AN ORDINANCE; ADDING CHAPTER 28 TO THE PETALUMA,
CITY CODE' OF 19'58 TO REGULATE THE ,DRILLING OF
WATER WELLS 'WITHIN THE CITY OF PETALUMA, TO
PROVIDE FOR • THE REQUIREMENT OF SECURING A
PERMIT FOR DRILLI =NG, TO PROVIDE FOR PERMIT FEES
AND TO.,ESTABLISH MINIMUM REGULATIONS FOR THE
INSTALLATION, ALTERATION,' REPAIR .AND /OR RE-
CONSTRUCTION. OF WATER, WELLS FOR THE PROTECTION
OF THE PUBLIC HEALTH' ; AND SAFETY.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PETALUMA, AS FOLLOWS:
Section. l: Chapter 28 is hereby added to the Petaluma -City Code of
1958, to read as follows:
"Article 1. Administration. Section 28. 1. Application and Scope.
The provisions of this Chapter shall apply to all new construction and to alterations,
p
re airs or reconstruction of water wells except a-s. may otherwise be herein pro-
vided. Whenever the term 'administrative authority" is, used, it shall be construed
to mean the .Buildirng .Official, or his authorized representative, and unless other-
wise provided by law, his office shall be a part of the. Building Department.
Section 28.. 2: 'Duties of theFAdminstra,tive The Adminis-
trative Authority shall maintain public office hours necessary to efficiently administer
the provisions of this Chapter and amendments thereof and shall perform the following
duties:
(1) Require :submission of, examine and check plans and specifications,
drawings, .descriptions, and /or- diagrams necessary to show clearly the character,
kind and extent of well work covered by applications for a permit and upon approval
thereof, shall ,issue the permit applied for.
(2). Collect all fees for permits issued : as . provided by this Chapter,
issue receipts therefor in duplicate, the duplicate copy' of which shall be maintained
as. a record of his office.
(3) Administer a.nd enforce the , provis ons of this Chapter in a manner
consistent with the intent thereof and shall inspect well work authorized by. any permit
to assure, compliance with provisions of this_Chapter or amendments 'thereto, approv-
ing or condemning said Work in whole or in part as conditions require.
Section 28.5., Permit Required. No construction, alteration, repair
or reconstructio n,. shall be commenced on any well until the permit to do such work
shall ,have `first been obtained'.. A separate permit ,shall be obtained for construction,
alteration repair or reconstruction of each well. No permit shall be issued to any
person firm or corporation except.to a person firm or corporation holding a valid
and ex1s water well, driller's .contractor's . license;. issued by the State of California.
The owner and occupant of premises whereon a well is proposed to be constructed,
altered repo "fired or reconstructed may receive at permit, to do work - pursuant to this
Chapter providing he shall personally perform all labor in connection therewith.
Section. -28. 6. Application for ,Permit.. Any person• legally entitled to
apply, for aid receive a perm it shall make such application on forms provided for that.
purpose.: He shall give a- description of the character of the work proposed to be done,.
and, the location ownership, occupancy and use of the premises in connection there-
with. ,The Admil .stra,tive Authority.may re.qu r.e plans, specifications or drawings
and such other information as he may deem necessary.
:If the Administrative Authority determines that the plans; specifica,-
tionS, drawings, - descriptions o information furnished' by the applicant i's, in compliance
with this Chapter,, he ,shal' -issue the permit applied for ,upon payment of the required'
fee as hereinafter fixed. -1

Section 28. 7. Cost of Permit and .inspection Fees. Each applicant
for a well permit shall pay y well permit application and inspection fee of Eight
and 00 /100ths ($8..0.0) Dollars for each well and Three and 00 /100th ($3. 00) Dollars
for each water pump s permit. Any person, 'firm or corporation
who shall commence any water well. work for which a permit is required without
first - having obtained a permit. therefor shall, if subsequently permitted to obtain
a.. permit, ppy'dou'ble the permit fee fixed by'this Section, provided that this pro -
Vision shall not apply to emergency work.
Section 28, 8. All Work to the Inspected; Notification. All water
well construction, a`Iteration, -repair and reconstruction shall be inspected by the
Administrative N thority�to insure compliance with the requirements of this Chap-
ter. An ins p ecton shall, be called for prior to the placing of a starter joint and
before any cementing around the well or well casing is done. A further inspection
of all pump. and water system installation is required upon completion and prior
to operation.
Notification for inspection shall be given not less than four (4) hours
before the work is to be inspected. I_t shall be. the duty. of the-person, firm or cor-
poration doing the work authorized by the permit to make sure the work 'ins correctly
done prior to giving notification.
Article 11.. General Regulations. Section 28, 9. Plans Required. The
Administrative Authority rna.y.re_quire the submission of plans, ,specifications, draw-
ings, and such other information as. he may deem necessary; prior to the commence=
ment of; and k any time during the progress of any work regulated by this Chapter.
The issuance of a permit upon plans and specifications shall not pre -
vent the Administrative Authority from thereafter requiring the correction of errors
in said plans, and specifications or from preventing construction operations being
carried on thereunder when in violation of this Chapter or of any other pertinent
ordinance or from revoking any certification of approval when issued ;in error.
Section 28. 10. Location. Wells shall not be. drilled or constructed
closer than. five (5) feet from any property line;:aiid shall be constructed away from
any drainage slope. No well shall be drilled or constructed within fifty (50) .feet
from a sewer line or septic tank installation, and one hundred (100) feet from any
septic tank leach line or from a cesspool, unless otherwise specifically permitted
by the Administrative Authority.
Section 28.11. Workmanship. All design, construction and workman-
ship shall be in conformity with accepted well construction practices and shall be of
such character. as to secure the results sought to be obtained by this..Chapter.
Section 28. 12, Protection. -At all times during the progress of the
work, the'well shall be protected in such manner a-s to prevent either tampering.
with the well or the eptrance of a foreign matter into the_ well. During the course of
construction, due precautions shall be taken in order -to- maintain the well and sur-
-rounding area in a sanitary condition and.due precaution shall be taken to prevent
the entrance of coiztaminated water into safe water bearing formations.
Section 28.. 1.3. Dug Wells. Dug wells are permitted, subject to the , tJJ
approval of the .A- dministrative Authority, under such terms and conditions as he
shall establish. Dug wells are not recommended and the Administrative Authority
is directed to, deity permits for dug wells unless the °applicant for such ,permit has
good cause for the :installation of a dug well. In he event the Administrative. A uthority
in his discretion, shall permit a dug well, the dug well shall have an impervious
water- tight lining, with tight joints extendiilg to a minimum depth of twenty (20) feet
below ground surface. An impervious and structurally sound cover shall be required.
The Administrative Authority may- rquire the water from dug wells - be treated .so
as to assure a safe quality and he may impose such..other health and safety conditions
as he:de'Oms necessary.

Section 28. 14. Abandoned Wells. Any abandoned well shall,'be filled
with; quarry fill or material from drillings up m twenty (20) feet of surface; that .por
tion twenty'. (20) feet from the surface shall be filled with. caly or adobe material: or-
concrete grout. Any well to be abandoned. shall be chlorinated prior to filling.
Article I•Il. Minimum Standards. Section 28. 15. (Figures 1, 2, 3 and,
4)
Section 28 � Excavations. Well casing material shall be of steel,
of ,ten (10).ga'uge: material, I<ai -weld steel. casing of twelve (12) gauge, plastic or
asbestos. cement with water`- .tight joints, or equal, as approved: by the Administrative
A uthority. All casing material installed shall "be new.
Casing shall .,extend a minimum of ten (10 " ") inches above ground level
and "where flooding is expected or- anticipated' imust .extend above flood level. -Casing
shall - not be perforated within twenty -five (25') feet from ground surface unless the
Administrative Authority, for good cause, shall permit otherwise. All casings sha -11
be cemented With 'a minimum of two (2 ") inches of grout all around the outside of the
pipe to :a, minimum depth of twenty ,(2Q`') feet below ground surface or to a greater
depth.below ground surface where the- Administrative Authority determines that a
.greater depth of grouting is, required.. Starter joint shall (have a case - hardened steel
drive shoe with a minimum thickness of one -half inch by four inches (1/2 " x 4 ")
welded on ?inside <and outside of. pipe: Casing joints shall be, welded or be threaded
couplings. A cement base thirty inches by thirty inches (30" x 30 "), with a minimum
thickness of ten inches (lQ''), shall be ,coinstructed.,above ground to surround the well
easing. The casing may extend above".the, base and tlii-s base shall have a grade of
one- fourth inc4:y(l /4''): per foot. sloping "away from the well casing.
This ',ork shall. be- done .upon completion of the well.
'Section- 28.. 17. Access, Openings into Well Casing. Access openings
into the well :casing for. addition! of gravel to a gravel. walled well, for sounding.-the
well, for air release, for disinfection acid for any other purpose necessary for main -
.tenance and operation of the well are permitted but must, terminate above flood and
high water "levels. These .op"eniings� shall be protected aga inst '6. try of small animals,
insects, flood water,, drainage or pump drppage, aizd other contaminating matter, by
caps, screens or.down - .turned '''U" bends..
Section 28. '18. Grouting and Sealing. Grouting and sealing is required
to protect. against polution infiltration of contaminated water and to protect - the-well
ca-sing against corrosion. The various methods of sealing are shown in Figures 1, .2
and 3. Grout may be forced into the space: to be grouted by pressure or gravity, in
accordance with., standard goo construction practice
Section 28. 19. Gravel Walled Wells: In a gravel walled well, a cutout
(` "conductor ° "); casing with water -tight joints shall extend from the ,ground surface to a
minimum%. depth. of' twenty (20'): feet, o'r to a. greater depth where required by the.Admin
•istrative Sealing of.the,ca.singiat ground. surface shall be done as shown in
Figure 1. . -Gravel used shall be free; from contamination and shall be washed prior to
placing. Spacers are, to be welded to the casing at one hundred (100')` foot intervals as
suggested in "Figure 3.: If conductor.pipe is omitted, construction shall be as shown
in Figure 4.
'Section 28..20: Well Pits or Below - Ground Discharge Pipes. Well pits
and below grouiid. discharge pipes may be permitted in the discretioii ofthe Adminis'-
tr.ative; Authority The�use of well pits or: below- grounnd discharge pipes is not recom-
mended and shall not be, used in area subject to, flooding or wh-6- re the well pit or
below - ground di'scha.rge pipe is below the water table.. Where well pits or below-

ground discharge pipes are permitted and /'or where the pump. casing terminates to a
pit below the ground surface, the pit shall be constructed of monolithic, reinforced

concrete water tight in all res ects: The top ,such it shall. be ,covered either with
a concr=ete: slab, or, with a house of satisfactory construction. The casing ,shall; be car
rigid a .least s'ix (6'°) inches , above the pit floor. The'" "well pit shall 'be so: constructed"
and protected that flood, rain, or seepage waters cannot enter the pit: The pit shall
be prov'ded with a drainage sump acid an automa is sump pump (or if :topography per-
mits, a `'free'' discharge; protected + entrance of rodents, insects, flood or water).

Section 28. 21. Installation. Pump or water system installation shall
be installed "with' a water' tight well• ; seal around pump drop pipe and `inside of casing
shall `be approved "removable well seal for servicing pump. -A cement base 'i's required
for pressure tanks with a ftTinifhUm thicknes's of six (6"')' inc -ffes above' ground'.
Section 28. '22,. Blowoff or Drain Line. A.nyb:owoff or dra in line from
the pump discharge 'sha 'l be :,so located that there is no hazard to the safety of the
water supply by reason of fl'ood'ing, 'backi siphonage, or back pressure There shall
be no conn�ecti'oiz to any sewer.
Section' 28 23: Protection. of Public Water- Supply. When private well
water used..for domestic purposes'i_s' connected to -�a public water supply, the public
supply shall be' protected by doable check valves. Check valves shall be .brass, swing
type. Gate valves shall be installed at, each end, of the double,check valve installation.
Test hose bibbs• shall be installed on .both sides of each check valve: Check valves
shall be set to prevent flow of private well water into public water - supply.

Section '28 24'. Chlorination. New wells shall be, chlorinated before.
use with .a liquid solution'of' five per cent '(5%) chlorine; Minimum . amount shall be
thirteen (13) ounces of : household disinfectant to each one hundred .(1.00,), gallons of
water in the well. Chlorine shall stand in the well for 'a period: of ten (10) hours
then. be pumped out until water 'is clear' and'free of ehlorine *a1 d,a' bacteriological s
sample; shall be taken and sent to an approved laboratory for testing if water is to
be used for domestic purposes. The result of the test shall be sent to the County
Sanitarian; City Hall,, .Petaluma, California Prior'to chlorination, the well shall
be bailed 'or pumped for a minimum of one ,(1) hour.
Whenever any' well shall have been repaired or cleaned or pumps
removed , from same, and the' well 'is•.used for domestic purposes,. the Administrative
Authority shall. ;require the well to 'be chlorinated prior to !use.
Section 28.'25,' AlI- Electrical Connections According to Code. All
electrical connections and wiring' shall be according to- the National Electrical Code
and City Codes,
Section 2. The City Clerk, be,, and she is,' hereby directed to post
this Ordinance for the period and in the manlier required by the City Charter.
