Katherine Bobrowski, Littlewoods Mobile Home Villa, Petaluma, spoke of problems at the mobile home park where she lives. Trevor Pitts, Petaluma, spoke against the adoption of a Just Cause Eviction ordinance. Mayor Glass John Cheney, Petaluma, expressed concern about homelessness. Merlin, Petaluma, spoke about the lack of housing and high rent prices in Petaluma. Seeing no other persons wishing to speak, Mayor Glass closed GENERAL PUBLIC COMMENT. (Brown) Mayor Glass Mayor Glass opened Public Comment on Item 2.13. Bill Maier, Petaluma, is concerned about landowners not having as many rights as tenants, which could directly affect increased availability of housing. Steve Dyer, Petaluma, is concerned about lack of affordable housing and suggested federal aid. Mayor Glass Carolyn Gaberluff, Westgate Real Estate, Petaluma, is concerned about the restrictions on expanding and improving rental properties. Sharon Kirk, Petaluma, urged Council to relax permitting requirements for Accessory Dwelling Units (ADUs), citing the Senate Bill 1069 as guidelines. Kevin McDonnell, Know Before You Grow, Petaluma, suggested investing in first time home owners rather than rental properties. Sam Tuttleman, North Bay Organizing Project, Petaluma, strongly urged the Council to review other cities' Just Cause Eviction ordinances for guidance. Kerry Davison, Petaluma, feels Just Cause Eviction and rent control are not solutions to the housing crisis. Jessica Moore, Petaluma Health Center, believes a person's housing situation is a powerful determinant of health, and supports a Just Cause Eviction ordinance. Kelly Sturgeon, North Bay Organizing Project, Petaluma, spoke about caregivers needing affordable housing. Richard DeCarli, Petaluma, told Council that as a property owner he doesn't support the Just Cause Eviction because it severely limits the property owner's rights to do what's necessary to maintain their property. Stephanie Adams, Petaluma, is a property owner and supports a Just Cause Eviction ordinance. Kamala Brown, Indivisible Petaluma, is concerned about lack of affordable housing and supports a Just Cause Eviction ordinance. Peter Adams, North Bay Organizing Project, Petaluma, is concerned that his generation cannot afford to live in this community and supports a Just Cause Eviction ordinance. City Manager Brown Mayor Glass City Manager Brown Mayor Glass Council Member Albertson Mayor Glass Council Member Albertson Mayor Glass Vice Mayor Healy Mayor Glass Council Member King Mayor Glass Council Member Barrett Council Member Miller Council Member Kearney Mayor Glass Council Member Barrett Council Member King Vice Mayor Healy Mayor Glass Vol. 49, Page 230 February 12, 2018 1 City Manager Brown 2 3 Council Member Kearney 4 5 Senior Planner Scott Duiven 6 7 Council Member Kearney 8 9 Council Member Miller 10 11 Vice Mayor Healy 12 13 Mayor Glass summarized Council's direction to staff. 14 15 Regarding "Temporary Emergency Housing," there was consensus to move 16 forward with these items, to be in effect for a 12 -month period: 17 18 • Rental of existing guest houses, pool houses for interim housing for fire victims. 19 • One recreational vehicle or travel trailer may be allowed on a residential 20 property, industrial or business park property provided: 21 o it does not encroach into the public right-of-way when parked. 22 o is permitted by applicable CC&Rs. 23 o is properly connected to water, sewer, and electric services (the use 24 of a generator is prohibited). 25 o the user of the vehicle has obtained consent from the property owner 26 prior to parking the vehicle. 27 o it is parked a minimum of 20 feet from a habitable building on an 28 adjacent property. 29 o it is a model year 1998 or newer. 30 o it shall include working fire extinguisher, working smoke detector and 31 working carbon monoxide detector. 32 o a temporary occupancy permit has been granted by the Building 33 Official, contingent upon satisfaction of all other requirements. 34 Relaxed parking requirements for Accessory Dwelling Units (ADUs). 35 36 Regarding "Housing Affordability," there was not consensus to waive or reduce 37 housing impact fees. There was interest voiced by several Council Members in 38 favor of requiring inclusionary housing units instead of an in -lieu fee. Not all 39 members spoke to this.
