HomeMy WebLinkAboutStaff Report 3.B 03/04/2019DATE: TO: FROM: SUBJECT: March 4, 2019 Honorable Mayor and Members of the City Council through the City Manager Claire Cooper, City Clerk Resolution Appointing Susan Hootkins to the Marin/Sonoma Mosquito and Vector Control District Board of Trustees to Serve a Four -Year Term Expiring December 31, 2022, RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Appointing Susan Hootkins to the Marin/Sonoma Mosquito and Vector Control District Board of Trustees. BACKGROUND At the February 4, 2019 Regular City Council/PCDSA Meeting, the City Council made appointments to fill vacancies on several city commissions. The city -related vacancy on the Marin/Sonoma Mosquito and Vector Control District Board of Trustees was not filled at that time. DISCUSSION Incumbent Susan Hootkins was the only individual who submitted an application to fill this vacancy. Ms. Hootkins has been serving as the City of Petaluma's representative on the MSMVCD Board of Trustees since August 2017, when she was appointed to complete a term expiring December 31, 2018. FINANCIAL IMPACTS Costs are limited to staff time to prepare materials for the recruiting of volunteers, and are contained within the operating budget. ATTACHMENTS 1. Issues of concern include surveillance and water/vegetation management in a range of habitats and pesticide application effects on nontarget species and humans. Six of the 9 districts engaged Ms. Hootkins and her staff at Cardno to tailor the template/regional CEQA materials to their district -specific programs: Northern Salinas Valley Mosquito Abatement District, Solano County Mosquito Abatement District, Napa County Mosquito Abatement District, Marin/Sonoma Mosquito and Vector Control District, Alameda County Vector Control Services District, and San Mateo County Mosquito and Vector Control District. MSMVCD completed their Final Programmatic EIR in June 2016. Have served on MSMVCD Board of Trustees since November 2017 following appointment in October 2017. Please state reasons why you want to become a member of this Board, Commission, or Committee, including what specific objectives you would be working toward -as a member of this advisory body: Having prepared MSMVCD's recent PEIR covering all of its vector control activities, I have a very clear understanding of what they do, how they do it, and the potential environmental impacts. This knowledge is derived from extensive and comprehensive technical and scientific information developed for their PEIR, and it is based on their activities conducted at present and in the future. My objectives are to ensurereasonable oversight of their vector control activities from a citizen/resident's perspective. I am very much aware of the controversial aspects of their Program, in particular the need for pesticides and public concerns about the safety of these materials. The District's mission is to protect public health, and I believe they can do this and be cognizant of environmental conditions in Petaluma and Sonoma County. This need for balance needs to be effectively communicated to the public. Aware of the specific conditions in Sonoma County and Petaluma that require substantial control effort by District staff. I have been in the planning profession since 1973, and public involvement is a critical component in any kind of environmental as well as community planning. I would update the City Council as needed on District activities.
