RESOLUTION APPROVING THE PURCHASE AND INSTALLATION OF A TRUCK
MOUNTED VACTOR VACUUM UNIT FROM PRES TECH EQUIPMENT COMPANY
IN THE AMOUNT OF $148,384.46 AND AUTHORIZING THE CITY MANAGER TO
EXECUTE ALL DOCUMENTS NECESSARY TO COMPLETE THE PURCHASE
WHEREAS, the City of Petaluma seeks to purchase a replacement to a trailer mounted
Vactor vacuum unit that is needed to provide specialized maintenance for the Public Works and
Utilities Department; and
WHEREAS, the current trailer mounted unit has passed its useful life, is currently
failing, and is no longer in compliance with the Air Resources Quality Control Board regulation;
and
WHEREAS, two regional vendors provided quotes for this item; and
WHEREAS, one vendor could provide a larger trailer mounted rig, which would require
staff to obtain a Class A driver's license to operate; and
WHEREAS, mounting the unit on an existing City owned cab and chassis would
minimize costs by saving approximately $75,000 and be operable with a Class B driver's
licenses currently held by staff, and
WHEREAS, it has been determined that a "sole source" procurement is necessary
because there is only one supplier within the region that can supply a suitable "Vactor" vacuum
unit to be used on a daily basis for small to medium water excavating and storm drain cleaning,
and can mount the unit on an owner supplied used cab and chassis, complete with single source
responsibilities and warranty; and
WHEREAS, purchase of the specified equipment has been considered in accordance
with California Public Contract Code Section 3400(c)(3) and Petaluma Municipal Code Section
4.04. 050; and

WHEREAS, the "sole source" finding is justified because the supplier, Pres Tech
Equipment Company, is the only one able meet the City's needs for supplying the unit, mounting
the unit, and providing single source of responsibility for the package; and
WHEREAS, the purchase price for the equipment and installation is $148,384.46; and
WHEREAS, the Public Works and Utilities Department has funds budgeted in fiscal
year 18/19 to purchase the vehicle.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby authorizes the sole source findings, approves the purchase and installation of a
Truck Mounted Vactor vacuum unit from Pres Tech Equipment Company and authorizes the
City Manager to execute all necessary documents to complete the purchase.
Under the power and authority conferred upon this Council by the Charter of said City.
