HomeMy WebLinkAboutStaff Report 5.D 02/04/2019DATE: February 4, 2019 Agenda Item #5.D � TO: Honorable Mayor and Members of the City Council through City Manager FRO Amy Reeve, Director of Human Resources SUBJECT: Resolution Amending the Classification and Compensation Plan by Establishing the Classification and Pay Range of Senior Mechanical Facilities Technician, Authorizing the Position Allocation of One Senior Mechanical Facilities Technician, and Eliminating the Position Allocation of One Facilities Maintenance Worker II RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Amending the Classification and Compensation Plan by Establishing the Classification and Pay Range of Senior Mechanical Facilities Technician, Authorizing the Position Allocation of One Senior Mechanical Facilities Technician, and Eliminating the Position Allocation of One Facilities Maintenance Worker II. BACKGROUND Facilities Maintenance is a subdivision within the Parks and Facilities Maintenance division of Public Works and Utilities. The Facilities crew is currently comprised of Facilities Maintenance Worker I and II, who both report to the Parks and Facilities Maintenance Manager. The Facilities Maintenance Worker II classification was last revised in 2006 and no longer adequately represents the highly -skilled technical duties being conducted. DISCUSSION The Senior Mechanical Facilities Technician differs from the Facilities Maintenance Worker I and II series in that it is a journey level position tasked with handling electrical and mechanical equipment, facility infrastructure, and encompasses lead worker responsibilities. The current incumbent in the Facilities Maintenance Worker II role has been working in a facilities maintenance capacity with the City for over eighteen years. The incumbent meets the requirements of the Senior Mechanical Facilities Technician and has been conducting the technical duties described. Therefore, following approval, the incumbent of Facilities Maintenance Worker II will be reclassified to Senior Mechanical Facilities Technician. The classification of Senior Mechanical Facilities Technician is a newly developed position which better represents the highly -skilled technical duties required and provides another tier of leadership below the Parks and Facilities Maintenance Manager. The proposed Senior Mechanical Facilities Technician classification has been evaluated by Bargaining Unit 3, American Federation of State, County and Municipal Employees ("AFSCME"). AFSCME has reviewed the job description and salary recommendation and supports the establishment of this new classification. It is expected that the position will be filled through an internal reclassification process. It is recommended the City Council establish the classification of Senior Mechanical Facilities Technician. The attached position classification summarizes major responsibilities and sets minimum qualifications. The attached resolution establishes a salary range for the position. The recommended annual salary range of $70,428.80 to $85,612.80 mirrors the salary range for Facilities Maintenance Worker 11. FINANCIAL IMPACTS There are no financial impacts for establishing this new classification and reclassifying the current Facilities Maintenance Worker II incumbent to Senior Mechanical Facilities Technician. Resolution and Exhibit A 2 Resolution No. 2019 -XXX N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN BY ESTABLISHING THE CLASSIFICATION AND PAY RANGE OF SENIOR MECHANICAL FACILITIES TECHNICIAN, AUTHORIZING THE POSITION ALLOCATION OF ONE SENIOR MECHANICAL FACILITIES TECHNICIAN, AND ELIMINATING THE POSITION ALLOCATION OF ONE FACILITIES MAINTENANCE WORKER II WHEREAS, the City wishes to keep its Classification and Compensation Plan current and amendments or revisions to the Classification and Compensation Plan are effective upon approval by the City Council; and, WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and responsibilities are appropriately allocated to the classification of Senior Mechanical Facilities Technician (as attached hereto and marked Exhibit A); and, WHEREAS, the pay range for the classification of Senior Mechanical Facilities Technician as listed below is hereby recommended, effective with the adoption of this Resolution. Classification Title Pay Range Per Month Senior Mechanical Facilities Technician $5,869.07 - $7,134.40 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma: Approves the amendment to the Classification and Compensation Plan as written in this Resolution including the amendment in the Competitive Service of the Personnel System. 2. Takes this action pursuant to Personnel Code 3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V — Compensation) and, that the notice of this action has been properly posted. Authorizes the position allocation of one Senior Mechanical Facilities Technician effective with the adoption of this Resolution. 4. Eliminates the position allocation of one Facilities Maintenance Worker II. 9 L EXHIBIT A CITY OF PETALUMA CLASS SPECIFICATION r s 5 $ Date: 02/04/2019 Job Class: 03SMFT Senior Mechanical Facilities Technician Summary Lead and perform a variety of skilled and semiskilled tasks at a journeyman or higher skill level pertaining to the installation, maintenance, repair and service of the electrical and mechanical equipment, facility infrastructure, structures and roofs; and provide technical support to City project and program managers. Class Characteristics This is the advanced journey level and lead for the skilled trade functions. General supervision is provided by the Parks and Facilities Maintenance Manager. This class can be distinguished from the Facility Maintenance I/II by its lead worker role and its responsibility for providing technical expertise and troubleshooting regarding the most complex maintenance and repair issues, lead work and training of staff in lower classifications. Essential Duties, Shills, and Demands of the Position The duties, skills and demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Duties: Lead and perform maintenance and repair duties for the City's structures and related facilities. Plan, schedule, and monitor the work of subordinate staff engaged in repair activities; prioritize and distribute assignments; prepare daily work schedules; monitor productivity, efficiency and quality of work performed; provide standard maintenance procedures for operating staff and maintenance staff for routine preventative maintenance procedures; provide input to supervisors and managers regarding assigned staff performance; monitor and input work status to work order and asset management system. Inspect, maintain, troubleshoot, repair, and service facilities, heating, air conditioning and ventilation systems, electrical systems, and plumbing systems; coordinate, supervise and inspect outside contractors. Perform preventive and predictive maintenance checks and servicing on equipment; develop and monitor maintenance schedules. Monitor supplies and maintain appropriate inventories; estimate quantities of materials and supplies needed and place orders; recommend and assist with equipment purchases including budget planning for operating and major purchases; oversee the maintenance of time, material, work order, and equipment use records. Rebuild equipment by disassembling, cleaning, ordering replacement parts, repairing mechanical malfunctions, and reassembling and testing. Train staff in work techniques, use of equipment, and safety programs and techniques such as confined space entry procedures and lift station maintenance safety procedures. Confer with engineers, contractors, vendors, other City departments, and staff as needed regarding assigned projects, project scheduling, material purchases, work assignments, office procedures, and work production; make recommendations as appropriate regarding the design, installation, and maintenance of building and facility mechanical systems. Read and interpret construction plans, specifications and schematics; provide input on design drawings and specification and recommend changes if appropriate. Operate and maintain a variety of hand and power tools used in the performance of assigned duties. Fabricate parts and equipment as needed such as mounts, brackets and shields; operate welding and cutting equipment. Perform general plumbing, electrical and carpentry duties as required. Physical Demands and Work Environment: While performing the duties of this job, the employee is frequently required to sit, stand, walls, talk, hear, and reach with hands and arms. The employee is frequently required to use hands to finger, handle, or feel objects, tools, or controls, and will frequently be required to enter data into a terminal, personal computer, or keyboard device and operate office equipment requiring repetitive arm/hand movement. The employee is occasionally required to climb, balance, stoop, kneel, crouch, or crawl, taste or smell. The employee must be able to perform heavy physical labor, including having sufficient strength to lift, carry and/or move items up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions and wet conditions. Other work conditions include exposure to unpleasant odors, mechanical parts, fumes, airborne particles, and moderate noise levels. There is risk of exposure to hazardous fumes and substances. Employees must operate vehicles and equipment in order to perform job duties. Employees may be required to work overtime, weekends, and/or holidays and may perform on call duties. Qualifications Knowledge of: Typical operations, services, and activities within city facilities. Principles, methods, materials, and tools employed in the repair and maintenance of pumps, motors, HVAC, electrical, and facility mechanical equipment and structures. Occupational hazards and safety precautions necessary in maintenance work. Basic plumbing and electrical principles. Practices and techniques of metal cutting and welding. Principles and practices of employee supervision, leadership, and training. Report writing and records maintenance. Standard principles and practices of purchasing and inventory control. Methods and techniques of developing and implementing a preventive and predictive maintenance program. 7 Standard business computer applications including Microsoft Windows and Office and computerized maintenance management systems. Education and Experience: Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities would be.- Education: e: Education: Equivalent to graduation fiom high school; additional technical or college -level course work is highly desirable. Experience: Five years of increasingly responsible experience performing maintenance, construction and repair duties. Certifications/Licenses: Possession of a valid California Class C driver's license with a satisfactory driving record. Possession of an EPA Universal Refrigerant recovery license. Possession of a California Contractor's C-10 Electrical License or equivalent union or state document is desirable. Possession of a California Contractor's C-20 HVAC license or equivalent union or state document is desirable. Possession of a California Contractor's `B" General Contractor's License is desirable. Additional Requirements: May be required to work on-call. May be required to work overtime as needed.
