Be it resolved that whereas the bid - of Eaton & Smith, for the
improvement. o -f Washimgton Street being the lowest responsible
submitted:

The Council then proceeded to canvass the returns in open meeting by_
opening and canvassing the returns after which the Clerk was directed to
reseal said packages and keep them in the vault in his office as required
by lawn
