i RESOLUTION SETTING THE 1999 ALLOCATION POOL

4 WHEREAS, the City Council has adopted a Residential Growth Management System by
s Ordinance 1716 N.C.S. (Chapter 17.26 of Uie Petalwna Municipal Code) establishing the
6 procedure for setting the. allocation pool on a yearly basis; and

8 WHEREAS, interested developers have tiled Notice of Intent to Develop forms in accordance
9 with the provisions of Chapter 1'7.26 and these, in combination with other allocation obligations
l0 created and anticipated by the action of the City Council, comprise the total number of al location
I ] requests for 1999; and

t3 WHEREAS, the setting of allocations must be done in conformance with General Plan policy
14 that permits a-maximum annual average of 500 allocations, no more than 1,000 allocations in any
15 year and no more than 1,500 allocations over three consecutive years; and

17 WHEREAS, total requests for 1999 allocations equals 233 units; and .

I9 WHEREAS, there is no compelling reason to set the allocation pool higher than the number of
20 requested units this year; and

22 WHEREAS, the City Council finds the setting of allocations is not a project pursuant to Section
?3 15061 of the California Environmental Quality Act and, therefore, no environmental action is
24 necessary at this time; and

26 WI-IEREAS, the City Council met on April 20, 1998, 'and discussed the setting of the pool for
27 1999 allounents;
29 NOW, THEREPORE_ BE IT RESOLVED that the City Council sets the 1999 allocation pool at
30 136 units.

32 BE IT FURTHER RESOLVED that the City Council makes the following findings in support of
33 its setting the 1999 allocations pool:

I I'indities:
3 1. The number of available 1999 allotments is consistent with the provisions of the
4 Residential Growth Management System Ordinance (Chapter 17:?6 of the Petaluma
5 Municipal Code) and the applicable policies of the 1987-2005 Petaluma General Plan.

7 2. The City Council need not consider the 1999 Development Objectives in determining the
8 1999 allocation pool because the number of requested allocations (consistent with the
9 Residential Growth Management Ordinance) was not more than 500.

I I 3. The decision to set the 1999 allocation pool at 136 is not detrimental to the public health,
12 safety or welfare ,because the City Council has considered the 1999 allocation pool in the
13 context of overall City-wide growth rates, adequacy ofpublic facilities, and the timing of
14 development, and this pool adequately satisfies all valid applicants.
