special of the City Council was held this 24tH day

All members present excepting Councilman Healey.

The meeting was called for the purpose of discussing the
improvement of Bodega Ave. and also in reference to the river and
harbor improvement.
In reference to Bodega Ave. it was decided to let the
City Engineer proceed with the duperintendence of the work and it
was also decided to do the work on Bodega Ave. in accordance with
the State Highway speciicatiozs. The above was areed upon by
Councilman Allen, Gossage, McGar.gar, Torr, Young and l.-layor Horwege.

The matter of a culvert at 'the railroad tracks south
of Jefferson St. was taken up and decided to have,the railroad company
make the necessary chan,,e to take care of the overflow on .Bremen St.

October, 1915, at 7:30 o'clock. Mayor Eorwege in the chair.

READING OF JOUE0AL .
The minutes of a regular meeting of Sept. 20th and the -
special called meeting of Sept. 24th were read and approved as
recorded.
tiEPORT OF OFFICERS.
The following reports of Officers were read, and placed on

file:
The report o the 11harfinger for the ..month. of August.
The report of the Poundmaster for the month of September.
The report of the '1 , oli_ce Judge for the Police Judge for the
month of September.
The City Clerk -reported' having taken up the, matter with
the railroad company in regard to-installing a culvert on the
right of way south of Jefferson St.
Gouncilman Torr reported having interviewed the Quinn
heirs in regard'to the property needed for the proposed cut
north of the bridge. Same was referred to the special river
committee.
REPORT OF STANDING CGID1ITTEE
ON FIBANCE
The report of the Committee was read and same
recommended for payment by the :following resolution
RESOLUTION NO. 1034 C . S.
Introduced by Young, seoonded by McCargar.
11dopting the report of the Finance Committee and
directing the Auditor to draw warrants in payment of said claims.
Adopted by seven affirmative votes.
ON STREETS
The street committee asked and were granted further time
for report on Webster St. opening.

PETITIONS AND COIMUTJI CAT I011S.
A communication was received from R. S. Edwards concerning
the sewer on "I" St., stating that he would not allow the sewer to

run through his property without being compensated for the privilege.
The matter vas referred to the City Attorney.
A communication was read from the property owners fronting
on Hayes Lane asking that the Council postpone indefinetly the i
improvements on said street. As no was as yet ordered
the communication was filed.
A protest was received from property owners on Sent St.
from Walnut to Howard against the improvement being done at this
time. The matter was taken under advisement.
A communication was received from the L'srar Department with
reference to the widening of-the channel to 50 feet at the "D" St.
bridge. The matter was referred to the special committee on river
improvement.
NEW BUSINESS.
J. Wengen appeared before the Council with a protest ' against
the new vending license ordinance. The matter was discussed but no
action taken.
Police Chief Plohr recommended the installing of the lights
on Mary St. near the hitching,rail, also property owners on
Edithu;3t. between East "D" .and Jefferson Sts. asked for an additional
electric light. Both the matter were referred to the Street Committee
with power to act.
A new hydrant was ordered installed at the corner of Bodega
Ave. and Prospect St., and the City Engineer was aizthorized'to
r , notify the water Co. to install one at once.
Councilman Allen brought up the matter of better fire
protection for the new High School and the fire commissioners were
given power to act in the r:iatte -r of installing a new hydrant at tize
corner of Fair and Douglas Sts., and also suggested the installation .
of larger mains and more hydrants and also recommended stand `pipes
along the river. The entire matter was discussed and was - placed in
the hands of the Fire Commissioners with poorer to act.
The City Engineer reported that he had obtained figures for
the concrete work on Bodega Ave., at tine following prices: 6.6 per
square foot and 7V per square foot'. The matter was left in the

hands of the Street Committee and that committee was -riven power to
act.
::Mayor - orvrege brought up the matter of 'the insurance
commission to handle all insurance in lieu of agents, the
commission to go the 0ity. It was decided to take the matter up
after adjournment in caucus and same will be brou�A up again..
