HomeMy WebLinkAboutStaff Report 5.C 02/04/2019DATE: February 4, 2019 Agenda Item #5.0 II TO: onorable Mayor and Members of the City Council through City Manager FRO y Reeve, Director of Human Resources SUBJE Resolution Amending the Classification and Compensation Plan by Establishing the Classification and Pay Range of Mechanical and Electrical Maintenance Supervisor RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Amending the Classification and Compensation Plan by Establishing the Classification and Pay Range of Mechanical and Electrical Maintenance Supervisor. BACKGROUND Currently, a team of fourteen staff under the supervision of the Water Recycling Facility Operations Supervisor are responsible for the operations and maintenance of the Ellis Creek Water Recycling Facility (ECWRF), two recycled water pump stations, and nine sewage pump stations. ECWRF and the other facilities are operated 24 hours per day. The facilities rely upon complex mechanical equipment and sophisticated electrical controls and instrumentation. Timely and comprehensive maintenance of the mechanical and electrical equipment is essential to continued operational reliability. Due to the complexity and constant oversight required for mechanical and electrical equipment continuity, the Public Works and Utilities Department has identified the need for a Mechanical and Electrical Maintenance Supervisor position. This position will be responsible for directing, overseeing, and supervising the maintenance and repair of mechanical and electrical equipment at the ECWRF and related wastewater facilities. DISCUSSION The ECWRF is approaching biological treatment design capacity and recycled water treatment capacity. Maintaining treatment processes that are at capacity can be challenging, because equipment is more likely to fail and there are limited opportunities to take equipment out of service for maintenance. This places greater importance on advance planning, early identification of problems, and frequent monitoring. Furthermore, ECWRF has reached an age of ten years and therefore, requires more extensive maintenance, replacement, and overhaul of equipment. The electrical components, instrumentation, and SCADA (System Control and Data Acquisition) system require regular calibration and maintenance to ensure reliable and accurate operation of the treatment plant and other facilities. In addition to the maintenance needs of existing equipment, substantial new equipment has been or is in the process of being added to the ECWRF and other facilities, including new headwork, screens, an additional digester, gravity belt thickener, and sludge heating equipment. Currently in construction are a new High Strength Waste collection facility, a new screw press, and facilities for Compressed Natural Gas treatment, compression, and fueling. These facilities will significantly increase the amount of mechanical and electrical equipment and their maintenance needs. The maintenance tasks are tracked by a state-of-the-art Computerized Maintenance Management System (CMMS) and an Asset Management System, but ECWRF and other facilities require greater oversight and planning for a comprehensive maintenance program. The span of control for responsibility and staffing of the Water Recycling Facility Operations Supervisor has increased to a point where the workload cannot be effectively managed by one person. The Mechanical and Electrical Maintenance Supervisor position will focus on providing the necessary additional resource and support for supervision of equipment maintenance, allowing the Operations Supervisor to focus on wastewater treatment and operations. It is recommended that the City Council approve the classification of Mechanical and Electrical Maintenance Supervisor to be responsible for directing, overseeing, and supervising the maintenance and repair of mechanical and electrical equipment at the ECWRF and related wastewater facilities. The five -existing mechanical/electrical staff in the Environmental Services Division would report to the Mechanical and Electrical Maintenance Supervisor. With this new position, operation and maintenance of the City's stormwater pump stations will transfer from the Operations Division to mechanical/electrical maintenance staff. The attached position classification summarizes major responsibilities and sets minimum qualifications. The attached resolution establishes a salary range for the position. In setting a salary range, both the external market and internal pay structure were considered. With respect to internal parity, similar supervisory -level positions were analyzed to ensure consistency and issues of potential compaction were avoided by considering the pay structure of subordinate positions. Currently, Environmental Services Supervisor has a monthly salary range of $7,739.33 - $9,406.80 while the series level right below this proposed position, Senior Mechanical Technician, is paid between $6,964.53 - $8,463.87 monthly. The monthly range of $7,661.33 - $9,311.47 is recommended for the Mechanical and Electrical Maintenance Supervisor, which is comparable to other ECWRF supervisory -level positions and in line with the pay structure of subordinate positions. The proposed Mechanical and Electrical Maintenance Supervisor classification has been evaluated by Bargaining Unit 9, of the Petaluma Professional & Mid -Managers Association ("PPMMA"). PPMMA has reviewed the job description and salary recommendation and supports the establishment of this new classification. FINANCIAL IMPACTS The recommended salary range for Mechanical and Electrical Maintenance Supervisor is $91,936.00 — $111,737.60 annually. The total annual compensation for this position, including salary and benefits, ranges between approximately $138,213.70 - $162,438.15. The recommended Mechanical and Electrical Maintenance Supervisor positon will be paid ninety- five percent out of wastewater enterprise funds, and five percent out of stoarmwater funds. This position has received approval for one full-time allocation in the FYI 8-19 budget. ATTACHMENTS 1. Resolution and Exhibit A ATTACHMENT 1 Resolution No. 2019 -XXX N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN BY ESTABLISHING THE CLASSIFICATION AND PAY RANGE OF MECHANICAL AND ELECTRICAL MAINTENANCE SUPERVISOR WHEREAS, the City wishes to keep its Classification and Compensation Plan current and amendments or revisions to the Classification and Compensation Plan are effective upon approval by the City Council; and, WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and responsibilities are appropriately allocated to the classification of Mechanical and Electrical Maintenance Supervisor (as attached hereto and marked Exhibit A); and, WHEREAS, the pay range for the classification of Mechanical and Electrical Maintenance Supervisor as listed below is hereby recommended, effective with the adoption of this Resolution. EXHIBIT A L CITY OF PETALUMA CLASS SPECIFICATION s Date: 02/04/2019 r g g $ Job Class: 09MEMS Mechanical and Electrical Maintenance Supervisor Summary Plan, assign, supervise, and track the maintenance and repair of mechanical and electrical equipment, instrumentation, process structures and piping at the Ellis Creek Water Recycling Facility, wastewater pump stations, recycled water distribution system, and storm water pump stations. Oversee the operations of the City's storm water pumping stations. Class Characteristics General direction is provided by the Environmental Services Manager. Responsibilities include the direct supervision of maintenance staff including Senior Mechanical Technician, Mechanical Technician, and Water Resource Technician. This class is distinguished from the Environmental Services Manager by the latter's responsibility for the overall management of the division. This class can be distinguished fiom the Senior Mechanical Technician by its supervisory role and responsibility for budgeting, planning, scheduling, and assigning mechanical and electrical maintenance activities. The employee is occasionally required to climb, balance, stoop, kneel, crouch, or crawl, or smell. Qualifications Knowledge o£ Principles and practices of employee supervision, including employee selection, work planning, organization, scheduling, employee training and development, performance management, and progressive discipline. Principles, methods, materials and tools that are industry standards in the maintenance and repair of wastewater treatment facilities; occupational hazards and safety precautions necessary in heavy industrial maintenance work. Report writing and documentation. Standard principles and practices of purchasing, inventory control, budgeting, and project management. Methods and techniques of developing and implementing a preventive and predictive maintenance program. Standard business computer applications including Microsoft Windows and Office and computerized maintenance management systems. Education and Experience Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying. 4 typical way to gain such knowledge and abilities would be.- Education: e: Education: Equivalent to graduation from high school; additional technical or college -level coursework related to water and wastewater systems and/or water recycling plant operations is highly desirable. Experience: Five years of increasingly responsible experience performing water and/or wastewater electrical and mechanical systems maintenance and repair duties including at least one year at a lead or supervisory level. Certifications/Licenses: Possession of a valid California Class C driver's license with a satisfactory driving record. Possession of a Grade III Plant Maintenance Mechanical Technologist Certification issued by the California Water Environment Association (CWEA) at time of appointment is desirable. . Possession of a Grade IV Plant Maintenance Mechanical Technologist Certification issued by CWEA is required within 18 months of appointment to position. Possession of a Grade II Electrical/Instrumentation Technologist Certification issued by CWEA is required within 24 months of appointment to position.
