Association -to Fill Vacancies on the Airport Land Use Commission, Local Agency
Formation Commission, California Coastal Commission, Association of Bay Area
Governments Executive Board, and the' Sonoma County Agricultural Preservation &
Open Space District.
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution „recommending appointments
to the Mayors' & Couricilrnembers' Association and giving the Mayor authority to vote on late
nominations received at their April 14, 201.1 - meeting.
BACKGROUND
The Mayors' & Councilmembers' Association, which includes all the Sonoma County cities, fills
vacancies on various local or regional Boards or Commissions when the terms of office expire.
Letters of interest are: circulated to all c_ ities by those elected officials wishing to serve, followed by
the. cities voting on their, recommendations at an upcoming meeting of the Association.

I am writing to ask for your support for appointment-to the position of City Member -
Alternate on the Local Agency' Formation Commission (LAFCO).
I believe all of Sonoma County'-would be well- served. by ,adding a fresh perspective to
our LAFCO. Planning for tomorrow, by building new depth in our membership today, is
the.best way to prepare to meet the challengesIo come.
I currently serve as councilmember in the City of Cotati, and act as Cotati's
representative on°the Water Advisory:Committee, the.Russian.,River Watershed
Association, and as alternate representative to the Association .of Bay Area

Position for an Elected representing the North Central Coast
Appointment by the Senate Rules Committee
Dear Mayors and Council Members;
I seek your nomination to the California Coastal Commission, to the seat for an elected
represehting�the North: Central Coast, by appointment of the Senate Rules Committee. Please
consider my letter of.interest in this position for Sonoma, Maria, and San Francisco Counties.
I am uniquely qualified for this responsibility, having served for the past two years as the
Alternate to this seat. In early 2009, your body unanimously nominated me, and Darrell
Steinberg,. Chair of the Senate Rules Committee, appointed me. From my experience, I have
gained invaluable knowledge of the Coastal Act and its processes as well as the respect of my
Commission,colleagues and,its,. "staff ,I fully,understand.the_commitment to,preparation, travel,
and meeting time. necessary to serve responsibly.
My local political.accomplishments also speak to my,qualifcations. From my service to
the, City of Sebastopol I,am well versed' in planning and land use. I understand the- challengesrof
balancing ourconcerns. for our limite&natural resources with economic vitality. and' social equity.
I have completed one term as Vice Mayor, three terms. as Mayor, and previously ,served on our
Planning Commission, being: selected as Vice Chair and Chair. I have served at the County level
on the Sonoma, County Transportation Authority [SCTA] and the Regional Climate Protection
Authority [RCPA], now on their Executive Committee, Health Action and, earlier, the Solid
Waste Advisory Group [SWAG]. I chaired our Mayors and Councilmembers Association in
2010 being Vice Chair the previous year.
In my personal life,,l have hiked nine of the fifteen coastal counties, some more than
once. My recreational experience on our.spectacular California Coast led me to volunteer as a
Board Member of Coastwalk'California, a private statewide organization working to ensure the
right of `all people to °reach and responsibly enjoy the coast. I continue to serve on Coastwalk's
Page 1 of 2
Board and its Finance Committee.as we anticipate ongoing success in signing the 1290 -mile-
long California Coastal Trail. This opportunity has allowed me to meet electeds, staff, planners,
and organizations up and down the coast as we have joined efforts to complete our border -to-
border°trail.

ABAG Executive Board Alternate
My experience; as your representative with ABAG on the Hazardous Waste
Facility Allocation Committee has prepared .me to work on complex issues
at a regional level. .1 currently serve with Mayor Mark Green of Union City,
the President ,of ABAG, on the Hazardous Waste Committee. I have
attended the General Assembly, recently accompanied Councilmember
Gorin to the February meeting, and am familiar with the agendas of the
Board. My experience and education, give me the skills to review large
amounts of information and make sound decisions.
The role of Sonoma County in regional planning of the Bay Area is. an
important issue =to me. We face monumental challenges understanding the

alternate as. needed.

Committee
Dear Mayors and Councilmembers,
This letter is to request your support for reappointment to the Citizens Advisory Committee. I
have had the honor of representing you on this Committee since 2007.
In January, I was appointed 2011 Chair of the Committee. Prior to that, I served three years as
Vice - Chair.
I very much enjoy working with the District and contributing to its overall mission while
representing our nine cities. I have always worked to keep our urban centers well represented
when discussing policy direction.
I continue to serve on the Matching Grant Program subcommittee and have advocated for the
importance of that program to our cities. I have participated in recommending funding of over
$17,000,000 for Matching Grant project applications during my years on the Committee.
Declining revenues are, and will more than likely continue,'to present challenges for the District.
Over the past four years, I believe Lhave gained the experience to help deal with these challenges
in a way that best serves the County while also providing strong advocacy for our cities.
In addition to the Matching Grant Program, I have participated in developing long -range policies
undertaken by the District and I, support the vision of the adopted Strategic Plan for livable,
healthy communities through scenic open space, parks, trails, local food production and
recreational opportunities. During my 10 years on the Cotati City Council, I have consistently
supported City policies, including healthy communities initiatives, which contribute to these
overall County efforts.
I truly appreciate your past support. I would be honored to continue working for you with the
Open Space District as we face the opportunities that lie ahead to fulfill the promise of Measure
F to the public.

Citizens Advisory Committee.

legal experience as a civil attorney, have lived in Sonoma County for 23 years, have
raised my family here, and have long been actively involved in community improvement

Sebastopol Union School District Trustee, 2004 - 2008) and as a community volunteer
(e.g.; 15 year's' service as a sports coach and ,soccer program president; 13 years as
a local issues columnist in Sonoma West Times & News; continuing participation in
Sebastopol's sister city exchange program).
