EMPLOYEES OF THE TY OF PETALUMA, AND REP LING ALL ORDI- NANCES A /OR RESOLUTION IN CONFLIC HEREWITH. BE IT ORDAIN BY THE COUN- CIL OF THE CIT OF PETALUMA AS FOLLOWS: Section 1. EFFECT 'E DATE. EMPLOYEES TO BE. AP- POINTED .AND SALARIES FIXED BY CITY MANAGER, The City Manager is hereby empowered to appoint, sub- ject to the provisions.. of the: City Charter, any :person to a position- for which the salary is hereby by this ordinance provided, and to designate, :within the limits of the minimum and maximum amounts shown, for said employees, the definite salary or wage at which such person is ap- uointed and the salary so designated is hereby fined from and after the effective date of this ordinance as the salary for such employee for°;such vosition, provided. however, that the City Manager shall have, the right to designate a higher- salary than that shown for the length of service of an employee, within said maximum limits for such position or employ- nient, whenever the City Manager determines that such increase of sal- ary is warranted by exceptional ser- vice and talent or an inability to procure a satisfactory employee for i such position or employment with- out such increase of salary or wage; arid, provided further, however, that the City Manager shall have the .right to designate a lower salary than Classification Normal and Position Hiring R:ccountant Clerk L45. Section 4. NORMAL, HIRING RATE, DEFINED. Section 6. THIRD STEP DEFINED. Section 12. PAYMENT FOR WORK DURING HOLIDAYS, VACA IONS. When it becomes necessary to have employees work during legal ho days or the period said employees are entitled to vacation, leave, said m- ployees working on such legal h i- days and during periods of vacati shall be entitled to receive additiona remuneration at a rate based upon their regular salary or wage, or, sub- ject to the approval of - the City Manager, compensatory time off. For the transaction. of municipal busi- ness for the City of Petaluma, holi- (lays for. field, office and police employees shall be determined by State Law, Section 10 of the Political Code. Section 13. AUTOMOBILE ALLOW- ANCES. In addition to ,the salaries and wages herein provided, the City Manager is hereby authorized to pro- vide compensation for the use of automobiles owned by employees of the City and used on City business. The City Manager's automobile al- lowance shall be determined by the City Council at the beginning of the fiscal year as a part of the budget adopted by the City Council. Section 14. VACATIONS. All reg- ular employees of the City after serving at least one full year are en- titled to the equivalent. of ten work- ing days of vacation, without loss of pay, in the next • succeeding calendar ,year of employment and in each cal- endar year thereafter, to be taken at such time as the Department Head shall designate, subject to the ap- proval of the City Manager. Sub- ject to the approval of the City Man- ager, an employee shall be entitled to accumulate such vacation allow- ance, but not to exceed 20 working days. .In the event employment shall terminate, the employee is entitled to be paid for any earned .vacation accumulated to date of ,termination. Employees shall not be ,granted compensation in addition to their regular salary for vacation time which time which they do not use, except at termination of employment, or if the vacation, was not taken due to an extreme emergency in City oper- ation, confirmedby the City Mana- ger, in which case cash payment may be made for the lost vacation. Section 15. SICK LEAVE. Em- ployees are entitled to one working day sick leave with pay per calendar month of employment complete and may accumulate up to a total of sixty (60) working days. Each employee shall 'be entitled to be paid',.duri ig:�.. the time he shall be unable to per- form the services required of such . employee oil account, of - illness, an amount equal to one day's pay for each month which said employee has been employed by the City, but not to exceed sixty (60) working days. Whenever illness __.exceeds- three `'(3) days duration, the City Manager may require that the=report ,shall be ac- companied by a written statement of the doctor attending such employee. This section shall _not` apply :in any case where the employee's absence from work has, -been occasioned by injuries suffered- :during his employ- ment and he receives workmen's com- pensation. In cases -of employees en- titled. to receive workmen's com- pensation benefits due to service connected injuries, they shall also be entitled to receive from the City the difference between said work- men's compensation benefits paid, to them, and the amount which would otherwise have been payable here- under for sick leave. Section 16. LEAVE OF ABSENCE. Leave of absence up to four (4) days with pay may be granted to em- ployees in the event of death, serious illness, or injury in the employee's immediate family. Such leave shall be charged against employee's sick leave. Other leave of absence without pay may be, granted upon the mutual consent of the employee, department head and City _ Manager. Leave of absence for military duty shall be granted as required by law. Section 17. ASSIGNMENT OF DU- TIES TO DIFFERENT DEPART- MENTS BY CITY MANAGER. Any - employee, except a department head, nay be assigned by the City Mana- er to perform duties in more than o e department of the City, and the sa ry or wage of such and shaI be allocated to and charged as an pense of the respective depart - men for which such services are 18. Section 19. R PEAL OF CONFLICT- ING ORDINA ES. Ordinance No. 392 N. C. S., an all other ordinances in conflict here th are hereby re- pealed as of the effective date of this ordinance. Section 20. EFFE IVE DATE. This ordinance shall go i to effect March 1, 1957. The City Man ger shall issue an assienment of pers nel indicating the 'salary range for ch City em- ployee as of March 1, 57.
