RECOMMENDATION
It is recommended that the City Council adopt the attached resolution Recommending Appointments to
the Mayors' & Councilmembers' Association to Fill Vacancies on the Airport Land Use Commission,
Local Agency Formation Commission, Metropolitan Transportation Commission, ABAG MTC CASA
Legislative Task Force, ABAG Regional Planning Commission, and the North Bay Division of the
League of California Cities and giving the Mayor or her designee authority to vote on late nominations
received at the Association's April 11, 2019 meeting.
BACKGROUND
The Mayors' & Councilmembers' Association, which includes all the Sonoma County cities, fills
vacancies on various local or regional Boards or Commissions when the terms of office expire or upon
resignations. Letters of interest are circulated to all cities by those elected officials wishing to serve,
followed by the cities voting on their recommendations at an upcoming meeting of the Association.
Citv Selection Committee:
1. Airport Land Use Commission, two positions, to fill expired terms (May 2019) of Gabe Kearney
(Petaluma) and Sam Salmon (Windsor). Four year term with May expiration. Letter(s) received

DISCUSSION
Regarding the recommendation on an appointment to the Metropolitan Transportation Commission
("MTC") some additional background may be helpful. Government Code section 66503, which
prescribes the composition of the 21 -member MTC, provides in subdivision b) concerning selection of
North Bay county representatives as follows:
The commission shall consist of 21 members as follows:
(b) One member each from Marin, Napa, Solano, and Sonoma Counties. The city selection
committee of these counties shall furnish to the board of supervisors the names of three
nominees and the board of supervisors shall appoint one of the nominees to represent the
county.
As a result of the Government Code requirements for selection of MTC members for Marin, Napa,
Solano and Sonoma Counties, the Board of Supervisors of each county is required to select MTC
representatives from the list of nominees provided by the city selection committee. Therefore, the
committee members selected by each Board of Supervisors will have been supported by
representatives of the city selection committee in each county.

WHEREAS, vacancies have occurred on various Boards and Committees due to term
expirations or elected members leaving office; and
WHEREAS, the appointments will be considered by the City Selection Committee and the
Board of Directors at the Mayors' & Councilmembers' Association meeting on April 11, 2019; and
WHEREAS, letters of interest have been received and considered by the Petaluma City
Council.
NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council does hereby
recommend to the Mayors' & Councilmembers' Association for the following appointments:

Dear Mayors and Councilmembers,
I am writing to ask for your city's support to reappoint me as the Mayors' and Councilmembers'
alternate representative on the Local Agency Formation Commission (LAFCO).
LAFCO is unique, in that as your alternate representative I am able to participate fully and help
move the agenda forward as an active participant in discussions, both on the Commission as
well as the Policy Committee. In the years I've served we've worked to help bring Roseland out
of county island status, to protect the interests of public in regard to the Palm Drive Heath Care
District and to encourage the orderly formation of local government agencies and promote the
efficient provision of public services. In my years of service I have rarely missed a meeting and
have also attended several state conferences to increase my knowledge.
As many of you may know, previous to my time as a city council member, I had thirty years of
experience working with the Novato Fire Protection District. This background will be helpful as
LAFCO works to help determine the future of the fire service in Sonoma County. Already we are
seeing reorganizations of smaller districts into larger, more efficient entities. This process will
continue and I hope to support all of our interests in making sure we have safe, efficient and
dependable fire protection throughout Sonoma County.

RE: Nomination of MTC Representative
Dear Chair and Members of the City Selection Committee:
I request consideration by the Committee as a candidate for nomination to the Board of
Supervisors as Sonoma County's representative to the Metropolitan Transportation
Commission. I have 35 years of experience as an advocate in the field of transportation,
including more than a decade of involvement in the activities of the Sonoma County
Transportation Authority, and prior experience in Sacramento. I frequently testify in
public hearings on transportation as a representative of Sierra Club or the Sonoma
County Transportation and Land Use Coalition.
Government Code § 66503(b), requires that:
One mernber each from Marin, Napa, Solano, and Sonoma
Counties. The city selection committee of these counties
shall furnish to the board of supervisors the names of three
nominees and the board of supervisors shall appoint one of
the nominees to represent the county.
I believe that elective office is not a prerequisite for nomination and that my experience
qualifies me to be a nominee. Note that § 66503(f) states: "Public officers, whether
elected or appointed, may be appointed and serve as mernbers of the commission
during their terms of public office." (emphasis added.)
I believe that my status as a non -elected transportation expert makes me especially
qualified to represent Sonoma County. Recent events have shown just how sensitive
and political the issues facing MTC have become. Because Rohnert Park voters did not
support MTC's Regional Measure 3 in the June primary, it is certainly arguable that the
current MTC representative was not representative of his community.
If nominated and then appointed, I would seek to stay in contact with the policy makers
and transportation -land -use advocates at all levels in Sonoma County. 1 will bring a well -
reasoned environmental point -of -view to policy development, recognizing the
importance of steady reductions in greenhouse gas emissions from transportation and
development. This means increased regional funding for transit, bicycle -pedestrian
pathways, safe streets, while encouraging shift from driving alone to other modes.
MTC has a long history as a staff -driven organization. Because I don't have the
appointed responsibilities of elected officials, I can make the time available to attend to
policy development and to providing an oversight role on the Commission.

Agenda Title: Consideration of the CASA Compact, a I5 -Year Emergency Policy
Package to Confront the Housing Crisis in the San Francisco Bay Area
RECOMMENDED ACTION:
This is an informational item. The council may wish to make comments or develop a position
regarding the CASA Compact.
DISCUSSION:
Attached is the CASA Compact, a I5 -Year Emergency Policy Package to ConfrWrrt the Housing
Crisis in the San Francisco Ba>> Area developed by a "task force of elected and civic leaders
convened by the Association of Bay Area Governments (ABAG) and Metropolitan Transportation
Commission (MTC.)" The Compact strives to produce new housing units, preserve existing
affordable housing units, and protect current residents from displacement.
The Compact states "Implementation of the CASA Compact will require bilis to be passed in
Sacramento, it will require leadership from our new governor Gavin Newsom, it will require
regional ballot measure campaigns in 2020 and the years beyond, it will require changes in
transportation and housing policy-making at both ABAG and MTC, and it will require every local
government in the Bay Area to do their part."
The Compact seeks to raise $1.5 billion per year from a variety of taxes and fees to "preserve our
existing housing stock, subsidize the construction of more affordable housing, and provide
assistance to tenants facing eviction." It seeks to "create a new Regional Housing Enterprise to
provide technical assistance to local governments, collect data to monitor our progress, and
administer any new regional fiends that might be approved."
Compact Elements
The Compact proposes ten elements as described below:
Element 1: Just Cause Eviction Police — A region -wide policy requiring landlords to pay relocation
assistance to tenants for no-fault evictions and state "just causes" for any termination of tenancy.
Element 2: Rent Cap — Establish a Bay Area -wide rent cap that limits annual increases in rent to
no more than CPI+5% in any year for the next 15 years. Requires annual notices of allowable
rents,

Element 3: Rent Assistance and Access to Legal Counsel — Provide access to free legal counsel
and emergency rent assistance to low-income tenants facing eviction.
Element 4: Remove Regedatoiy Barriers to Accessor y Divelling Units — Amend existing state ADU
law to remove regulatory barriers imposed by local jurisdictions for ADUs and Junior ADUs, allow
for multiple ADUs in multi -family homes, and create a small homes building code.
Element 5: Mini.nnnn Zoning Near Transit—Neighborhoods surrounding rail stations would have
minimum zoning of housing up to 55 feet tall (75 feet tall with a density bonus). Neighborhoods
with "high quality bus service" would have minimum zoning of housing up to 36 feet tall on all
residential, commercial, and institutional zones. Commercial parcels near job zones would be
rezoned to allow housing.
Element 6: Good Government Reforms to Holffing Approval Process — Calls on state to adopt a
number of restrictions and requirements on local jurisdictions including locking rules, fees and
historic status at date of application; each jurisdiction to create and maintain up-to-date listing of
all rules, codes, and standards that apply to residential development; no more than three public
hearings on projects; impose uniform standards on impact fees; requires fee deferral programs and
other restrictions.
Element 7: Expedited Approvals and Financial Incentives for Select Housing — Calls on state to
adopt CEQA exemptions and limit local jurisdictions review of certain projects; provides reduced
parking requirements, tax breaks, and higher densities for certain projects.
Element 8: Unlock Public Land for Affordable Housing — Calls on state to redefine definition of
surplus and underutilized properties; require local jurisdictions to create and report an inventory
of properties to the state; state housing department to refer cities to the Attorney General's Office
for infractions; allow residential development on all developable public land regardless of zoning;
require annual reporting of disposal of public sites; and other reforms.
Element 9: Funding and Financing the CASA Compact — Raise $1.5 billion in new revenue
annually from property owners, developers, employers, local governments, and taxpayers to fund
the CASA Compact. Please see Figure 9 on page 20 of the Compact for more details. Taxes
vacant homes, parcels, new commercial development, gross receipts, employees, retail sales.
Takes away revenue from local jurisdictions' general funds.
Element 10: Regional Housing Enterprise —Establish a regional leadership entity to implement the
CASA Compact, track and report progress, and provide incentives and technical assistance. Create
an independent board.
Calls for Action
In addition to the Compact Elements, the Compact includes Calls for Action asking the state to
pass additional legislation to re-establisli redevelopment, lower the voter threshold for housing

certain jurisdictions a higher share of property taxes, provide fielding for housing formerly

FISCAL IMPACT:
The Compact's proposed revenue sources would take about $200,000 of current revenue and
$200,000 of fixture revenue per year from Rohnert Park. The other components of the Compact
would add operating expenses, but the impact of those are unknown until the proposals are put
into legislation. The Compact's proposed revenue sources would take an estimated $15 million
per year from Rohnert Park's property owners, developers, employers, and taxpayers. The
Compact calls for 25% of that to go to regional programs and 75% to go to county of origin. It is
not clear how much of the regional or county levels funding would return to Rohnert Park.

Dear Mayors and Councilmembers,
Please accept this letter as my request for appointment as the League of California Cities
Executive Board Member, North Bay Division.
Although the counties that compose the North Bay Division are unique in our respective
economies, geographies and personalities, we share many of the same concerns and priorities for
the issues facing our communities. As the League develops its own priorities and platforms, it is
essential that that our voice is heard.
We are fortunate to have strong local representation in our state legislature, however many of
the proposed solutions coming out of Sacramento are modeled on San Francisco, the East Bay,
the South Bay, and the greater Los Angeles Area. The League should continue to recognize that
there can be unforeseen effects in regions like the North Bay when one -size -fits -all mandates are
imposed.
I will support the League's principles that local self -governance is the cornerstone of
democracy, that our strength lies in the unity of our diverse communities of interest, and that
cities—especially small cities—are vital to the strength of the California economy.
I have served on the Sonoma City Council since 2014, including as mayor in 2017. 1 have served
on regional committees and commissions ranging from groundwater to libraries, including my
current position as Chair of the Sonoma County Mayors & Councilmembers Legislative
Committee. If appointed, I welcome your comments, concerns and suggestions on how the
League can better support our North Bay cities.
