Mayor Glass confirmed that there was Council/Commission consensus that when
the inclusionary housing issue comes before the City Council, it should include
these requirements: 15% of affordable units onsite in all residential projects with 5
or more units in the development; amend Chapter 3 of the Implementing Zoning
Ordinance to create inclusionary housing requirements consistent with Program
4.3 of the 2015-2023 Housing Element. Those inclusionary requirements should
include criteria in the ordinance for duration of affordability, fractional units,
development standards for the affordable units, alternative compliance and
submittal requirements for reviewing those alternatives, and the effective date of
deemed complete projects that won't be subject to the new requirements or
fees.
