REGULAR MEETING.
Council Chambers, 5th,1914.
A meeting of the City Council was.held this 5th day of October,1914
at 7 :30 o'clock. Mayor Horwege in the chair.
PRESENT': Councilman Gossage, McCargar, T:orr, St.ra:dling'., H-ealey and
Mayor Ho'rw;ege .

READING OF JOURNAL
The minutes of a regular meetin g o? September.2lst were read
and approved.
REPORT OF OFFICERS
The Clerk reported the following report of officers were
received °and placed on file for the month of Septemb °er

Report of River Statistics
The Clerk re'ported'the following affidavits received and
placed on file:
Affidavit of J. E. Olmsted "Notice of award of Contract for I"
Affidavit of City Clerk "Posting Notice of Award of Contract for
"I"; also affidavit of J. E. Olmsted for "Notice to Bidders for
Motor for Bridge.
The City Attorney rep6rted that the case Snyder vs. the
City of Petaluma will be argued on appeal before the Appelate Court
on October 21st, 1914.

Report of the Finance Committee was read and same reco:;mended
for payment by the following resolution:

Adppting the report of the Finance Committee and r.ecommendi.ng
the payment of said claims. Same was adopted by affirmative motes

The Clerk presented three bills which were not passed upon
by t'he..Einance Committee, namely Petaluma Foundry 39.20- Patriarch
Militant Band,$ 100, and W. A. Call for $100.00. Same were ordered

Directing the Auditor to draw warrants in the sum of 39.20

Resolution ordering the following work to be done in said
City, towit:
That a six (6) inch ironstone pipe sewer be constructed from..
the sewer crossing Bassett Street at the.west line of Post Street,
thence northeasterly along the center of Bassett Street to intersection
of Bassett and Howard thence along the .center of Howard
Street to the manhole at the intersection of Howard and Washington
Streets. Also manholes will be constructed at, points shown in the

diagram of sewer.

29th, 1914.
The.City Clerk reported that the.electrion returns
from all the precincts for the special municipal Election held on
Tuesday September 29th, 1914 have been returned and receipted for and
found to be in all respects in due and. proper order.

On motion of Mayor Horwege seconded Councilman Healey the

Council then proceeded to canvass and did canvass all of said returms.

and-.-estimating the vote for and.against the several propositions voted
upon at said election.
The City Clerk then presented to the Council a statement of
the result ' of said special Election held. on the 29th day of September
1914 which was o'rdered'f led after being entered in full in the minute.

For. the purchase equipment and installation of electroliers the

RESOLUTION 110. 853. C.S.
Intoo Councilman Torr, seconded by Major:Horwe
ge.
WHEREAS, at the specila election held in the city of Petaluma. on
the 29th day of September, 1914. pursuant to the provisions-of Ordinance
221, C.S. of the City of Petaluma, the whole number of votes cast was 1178
Proposition No. I having received 653 votes for and 488 votes against
satne not being- required two-thirds ma#ority is hereby declared not
carried.
Proposition No. 2 having received 836 votes for acid 315 v I gtes against
same having received the two-thirds majority was declared carried,
Proposition No., 3 having received 688 votes for and 444 votes
against same not having received the required two-thirds majority is
hereby declared not carried; and
WHEREAS, due notice of said election was given and said election
was held at the time and in the manner, and in all respects as required
by law and the Ordinances of said City; and
WHEREAS, said election was legally and properly' conducted and the
returns thereof were duly and regularly made and certified to this
Council, and that said returns have been duly and regularly canvassed by
this Council; and
WHEREAS, the number of votes cast at said election in 'favor of
Proposition No. 2 of incurring an indebtedness of $ 20,000-.00 . for the
improvement and repairing Washington Street was more. than two-thirds of
all the votes cast at said special election-,,.
NOW THEREFORE, the Council of the City of Petaluma do ordain as
follows, t,o-wit:
That said Proposition No. 2 aforesaid was, and that th'i'a Council.fin
and declares that said Proposition was duly accepted and. adopted by the
votes of more than two-thirds of all the voters voting at said elec#ion,
and that said. Proposition aforesaid has carried and was duly accepted
by the qualified voters of the Ci.t.y of Petaluma, and that said City of
Petaluma is duly authorized to issue bonds of said City'to the amount of
and for the purpose as in,said Ordinance.Nol 221- C.S., afaresaid, set
out.
