HomeMy WebLinkAboutResolution 98-022 02/02/1998 Resolution No. sa-z2 N.C.S. 1 of the City of Petaluma, California 2 3 SUPPORTING FUNDING FOR ENVIRONMENTAL AND DESIGN WORK FOR AN 4 IMPROVEMENT PROJECT ON U.S. HIGHWAY 101 BETWEEN S NOVATO AND PETALUMA 6 7 8 WHEREAS, U.S. Highway 101 between Petaluma and Novato is the last section of major 9 highway in the nine Bay Area counties that has not been converted to a limited access Freeway; 10 and 11 12 WHEREAS, northbound delays on U.S. Highway 101 during the afternoon commute 13 through the expressway section have increased from 10 vehicle hours per day in 1990 to more 14 than 600 vehicle hours per day in 1996; and IS 16 WHEREAS, southbound traffic on U.S. Highway 101 during the morning commute from 17 East Washington to Novato causes significant delays impacting all modes of highway 18 transportation including transit, automobile, and business transportation; and 19 20 WHEREAS, this particular section of U.S. Highway 101 is the primary route and 21 emergency lifeline for all traffic destined into or out of the Bay Area from Northern California 22 and beyond; and 23 24 WHEREAS, both Sonoma and Marin counties are proposing sales tax measures for the 25 ballot in November 1998 to fund the Sonoma-Marin Multi-Modal Transportation and Land. Use 26 Plan and, with voter approval of those tax measures, will become "self-help counties"; and 27 28 WHEREAS, both Marin and Sonoma counties, while intending to address current. 29 capacity and safety concerns to achieve congestion relief, recognize the need to avoid growth 30 inducement through land use restrictions and the acquisition of development rights; and Resolution No. 98-ZZ N.C.S. Page 1 OF Z 1 WHEREAS, the City of Petaluma supports the request from the California Department of 2 Transportation (Caltrans) District 4 to fund the $15,000,000 on the preliminary design and 3 environmental assessment stage of the improvements between Petaluma and Novato; and 4 5 WHEREAS, Caltrans will submit the proposed Interregional Transportation Improvement 6 Program (ITIP) to the California Transportation Commission on March 2, 1998, and the 7 Commission will adopt the 1998 State 'transportation Improvement Program (STIP) in June; and 8 9 WHEREAS, the widening of U.S. Highway 101 between Novato and Petaluma could be 10 funded with Caltrans funding from the 15% Non-Urban category in the ITIP; and I1 12 WHEREAS, the widening of U.S. Highway 101 between Novato and Petaluma could be 13 funded without competing .for the same funds that are being sought for the widening of U.S. 14 Highway 101 at Santa Rosa, Rohnert Park or the reversible HOV lane in San Rafael. 15 16 NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma does hereby urge 17 Caltrans to proceed expeditiously with both funding and implementation of the design and 18 environmental review of U.S. Highway 101 improvements between Petaluma and Novato. 19 20 21 22 reso98/kc Under the powerand authority conferred upon this Council by the Charter of. said City.
