply MUST have more affordable housing. Our new Governor Newsom apparently agrees with me, as I see he is proposing an affordable housing "Marshall Plan", and wanting to withhold transportation money from areas that are not moving on affordable housing. 0 How would you address current and future flooding issues for Petaluma? Flooding has been addressed in many ways in Petaluma, and over many years; we remain constrained by development that occurred before the problems were completely understood. I look t flooding as sort of similar to the city budget, in that it can be due to an upstream problem, or to a downstream problem. Currently, I believe that most flooding in Petaluma relates to upstream issues f heavy rain and inadequate storage capacity; we have dealt with these issues several times, including via the ongoing Denman Reach project. In the future, we will likely experience downstream flooding due to climate change and sea level rise. And I'm not sue that dredging can help reduce this risk. All new development in our central floodplain should include careful consideration of flood control issues, as well as mitigation of expected climate change risks. How would you address current and future traffic congestion in Petaluma? Traffic congestion is a serious problem, and the Rainier connector is not possible in less than 7-8 ears; we must seek improvements sooner. Our biggest transportation challenge is getting cars off he road. I would like to find a way to build affordable housing near transit that gives preference to families that agree to give up their cars. How about 12 parking spaces for 50 families, each occupied by a community electric Zip car (or similar)? I also think we need to incentivize employers o flex schedules and allow telecommuting, and to encourage transit use. We must improve our public transit, and revisit all ways to decrease trips and share rides. We should consider adding traffic signals, and improving their timing. We need to "complete" all major streets. I would also try to develop incentives for getting folks on bikes, even electric bikes. We should look at bike -share programs, and incentivize employer actions such as workplace showers. I would consider the small city of Davis, CA as a model, and study what has worked and not worked there. I would also seek input from the local biking community at every stage. M What infill policies do you think should be adopted in light of the Urban Growth Boundary passed by the voters? Infill development is critical to maintaining our Urban Growth Boundary over the long term. I also don't think we want cookie -cutter policies that are rigid or inflexible. In general, we want infill policies o favor the central core within a half -mile radius of the Smart Train Station and Bus Transit Center. We want to start building higher density housing in this area, both by increasing building height and y building smaller units of affordable housing. Mixed use will likely be preferable for larger parcels, but certainly not all smaller parcels. We need to pay attention to whether existing infrastructure is adequate to serve the needs of the infill development, and finally, we want the buildings to blend architecturally with our historic buildings. Overall, the goal should be developments which offer a ange of housing and transportation options, together with pocket parks, complete streets and compact neighborhoods. This approach will also offer health benefits due to increased walking and biking, as well as decreased pollution. In addition to these key components of economic development, new sources of revenue will be needed to ensure long term maintenance of public infrastructure and services to attract businesses and enhance the local economy. Long-term economic development will be enhanced by preserving open space, protecting air and water quality, and providing recreational opportunities in and nearby the City. Specifically, possible strategies for enhancing economic development are: • Continuing to enhance the downtown area; • Capitalize on the new SMART station as a hub of infill development; • Develop better cross-town connections and walkability in all areas of the City; • Enhance riverfront amenities while support a working river. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? I see Petaluma as a friendly, relaxed and family-oriented community. Residents take pride in their long history and agricultural roots. Physically, I see a beautiful rural community surrounded by open space of grassland and oak trees. I would appreciate the vibrant historic downtown and well maintained parks with large trees, especially on the west side of town, and people walking (and walking dogs) on the streets. Economically the community is dominated by residential land uses with a growing and successful visitor-serving sector. However, many city facilities and infrastructure show signs of deterioration. Environmentally, I see efforts to better integrate the Petaluma River in the downtown area. Many Petaluma residents have ties to a rural life style and sustainable practices in local food, handmade products and community engagement. Consequently, resource conservation and* sustainability are strong values. I would appreciate the varied recreational opportunities in the area - nearby city and regional parks, boating on the Petaluma River, or visiting the historic landmark at the Petaluma Adobe. The General Plan (Plan) is the guiding document and vision for the City. How would you interpret the policies and goals articulated in the plan? How flexible would you be and would you feel comfortable not approving specific land uses allowed in the Plan? The General Plan is the blueprint that guides development in the City. The General Plan was developed through a public process and approved by the City Council. As a Planning Commissioner I would evaluate project applications relative to all General Plan policies, not only land use policies, to assess neighborhood compatibility and potential impacts to the community. Discretionary actions, such as use permits, often require review under the California Environmental Quality Act (CEQA) so that potential impacts to the environmental and public services are disclosed and mitigated. I would consider all aspects of a project in the context of the Cities' adopted General Plan and ordinances, as well as CEQA and would only approved projects that meet Petaluma's. standards and state requirements. Before disapproving a project that is explicitly allowed by the General Plan I would give careful consideration to project modifications that would allow the project to go forward while addressing community and/or environmental concerns. Denying a project that is consistent with the General Plan and zoning code threatens to undermine the General Plan and should not be a common course of action. Planning Commission decisions can be appealed to the City Council and the City Council has the authority to amend the General Plan to resolve these types of situations. The growth management system has been an element of the development process in Petaluma since 1972, and an Urban Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With these two major policies in. mind, and given the pressure for ongoing growth during the next decade or so, what two or three policies and programs would you promote to protect the historic, cultural, and physical aspects of Petaluma? Given the City's long-standing,growth management policies and recognizing growth pressure in Petaluma, I would encourage higher density infill development, discourage very low-density sprawl, and expand open space/agricultural uses around the City. Some of the General Plan policies and programs I would promote to protect the historic and cultural assets of the City are: • Policy 1-P-18: Maintain a permanent open space around the city by the continuation of the Urban Separator and the use of an Urban Separator Pathway. Policy 2-P-4: Support the continuation of active industry, including river -dependent land uses, within the community to provide a balance of land uses and the maintenance of the river as a working river. • Policy 3-P-5: The protection of historic resources shall be a key consideration and an equal component in the development review process. How would you address current and future flooding issues for Petaluma? Short term strategies to address recurrent flooding of existing developed areas may include placement of levees, flood walls, and raising the elevation of existing structures. Maintaining capacity in the storm drain system and stream channels is also critical to minimize flooding. However, long-term flood control is best achieved by addressing the root cause of flooding such as past development in floodplains, increased runoff from an urbanized watershed, or alteration to river and stream hydrology and ecology. Long-term flood management strategies should focus on channel restoration, storm water retention/detention, and land use controls. I would focus efforts on system -wide approaches to reduce runoff and to avoiding development in flood -prone areas. Low Impact Development (LID) features should be incorporated into new development to increase infiltration and reduce runoff that contributes to flooding. The City should continue to make watershed management, groundwater sustainability, and storm water/flood control a priority. How would you address current and future traffic congestion in Petaluma? The traffic problems in Petaluma arise from a number of factors including a car -oriented mode of transportation, disconnection of the east and west side of town, and congestion during peak hours and at key intersections. I would encourage development that places mixed use and residential areas within walking distance of commercial service areas, transit stations and schools. Improving pedestrian connections (sidewalks and trails) particularly from the SMART station. Create "complete streets" were vehicles and pedestrians can navigate safely. Enhanced cycling facilities would also allow more people to use bikes for transportation. I am a cyclist and see the need for more and better connected bike lanes, increased education for cyclists and drives to share the road, and secure bike parking. Petaluma has good bus service for commuters and some local buses. However, the downtown area and commercial areas to the east, including Lagunitas Brewery could be better connected to the central Petaluma SMART station. What infill policies do you think should be adopted in light of the Urban Growth Boundary passed by the voters? Infill policies in the adopted General Plan should be implemented and expanded on. Some policy areas that should be developed to support urban growth boundaries and community separators are: • Promote infill development in areas well served by transit and mixed land uses where residents are a walkable distance from businesses; o Provide incentives for higher density housing and limit very low density development to prevent sprawl; • Capitalize on the new SMART station as a hub of development and consider a SMART Specific Plan; a Strengthen protections for our gateway areas by working with our neighbors and Sonoma and Marin counties to maintain a "hard edge" between the City and open space; o Encourage new development to design projects to include dedication of land to the public for use as trails, open space and riparian areas. Since the Planning Commission is a review authority that directs planning and development to reflect the vision of a City, its strength and effectiveness is partially derived from the skills and interests brought to it by its members. As a professional city planner with extensive experience in transportation planning, natural resource conservation, and environmental law, I feel that I would bring valuable technical expertise to the Planning Commission. As an environmental planner for the City of New York, I was exposed to new strategies and best management practices for stormwater management and floodplain protection. As Environmental Coordinator for the City of Santa Rosa, I've become very familiar with the California Environmental Quality Act (CEQA) and its applicability to municipal projects and private development. What do you see as the best solutions, both long and short term, for economic development in Petaluma? Petaluma has long benefited from the regional access provided by US 101, however with the opening of the Downtown Petaluma SMART Station, a new economic development asset is available to the City. While the future of "big box" retail is questionable, I think walkable, mixed-use communities will be able to support smaller scale retail establishments, services, and offices. Already, Petaluma is seeing the benefits of shared office and maker spaces and I think our City can leverage infill opportunities around the SMART station toward transit village based economic development. Realizing the full potential of this type of development can take several years; on the short term, I think Petaluma can benefit from the business parks and industrial areas already in existence. Industrial space is at a premium in Sonoma County; I think that by incentivising infill industrial development and intensifying the allowable uses in underutilized industrial areas, we will see short term economic development returns, which will carry forward as long term community benefits. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? My time on the Pedestrian and Bicycle Advisory Committee has widened my perspective, in that I now realize that the experience of visitors will be markedly different, should they arrive by automobile, bicycle, or transit. Generally speaking, as a visitor to Petaluma, the first physical feature I would notice is the river. While efforts have been made to take advantage of it (the deck at Taps, the pocket park between B and C Streets), for the most part, development appears to turn its back on this wonderful resource. Economically, I would notice that Petaluma has a vibrant downtown complimented by large industrial and business parks that accommodate a diverse array of businesses. Environmentally, I think I would take notice of the intensity of single-family household development, not necessarily sprawling, but certainly prolific on the east side of town. I would balance this against the the obvious efforts by the city to protect creek corridors and maintain large open, natural spaces. The General Plan (Plan) is the guiding document and vision for the City. How would you interpret the policies and goals articulated in the plan? How flexible would you be and would you feel comfortable not approving specific land uses allowed in the Plan? As a document that has undergone extensive environmental review and public outreach, I pay substantial deference to the goals and policies of the General Plan. When interpreting the Plan, I would try to envision the original intent behind a given policy without becoming fixated on the exact phrasing of the language. That said, I would not approve something that is obviously in conflict with the Plan, even if I disagree with the policy. In those cases, I believe a General Plan amendment would be the appropriate remedy. I think a common misconception regarding the duties of a Planning Commission member is that he or she is to make decisions using the General Plan in the same way that a federal judge assesses whether something is "Constitutional". I believe in using the General Plan as a guiding document, meant to direct development and policy toward a certain vision. One role of the Planning Commission is to determine whether a specific land use is the right fit for where it is being proposed. In considering a land use that is allowed in the Plan, I would still feel comfortable not approving a project if I found that it was not appropriate for the location in the context of existing or future development. I think General Plan Policy 1-P-6, encouraging mixed-use development with access to transit, is one of the most powerful growth management policies in the Plan. By reducing dependence on the automobile, there is less incentive for sprawl and a greater focus on better utilization of infill sites and higher density around existing infrastructure. I would also promote Program 1.2 of the Housing Element, which advocates the Central Petaluma Specific Plan. Much of the heart of Petaluma remains under -developed. By guiding development to these areas, we reduce the pressures for development along the edges of the City. How would you address current and future flooding issues for Petaluma? I have substantial experience in navigating the relationship between the built environment and natural wetlands and watercourses. No singular tool will adequately address flooding issues in Petaluma, but I think there are several steps that would be helpful. The continued preservation of wetland areas is essential, since their capacity to hold water reduces spikes in water levels and flash flow events. Additionally, best management practices (BMPs) have advanced in recent years. Incorporating this technology into public and private projects, large-scale and small, would help mitigate current and future flooding. Some examples of BMPs include porous pavement, rain gardens, bio-swales, and pocket wetlands. I also think that wetland preservation can be worked into development as an amenity. A proposed subdivision, multi -family, or commercial development may be more willing to incorporate BMPs and wetland preservation into the project if it is marketed as an asset to the property. The Napa River -Napa Creek Flood Protection Project is an example of flood control as an amenity on. a larger scale. How would you address current and future traffic congestion in Petaluma? I think the relationship of cities to the automobile is changing much more rapidly than in past decades. Technologies like autonomous vehicles, businesses like Uber and Lyft, and the proliferation of transit -oriented development means that addressing a city's traffic needs is a dynamic process. I think the General Plan has. policies and programs, such as the Transportation Demand Management Program (5-P-13), that help to "future -proof' the City in regards to traffic. By utilizing programs to reduce single -rider vehicles, we are better able to adapt to changes in technology than by building hard infrastructure to accommodate current traffic. That said, there are very few east -west connections in Petaluma and I would encourage the pursuit of any opportunities to create new ones, not only for cars, but also for pedestrians, bicycles, and transit. Additionally, during my time on the PBAC, I have made recommendations that plans for future automobile alternatives like bike lanes be included in projects even when they aren't feasible presently and I have recommended that Petaluma revise it's engineering street standards to include pedestrian and bicycle safety features, like striping and signage, beyond the existing street cross section requirements. %I What infill policies do you think should be adopted in light of the Urban Growth Boundary passed by the voters? As noted in several of my previous responses, I think Petaluma can leverage the new SMART station to pull the focus of development back to the City's downtown core. High-density, mixed-use development around the station and linking to Petaluma Boulevard will greatly reduce development pressures on the edges of town. An effort should be made to improve access to the river and to celebrate it as an amenity. To encourage this type of development, the City could consider fee waiver or deferral for infill projects as well as expedited review and promotional partnerships. I think there is also an opportunity for industrial infill within the City. There are several areas, such as along Petaluma Boulevard North or near the US 101 -Lakeville Highway interchange where auto -oriented or low-density, but high-intensity (truck storage, construction yards) industrial business are currently operating. I experienced the best of two worlds, but unable to call a city or region my own. I lived in Coachella Valley for a few years until I transferred -to San Francisco State University to finish my undergrad studies.
