HomeMy WebLinkAboutResolution 98-078 05/04/1998 Resolution No. 98-78 N.C.S. of the City of Petaluma, California OPPOSING STATE PROPOSTTION 224 - COMPETTTIVE BIDDING MAY BE I2EQi7IItE TO COMPARE STATE AND LOCAL COSTS WHEREAS, State Proposition 224 which would require the State, and under certain circumstances local governments; to estimate the cost of a contract for certain construction related services; and, WHEREAS, the services under which this would take effect are engineering, architecture, landscape architecture, surveying, envirorunental studies and geologic studies, all of which cover much of the construction process for local jurisdictions; and, WHEREAS, according to the Proposition 224, if it was determined to be less expensive to contract the work, the contract. process would continue; but, WHEREAS, if it was determined the cost to have the work done by staff would be less expensive, the work would be done in-house regardless of whether or not sufficient staff was on hand to accomplish the work; and, WHEREAS, local government would have to use the new process if it uses state funds to pay a private firm for any part of aconstruction-related service, including grants. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby opposes State Proposition 224 on the June, 1998, ballot and urges all citizens to also oppose said. proposition.
